...FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 945 AM EDT THIS
MORNING FOR SOUTHWESTERN CLAY, POCAHONTAS, SOUTHWESTERN RANDOLPH,
WEBSTER AND NICHOLAS COUNTIES...

At 754 AM EDT, Doppler radar and automated rain gauges indicated
thunderstorms producing heavy rain across the warned area. Between
1.5 and 2.5 inches of rain have fallen. Additional rainfall amounts
of 0.5 to 1 inch are possible in the warned area. Flash flooding is
ongoing or expected to begin shortly.

HAZARD...Flash flooding caused by thunderstorms.

SOURCE...Radar and automated gauges.

IMPACT...Flash flooding of small creeks and streams, urban areas,
         highways, streets and underpasses as well as other poor
         drainage and low-lying areas.

Some locations that will experience flash flooding include...
  Summersville, Richwood, Marlinton, Clay, Webster Springs, Cass
  Scenic Railroad, Green Bank, Addison (Webster Springs),
  Camden-On-gauley, Camden On Gauley, Craigsville, Snowshoe, Glen,
  Mingo, Cowen, Durbin, Hillsboro, Bergoo, Upper Glade, and Waneta.

This includes Route 19 between mile markers 34 and 49.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be aware of your surroundings and do not drive on flooded roads.

Report flooding to the National Weather Service by calling toll free,
800 401 9535, when you can do so safely.

While the threat for heavy rainfall and flash flooding has ended,
areas of high water exists across portions of the warned area from
prior heavy rainfall this morning. Creeks and streams will continue
to rise due to the excess runoff of water, with flooding imminent or
occurring.

1) Unsettled through mid week amid a cooling trend with
improving conditions for the end of the week and the weekend.

&&

.DISCUSSION...
KEY MESSAGE 1...

Active weather will persist through today and past mid week. A
frontal boundary will drape across the region and will meander
through Monday while pushing slowly south and finally exiting
by mid day Monday. This feature will provide chances for shower
and storm activity and where a few storms could be strong to
severe which should be isolated in nature. The main threat will
be damaging wind. Much of the activity will be confined to the
northern parts of our Country Warning Area where higher
probabilities of precipitation exist.

Another aspect is the area will be under an excessive rainfall
outlook and the threat of heavy downpours amid thunderstorm
activity will likely cause some instances of flash flooding to
flood prone or low lying areas if hit repeatedly. This will be
supported by anomalously high PWATs for this time of year. Once
the feature exits a low pressure system digging and
strengthening across the Great Lakes will come into the region
and promote synoptic scale ascent to broaden the unsettled
weather across our entire area.

For much of Monday and Tuesday and even Wednesday will be under
the influence of broad low pressure and chances for shower and
thunderstorms. This is especially for Tuesday and Wednesday
with high probabilities of precipitation especially during
the daytime. This activity along with weak cold air advection
will promote temperatures below seasonable starting Tuesday and
continuing into the weekend promoting comfortable weather amid
drier conditions as strong high pressure builds in for the the
end of the work week and for the weekend.

.AVIATION /06Z SUNDAY THROUGH THURSDAY/...
A very active morning with shower and thunderstorm activity
possible at all sites. With calming flow at the surface some
sites may endure fog development such as CRW through the
morning. Enough cloud coverage, surface flow and convection
should depress much development elsewhere, however there may be
times at which a site decouples and fog may form temporarily or
stay until 13/14Z. Or the other scenario is that shower activity
will lower VIS and it may take a short while before lifting
back to VFR. Thereafter, any low stratus will lift a few hours
after the fog dissipates and VFR should prevail the rest of the
TAF period.

At 419 AM EDT, Doppler radar was tracking strong thunderstorms along
a line extending from near Spencer to 8 miles west of Kenna to near
Ona. Movement was east at 30 mph.

HAZARD...Wind gusts up to 40 mph.

SOURCE...Radar indicated.

IMPACT...Gusty winds could knock down tree limbs and blow around
         unsecured objects.

Locations impacted include...
Charleston, Nitro, Spencer, Winfield, Jefferson, South Charleston,
St. Albans, Dunbar, Hurricane, Barboursville, Sissonville, Milton,
Eleanor, Buffalo, Clendenin, Poca, Pinch, Cross Lanes, Arnoldsburg,
and Kenna.

This includes the following highways...
 Interstate 79 between mile markers 1 and 31.
 Interstate 77 in West Virginia between mile markers 97 and 133.
 Interstate 64 in West Virginia between mile markers 18 and 57.
 Route 119 between mile markers 65 and 80.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

If outdoors, consider seeking shelter inside a building.

Torrential rainfall is also occurring with these storms and may lead
to localized flooding. Do not drive your vehicle through flooded
roadways.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to travel across
flooded roads. Find alternate routes. It takes only a few inches of
swiftly flowing water to carry vehicles away.
