Caution from three quarters of your limit; the default 24 mph is the wind resistance printed for common sub-250 g drones. 14 CFR 107.51: “The minimum flight visibility, as observed from the location of the control station must be no less than 3 statute miles” and at least “500 feet below the cloud”. 14 CFR 107.29: “No person may operate a small unmanned aircraft system during periods of civil twilight unless the small unmanned aircraft has lighted anti-collision lighting visible for at least 3 statute miles”; civil twilight is the 30 minutes before sunrise and after sunset, in Alaska the Air Almanac’s. Kp: SWPC’s scales say satellite navigation problems may occur at G3 (Kp 7) and navigation is “degraded for hours” at G4 (Kp 8); Kp 5 is the typical app warning. Typical limits, not rules: rain chance 30% caution and 60% no-fly, thunder 10% and 20%, below 0 °C caution and −10 °C no-fly, over 40 °C caution. Your drone’s manual and the airspace come first.

It is not edited for the public, so it uses the office’s shorthand; it is also the most honest thing any weather service publishes.
Marianas Synopsis
Isolated showers are visible from radar and satellite across the Marianas this evening. Winds are light and variable as a col remains centered over Rota. Models and observations indicate combined seas of around 3 feet.
Discussion
While a generally dry period remains through the weekend, precipitable water remains between 1.75" and 2.25" across all islands. This moisture is expected to remain along with light and variable winds, so island effect showers and isolated thunderstorms will be possible Sunday and Monday. For Sunday, Guam will have the highest chance for significant rainfall. Rota may see some lighter showers. Island-effect showers over Tinian and Saipan will likely remain mostly offshore to the west. Weak upper-level support and slightly increased shear should allow for some island-effect showers to produce lightning and last longer than today. By Monday, all islands will likely see afernoon showers and isolated thunderstorms. For Saipan, these showers will likely build over the southwest portion of the island due to a weak northeast wind. By Tuesday, westerlies winds ahead of a slowly developing trough may prevent further island effect showers, but then bring additional monsoon moisture into the region sometime Wednesday. This will bring shower coverage back to scattered with isolated thunderstorms possible. This trough will be closely monitored for any potential impacts to the Marianas late next week. Models currently indicate it drifting north of the Marianas with a monsoon tail bringing precipitation and breezy conditions to the Marianas.
Marine
Light and variable winds will prevail through Monday. Seas around 3 feet will remain small through Wednesday before likely starting to increase as the monsoon flow strengthens and moves into the Marianas, causing an increased southwest swell. The risk of rip currents is currently low along all reefs of the Marianas and is expected to stay that way through at least Tuesday. Only a very small southwest swell and east-northeast swell remains. There will be a moderate risk of lightning Sunday afternoon through Monday, and then Wednesday night to the end of the forecast period.
Eastern Micronesia
The main forecast challenge was determining rainfall potential, as the monsoon trough lurks in the area of Guam to Majuro. The best moisture pooling is located in a broad swath south of the trough axis, as you'd expect. However, surface convergence is modest. Here, PWATs (Precipitable Water Values) of 2.5 to 2.8 inches are common. Kosrae is currently the only location seeing cellular convection based on satellite imagery, with Pohnpei and Majuro seeing convective debris aloft more than anything. Still, given the PWATs and potential outflow boundary interactions the next few days, aided by at least prolonged modest convergence, we didn't want to go as low as isolated shower coverage through Monday. As such, the forecast was trended towards that scenario for Pohnpei and Kosrae.
At Majuro though, scattered shower coverage was maintained throughout the forecast period as you're closest to the monsoon trough, and this looks to remain the case through the middle of next week, probably longer.
As for marine conditions, seas of 3 to 5 feet will prevail through the forecast period, with mainly light to gentle winds expected.
Western Micronesia
Scattered showers and isolated thunderstorms are expected to persist at Yap through the weekend as a moist, west to southwest monsoonal flow lingers across the area, before it slowly lifts northward over the next couple of days. Mostly isolated showers are expected to continue at Palau through Saturday night before drier conditions settle in this weekend. Unsettled weather remains around Chuuk and is expected to fill over the evening and overnight hours. This will cause scattered showers and isolated thunderstorms to continue through Sunday night. Gentle to moderate west to southwest winds will continue at all sites for the next couple of days with winds easing slightly this weekend for Palau and Yap. Generally benign marine conditions are expected to prevail through at least the weekend with combined seas of 3 to 5 feet expected at all forecast points. Though, locally choppy seas will be possible near Yap and Chuuk with heavier showers and thunderstorms.

Where does this forecast come from?
From the National Weather Service forecast grid published at api.weather.gov, the same grid the local forecast office edits through the day and the source of every forecast on weather.gov. The written periods, the hourly digest and the forecaster’s discussion are the NWS’s own products, shown as issued. Nothing here is a blend a website made.
How far ahead does it go?
The grid runs seven days ahead, hour by hour for the first days and in three to six hour steps after that. The National Blend of Models carries the days to eleven and the global models to sixteen. Beyond that the page carries the national centers’ outlooks, severe weather to day eight, rainfall to day seven, and the Climate Prediction Center’s odds for the coming weeks, month and season, over a ninety-day calendar of the normal and the record for each date. No forecast has skill day by day past about two weeks, and this page does not print one.
Why is this different from the app on my phone?
Most forecast apps show a blend of models chosen by the company that makes the app. This page shows the forecast the local National Weather Service office issues, edited by the forecasters who will also issue the warnings, and it shows all of it rather than the six numbers that fit on a phone. The discussion explains the reasoning, which no app carries.
