Dark is the sun 18 degrees below the horizon; where it never gets that low, 12 degrees, marked nautical. Clear is sky cover of 20% or less. A bright moon is one above the horizon with a quarter or more of its disc lit. Transparency in the table is estimated from surface humidity (70% and 85% mark fair and poor) and visibility, since the forecast carries no haze or high cloud moisture. Wind at 400 ft is estimated from the 10 m forecast by the power law, with exponents for each Pasquill stability class (Irwin 1979, rural, as in EPA dispersion models; the class from wind, sun height and cloud, after Turner 1970); gusts keep the ground gust’s margin. Caution from three quarters of your limit; the default 24 mph is the wind resistance printed for common sub-250 g drones. 14 CFR 107.51: “The minimum flight visibility, as observed from the location of the control station must be no less than 3 statute miles” and at least “500 feet below the cloud”. 14 CFR 107.29: “No person may operate a small unmanned aircraft system during periods of civil twilight unless the small unmanned aircraft has lighted anti-collision lighting visible for at least 3 statute miles”; civil twilight is the 30 minutes before sunrise and after sunset, in Alaska the Air Almanac’s. Kp: SWPC’s scales say satellite navigation problems may occur at G3 (Kp 7) and navigation is “degraded for hours” at G4 (Kp 8); Kp 5 is the typical app warning. 1) Steady light rain moves in from the southeast this afternoon associated with the Nor'Easter off the coast. The slow-moving low pressure system will bring a broad area of rain over northeast PA and central NY on going into Sunday. Gusty winds will accompany the rain this weekend.
2) High pressure builds in Tuesday and Wednesday with quiet weather before the active pattern returns later in the week.
Discussion
KEY MESSAGE 1...
The deepening area of low pressure off the coast will combine with a surface high pressure over the Great Lakes to produce increasing northeast winds over central NY and northeast PA beginning early this morning, and continuing through the weekend. This system is expected to take a meandering track to the north today and hug the NJ coast Sunday before moving northeastward across New England on Monday.
As this system has begun to take shape, confidence has increased slightly that rainfall will spread slightly more westward and inland than anticipated on Sunday. Though we're seeing a push more westward, the threat for flooding or hydrological issues still remains low. With the bulk of expected to fall on Sunday, overall rainfall amounts beginning this morning through Sunday night is a half to three-quarter inch for northeast PA, Catskills, and portions of the Southern Tier, and less than a half inch elsewhere.
Meanwhile, wind gusts should top out around 20 to 30 mph for most of the populated areas of central NY and northeast PA, but some of the higher elevations could see occasional 30 to 40 mph wind gusts through the weekend.
The event winds down later on Monday/Mon night as the low picks up speed and lifts to the northeast. Rain will come to an end Monday night and winds will subside.
KEY MESSAGE 2...
A weak ridge of high pressure builds in across the Northeast US Tuesday and Wednesday, which will cause large scale suppression and usher in a gradually drying air mass. Skies should clear out Tuesday night and continue into Wednesday. A warmer air mass moving in combined with plenty of sun on Wed will allow temperatures to climb into the lower to mid 70s.
There does appear to be another open short wave that attempts to move in from the west Thursday or Friday, but the timing and placement of the boundary is still in question. If the wave holds back to the west, temperatures could climb again into the 70s. However if more clouds and rain move in quicker, temperatures could be substantially cooler.
Aviation · 06Z Saturday Through Wednesday
Fog has developed at ITH and is expected to continue through the night, bouncing between IFR and LIFR restrictions. Guidance is showing fog chances at ELM as well, but confidence is much lower tonight than the past few nights given the stronger winds near the surface. Temps should fall to the fog threshold tonight as high clouds move east of the terminal. The big question will be if winds become weak enough to allow for fog to develop. Current thinking is that we will probably get TEMPO periods of IFR-LIFR restrictions for a few hours around sunrise as winds will be too strong to allow for fog to settle for an extended period of time.
The rest of our terminals will be VFR through the TAF period, with increasing NNE winds gusting up to 25kts across the region.

How far ahead does it go?
The grid runs seven days ahead, hour by hour for the first days and in three to six hour steps after that. The National Blend of Models carries the days to eleven and the global models to sixteen. No forecast has skill day by day past about two weeks, and this page does not print one.
Why is this different from the app on my phone?
Most forecast apps show a blend of models chosen by the company that makes the app. This page shows the forecast the local National Weather Service office issues, edited by the forecasters who will also issue the warnings, and it shows all of it rather than the six numbers that fit on a phone. What is a place’s address here?
Every town has its own page, such as /forecast/us/oklahoma/oklahoma-city/, and every day at a town has one too. A ZIP code typed into the search goes to the town it belongs to. Any coordinate at all can be looked up, and the page names the nearest town.
