Surface observations indicate peak wind gusts generally between 55 to 65 mph, with a maximum gust of 64 mph at Sarasota-Bradenton International Airport at 9:30 PM EST on August 4. Rainfall ranged from 10 to 20 inches, with a maximum total of 18.86 inches near Parrish. As a result of the rainfall, the Manatee River at Rye Bridge reached a record crest of 20.12 feet on August 5 at 8:15 PM EST, surpassing the previous record of 20 feet set on July 21, 1962. Over 200 people were high-water rescued as a result of the flooding across the Parrish and eastern Manatee County communities. A peak water level of 2.42 feet above MHHW was measured at Port Manatee at 2:48 AM EST on August 5. Peak water levels estimated elsewhere along coastal Manatee County generally ranged from 2 to 3 feet above MHHW.

A supercell embedded within an outer rainband associated with Tropical Storm Debby began showing signs of increased organization around 13:40 EST as it moved north-northwest across southern Polk County between Bowling Green and Fort Meade. The storm continued exhibiting signs of increasing organization as it passed west of Fort Meade, before a NWS volunteer relayed video of a tornado associated with the storm around 13:58 EST just north of FL Hwy 640 near Agricola Rd. The volunteer relayed that the tornado continued on the ground for approximately 2 minutes before dissipating over open field after tracking around a mile and a half. No significant damage was reported, with likely only minor tree damage resulting from the tornado. Maximum winds were estimated around 75 mph.

The College Park neighborhood in Brunswick was one of the most flooded areas in the city. Water entered homes. Several trees fell and damaged homes in Brunswick with some homes having roof damage due to metal roofing material being peeled off. One outbuilding was destroyed due to a large tree that fell on it. 5.8 inches of rainfall was measured by an AWOS site at Brunswick Golden Isles Airport (KBQK) during Debby. Wind gusts ranged between 44-57 mph. On 8/4 at 5:57 pm, a mesonet site on Jekyll Island measured a wind gust of 48 mph in an outer rainband. At 10:15 pm, at ASOS at the St. Simons Island Airport measured a wind gust of 44 mph.

A supercell embedded within an outer rainband associated with Tropical Storm Debby produced a waterspout as it passed west of Treasure Island around 17:44 EST, that was captured on a nearby webcam. The waterspout continued northward, before crossing the coast near Madeira Beach in Pinellas County just before 17:50 EST.

Flash flooding occurred county wide with the most washed out roadways being dirt roads. Two swift water rescues were required, the first an individual whose car was swept off an asphalt county road and the second was a woman who drove around barriers into a flooded dirt road. One of these rescues was along Towns Bluff Road on Tuesday morning, 8/6. One structure flooded in the City of Hazlehurst in a known flooding trouble area. School was closed for several days until sanitation facilities and dirt roads were brought back online. 4.54 inches of rainfall was measured by an AWOS site at Hazlehurst Airport (KAZE) during Debby. AWOS station Hazlehurst Airport (KAZE) also gusted to 41 mph.

A National Weather Service Storm Survey Team confirmed an EF1 tornado with an estimated maximum wind speed of 97 mph in Edisto Island, South Carolina occurring from 835 PM to 845 PM EST. The tornado started in Colleton County, then briefly tracked across a small portion of Charleston County, then briefly returned back into Colleton County before crossing into Charleston County once more and quickly ending. Along the tornado's third segment, it entered Colleton County from Charleston County at a latitude/longitude of 32.517 N, 80.320 W, taking a northwest path across a mix of land/marsh areas and eventually reaching another section of Palmetto Road, likely causing additional damage to structures and trees along its path before continuing on a northwest path and departing Colleton County into Charleston County at a latitude/longitude of 32.524 N, 80.336 W.

A small tornado associated with Tropical Storm Debby's rain bands started near Ash Little River Road NW, where it caused a concentrated area of damage at a large property. Several Bradford Pear trees were uprooted or snapped along the property's driveway. Large limbs were also snapped in a stand of trees northwest of the driveway and minor damage to fencing and the removal of one panel of flashing near the home's roof was also found. The tornado likely continued northwestward into a dense forest based on the persistence of a tornado debris signature detected by a weather radar located approximately 10 miles east of the tornado.

Multiple sources reported flash flooding developed across a portion of York County, mainly in areas just west and southwest of Rock Hill, after 4 to 7 inches of rain fell. The main streams impacted were Wildcat Creek, Fishing Creek and their tributaries. Water from a tributary inundated King Drive and College Downs Park with several inches of water. Stony Fork flooded Skyline Road and Highway 324, as well as Rambo Rd, with water over several driveways and entering the crawlspace of at least one home and surrounding another. Water from a tributary of Stony Fork inundated Williamson Rd. Fishing Creek overflowed onto Ogden Rd. Finally, a stream gauge on Wildcat Creek at Robertson Rd exceeded its established flood stage, indicating inundation of McConnells Highway. In addition, Calabash Branch overflowed onto Calabash Rd in the Clover area.

Stream gauges on the Rocky River above Irish Buffalo Creek and on Coddle Creek indicated flash flooding developed along tributaries of the river, including Irish Buffalo Creek and Dutch Buffalo Creek after 4.5 to 6 inches of rain fell across Cabarrus County in association with the remnants of Tropical Storm Debby. Multiple roads were inundated, including Stallings Rd, Poplar Tent Rd, Bowman-Berrier Rd, Hopewell Church Rd, Mount Pleasant Rd, and Highway 200. In addition, Trinity Church Rd was closed after Afton Run overflowed its banks and Wolf Meadow Branch overflowed onto the Bridge on Stough Rd.

Reports of flooded and impassable roadways in northeast Hudson, including Pine Trails, Alexandra Drive, Huntington Road, Mayapple Drive, Herrick Park Drive, and Deerpath Trails. Ponds overflowing on Stow Road. Vehicles stuck in water in front of Hudson High School and on Woodspring Lane and Stow Road. 34 homes reported flooding, mainly basement flooding. One partial basement collapse was reported, with 11 rescues from cars stuck in water.

Significant flash flooding in the Merriman Valley area north of Akron and west of Cuyahoga Falls. Canyon Brook Drive near Timber Top Apartments washed out due to flash flooding of Sand Run, with multiple lower level apartment units flooded. Extensive flooding of businesses along Merriman Road and North Portage Path near the Cuyahoga River, with dozens of flooded vehicles. Flooding of basements also reported in this area. The Cuyahoga River at Old Portage crested at 11.53 feet during the onset of the flash flooding impacts in the Merriman Valley.

Widespread and massive flash flooding of Tuscarora Creek and surrounding tributaries devastated roads, homes and businesses between, and including, the villages of Woodhull and Addison. Homes were pushed off foundations and were seen floating downstream smashing into area bridges. Dozens of people were rescued from flooded homes and vehicles and displaced in temporary shelters for weeks.

A local Amateur Radio Operator sent numerous reports of downed trees and wires throughout southern Herkimer County due to strong winds. Many instances of downed trees led to road blockages. There were also a couple of instances where trees fell on personal property including a home and RV. The Department of Highways also reported a pole down on Route 8 between Dan Davis Road and Hurricane Road near Cold Brook.

Estimated wind gusts and or local mesonet observations in excess of 50-55 mph across fully leaved trees resulted in numerous reports of downed branches and trees on utility lines, structures and property (Vehicles). One large tree fell on a home in Alburgh that destroyed the home and initially trapped 3 people with one remaining trapped for several hours.

What this means
A best track is the record a warning agency settles on after the storm, not what it said at the time: position, maximum sustained wind and central pressure every six hours, revised against every observation that came in later. Category is the Saffir-Simpson scale, which runs from Category 1 at 64 kt to Category 5 at 137 kt and reads wind only, so it says nothing about surge or rain. Accumulated cyclone energy adds up the square of the wind through the storm's life, so it counts strength and duration together.
