Wind at 400 ft is estimated from the 10 m forecast by the power law, with exponents for each Pasquill stability class (Irwin 1979, rural, as in EPA dispersion models; the class from wind, sun height and cloud, after Turner 1970); gusts keep the ground gust’s margin. Caution from three quarters of your limit; the default 24 mph is the wind resistance printed for common sub-250 g drones. 14 CFR 107.51: “The minimum flight visibility, as observed from the location of the control station must be no less than 3 statute miles” and at least “500 feet below the cloud”. 14 CFR 107.29: “No person may operate a small unmanned aircraft system during periods of civil twilight unless the small unmanned aircraft has lighted anti-collision lighting visible for at least 3 statute miles”; civil twilight is the 30 minutes before sunrise and after sunset, in Alaska the Air Almanac’s. Kp: SWPC’s scales say satellite navigation problems may occur at G3 (Kp 7) and navigation is “degraded for hours” at G4 (Kp 8); Kp 5 is the typical app warning. Typical limits, not rules: rain chance 30% caution and 60% no-fly, thunder 10% and 20%, below 0 °C caution and −10 °C no-fly, over 40 °C caution. Your drone’s manual and the airspace come first.

Spraying: sustained wind 3 to 10 mph, the range US extension services and most labels give; gusts no more than 15 mph (this page’s limit); delta T (air minus wet-bulb temperature) 2 to 8 °C preferred and 8 to 10 °C marginal, from GRDC guidance, with the wet bulb by Stull’s formula; no hour at a 30% chance of rain or 0.25 mm forecast during the rain-free time. Written by the forecaster on duty for their own colleagues and for anyone who wants to know why the forecast says what it says. It is not edited for the public, so it uses the office’s shorthand; it is also the most honest thing any weather service publishes.

Synopsis

A cooler and progressive westerly flow pattern continues across the region this weekend into next week with below normal temperatures persisting. While dry weather is favored through Monday a weak frontal system renews chances for rainfall Tuesday into early Wednesday, mainly near the coast and across the north Oregon/Southwest Washington Cascades. For the inland valleys, much of this midweek period stays dry.

Short Term

Now through Monday night...Overall fairly benign conditions are expected this weekend into early next week as weak ridging is quickly followed by split WNW flow aloft - all in all very little in the way of weather related impacts. Early this morning dry weather prevails across the region with shortwave ridging and surface high pressure beginning to build in behind the departing system from yesterday (Friday). While temperatures will increase slightly from the past day or two, they'll remain cool for mid-September (6-10 degrees below normal), with afternoon highs generally in the upper 60s across the lowlands this afternoon with better chances to reach into the low 70s Sunday and Monday. Overnight temperatures also remain chilly, particularly under mostly clear skies and light winds on Sunday night into Monday, so additionally frost potential will need to be monitored in the Upper Hood River Valley. Given the recent moisture this also is decent set-up for patchy morning fog which will reduce visibility where ever present, most likely in the central/south Willamette Valley, coast range valleys, and Cascade valleys.

Long Term

Tuesday through Friday...The next meaningful change in the pattern arrives on Tuesday in the form of weakening upper-level trough and accompanying frontal boundary. Confidence for measurable rainfall is highest along the north Oregon Coast/Coast Range into southwest Washington where probabilities for precipitatiion peak around 50-75% Tuesday afternoon and evening before decreasing into Wednesday. It remains to seen whether this weather feature is able to hold together enough to push light rain into the Portland Metro and Willamette Valley as only around 15-25% of the LREF ensemble members forecast greater than trace amounts of rainfall during this Tue/Wed time period. Then conditions trend dry again the second half of Wednesday into Thursday morning.

Beyond this point ensembles diverge in the placement of a potential shortwave trough or ridge feature within the larger scale zonal flow which is anticipated to continue into the end of the week. By late Thursday into Friday, around 20% of Ensemble members show a weak trough moving overhead (cooler, light rain chances), another 25% show straight zonal flow (cooler, mostly dry) and the remaining 65% have some degree of ridging overhead (slightly warmer and dry). Over the next few days we should see ensembles converge towards a solution during this late week period. -99

Aviation

Through 12Z Sunday...As of 14z Sat, high clouds overhead AOA 20-25kft have moved east of the Cascades, allowing for patchy fog/low stratus development across inland valleys and most inland terminals. Conditions may fluctuate between MVFR to LIFR, and should improve to VFR after 16-19z Sat. Probabilities for IFR or lower conditions sit around 15-25% for inland terminals. High confidence in widespread VFR CIGs/VIS 17-18z onward. Light winds become north around 10-15 kt at the coast and across the central and southern Willamette Valley after 19-20z today.

KPDX AND APPROACHES...VFR conditions are expected through the TAF period today. That said, there is a 15-23% chance for MVFR/IFR conditions at any point between 13-17z this morning. Light winds become northwest around 6-12 kt this afternoon. -99/03

Marine

Weak high pressure progresses over the waters today while a trough amplifies further out over the eastern Pacific allowing for the return of somewhat calmer conditions, especially compared to yesterday (Friday). However, another round of Small Craft Advisories are in effect beginning this afternoon/evening through early Sunday morning mainly due to northerly wind gusts up to 20-25 kt. Northerly winds hold in place through the weekend before another weak front shifts winds more southwesterly Monday into Tuesday. Will also see a longer period west-northwesterly swell of 5-8 ft at 12-14 seconds in the late Monday to Wednesday time period, resulting in a moderate sneaker wave threat. Seas likely stay in this 5-8ft range the remainder of the week. -99/10

Where does this forecast come from?

From the National Weather Service forecast grid published at api.weather.gov, the same grid the local forecast office edits through the day and the source of every forecast on weather.gov. The written periods, the hourly digest and the forecaster’s discussion are the NWS’s own products, shown as issued. Nothing here is a blend a website made.

How far ahead does it go?

The grid runs seven days ahead, hour by hour for the first days and in three to six hour steps after that. The National Blend of Models carries the days to eleven and the global models to sixteen. Beyond that the page carries the national centers’ outlooks, severe weather to day eight, rainfall to day seven, and the Climate Prediction Center’s odds for the coming weeks, month and season, over a ninety-day calendar of the normal and the record for each date. No forecast has skill day by day past about two weeks, and this page does not print one.

Why is this different from the app on my phone?

Most forecast apps show a blend of models chosen by the company that makes the app. This page shows the forecast the local National Weather Service office issues, edited by the forecasters who will also issue the warnings, and it shows all of it rather than the six numbers that fit on a phone. The discussion explains the reasoning, which no app carries.
