.WHAT HAS CHANGED...
Updated the forecast to increase POPs this evening as the colder
air moving in is squeezing the sounding.

Winter Storm Warnings remain in effect through Monday morning.
An Extreme Cold Watch has been issued for the entire area from
Monday evening through noon Tuesday. Continue monitoring the
timing for the transition of wintry mix to plain rain through
this evening. Then, introduced heavy lake- enhanced snowfall
across the northern sections this evening into Monday night.

&&

.KEY MESSAGES...
1. Treacherous travel conditions and potential power outages are
expected to persist through Monday night due to a complex wintry
mix. Heavy snowfall will remain the primary threat across northern
West Virginia and northern Southeast Ohio, while the Metro Valley
and southern coalfields face significant ice accumulation and the
risk of power outages. By Monday, a shift to strong north-northwest
flow will generate Lake-enhanced snow showers across the north,
enhanced by orographic effect across our eastern mountains. Be alert
for snow squalls, which may lead to sudden whiteouts and dangerous
driving conditions.

2. Dangerously cold temperatures combined with strong wind gusts
will drive wind chill values down to life-threatening levels from
Monday night into Tuesday.

3. Continued sub-freezing temperatures and occasional light
snow through the remainder of the week.&&

.DISCUSSION...
KEY MESSAGE 1...

Storm reports indicate snow accumulations of 1 to 4 inches have
fallen across the area, with higher amounts observed along the
eastern mountains and northern SE OH. Meanwhile, a transition to
sleet, freezing rain, and rain took place this morning. This
transition will advance north, leaving a trace to around three
quarters of an inch of ice across NE KY, SE OH and the WV lowlands.

Precipitation will continue to switch to plain rain this afternoon
as a warm layer aloft melts frozen precipitation. Models suggest
a strong H850 southerly low-level jet about 60 knots will spread
above-freezing temperatures across the lowlands through this
afternoon. Afternoon temperatures will rise above freezing in
the lowlands, while remaining in the mid 20s across SE OH and in
the teens across the northeast mountains, where wintry mix will
still possible for much of the day.

However, an upper-level disturbance arriving this evening will bring
additional forcing and much colder air behind a cold front. Strong
Cold Air Advection (CAA) behind the front will quickly switch
precipitation back to snow across NE KY and SE OH, spreading east
through the entire area through Monday morning. The highest snow
probabilities reside across northern portions of SE OH and northern
WV tonight into Monday morning. With wet surfaces and rapidly
falling temperatures, a flash freeze on roadways is probable, likely
impacting the Monday morning commute.

Farther south, the duration of freezing rain remains a major
concern. Even as surface air temperatures approach the 32F to 35F
range this afternoon, surfaces remain cold-soaked from the recent
arctic air. This increases the risk for significant ice accretion on
power lines and untreated roadways. Therefore, a Winter Storm
Warning remains in effect for the entire area until 7 AM Monday.

As precipitation transitions to plain rain, areas that typically
struggle to scour out cold air could see several additional hours of
ice accumulation. With liquid precipitation totals of 1 to 2 inches,
some minor flooding is also possible in these areas.

KEY MESSAGE 2...

As the surface low tracks into western Pennsylvania, a strong cold
front will sweep through from northwest to southeast tonight. H850
temperatures drop as low as minus 20 celsius. With wet surfaces and
rapidly falling temperatures, a flash freeze on roadways is
probable, likely impacting the Monday morning commute. Additional
lake-enhanced snowfall is expected Monday, especially across the
northern half of the area, under gusty north to northwest flow.
Expected snow accumulations and gusty northwest winds may create
blowing snow and significantly reduced visibility.

The combination of cold temperatures (single digits around zero) and
gusty winds 15 to 20 knots will produce life-threatening wind chills
Monday night into Tuesday. An Extreme Cold Watch has been issued for
the entire area from Monday evening through noon Tuesday.

KEY MESSAGE 3...

The long-term outlook features a persistent, highly amplified trough
over the eastern U.S., locking in deep arctic air. A series of
clipper systems will pivot through this flow, with the first
arriving Tuesday into Wednesday. These systems will reinforce the
cold airmass and generate light snow, mainly via upslope enhancement
along the mountains. Notably, temperatures are forecast to remain
below freezing across the entire region for the duration of the 7-
day period. This extended freeze poses a compounding threat to water
infrastructure and is life-threatening for residents without power
or those isolated on untreated secondary roads.

.AVIATION /02Z MONDAY THROUGH FRIDAY/...
IFR conditions across the area will be replaced along and west
of the Ohio River with MVFR or maybe even VFR conditions this
evening, although snow showers could temporarily cause IFR
conditions even there. Rain over northeastern West Virginia
will quickly change to snow this evening.

Upslope snow will then cause restrictions overnight along with a
stratus deck, with the lowest restrictions in and just west of
the mountains. The snow will gradually tapper off from the west
later tonight into Monday. This along with a raising stratus
deck will allow for conditions to become MVFR area wide.
