Winter Weather Advisory expanded to Northern Erie and Wyoming
counties for areas of freezing rain that are expected across
northern portions of the counties today.

Chances for precipitation and snow accumulations lowered across
northern Jefferson and Lewis counties.

.KEY MESSAGES...
1) Areas of dense fog through the early morning hours.

2) Widespread precipitation today with rain, snow, and freezing
rain.

3) Above freezing temperatures and rainfall may lead to elevated
flows and ice jams.

4) Another round of widespread precipitation later this week
with primarily rain across western NY Friday changing over to
light snowfall Friday night, potentially lingering into the
weekend.

.DISCUSSION...
KEY MESSAGE 1...Areas of dense fog through the early morning hours.

While coverage of dense fog is not uniform early this morning, most
if not all stations across the forecast area continue to report
degraded visibilities as temperatures and dewpoints hover at or just
above the freezing mark. As marginally colder east/northeast winds
increase ahead of a low pressure system this morning, visibilities
should improve in most areas at or around sunrise. As such, the
Dense Fog Advisory remains in place through 7AM.

KEY MESSAGE 2...Widespread precipitation today with rain, snow,
and freezing rain.

Pacific-based low pressure centered over the Upper Midwest this
mornign will expand across the Great Lakes while weakening today.
This system is tracking along a tightening, roughly NW-SE oriented
mid-level thermal gradient across the Great Lakes. Deep isentropic
lift and frontogenesis will cause precipitation to overspread the
region from the west this morning, the first weak bands of which
are just starting to cross Lake Erie and the NY/PA border.

Recent trends in nearly all guidance-based thermal profiles have
trended a bit more problematic for western NY over the past day,
with a deeper southward extent of cold northeasterly flow stemming
from strong Arctic high pressure west of Hudson Bay. The I-90
corridor continues to be the rough dividing line as far as ptype is
concerned. Areas south of I-90 are expected to be all or mostly
plain rain, while between I-90 and Lake Ontario a mix of freezing
rain and snow is expected. Due to the orientation of the thermal
gradient however, snow (1-3") is more favored north and east of
Rochester, while freezing rain is favored across Orleans, Niagara,
and Genesee Counties. The main focus for the highest impacts from
this system will likely be in these areas as forecasted ice amounts
have increased to 0.25-0.5" with this update, posing a threat for
tree damage and power outages on top of hazardous travel. Across the
North Country, several guidance packages (NAM/RAP13/RGEM) have
trended notably lower with overall QPF from the Tug Hill region
northward, with many suggesting little to no precip at all from
roughly Watertown and Lowville northward.

Given recent trends, have opted to expand the Advisory to Northern
Erie and Wyoming counties with this update. Overall coverage of
freezing rain should be limited in these two counties, generally
isolated to the northernmost reaches of the counties (such as Grand
Island and the hilltops north of Warsaw). Confidence is not high
enough to include them with this issuance, but it is plausible that
Livingston and Ontario counties may also need to be added to the
Advisory as the event progresses.

KEY MESSAGE 3...Above freezing temperatures and rainfall may lead to
elevated flows and ice jams.

Temperatures today are expected to be near or above freezing across
WNY away from the immediate southern Lake Ontario shoreline. Given
the relatively warmth the past few days and incoming rainfall
between a half inch and an inch, runoff enhanced by snowmelt will
increase with further weakening of ice on area creeks and streams.
This said, the cold northeasterly flow on the way should preclude
temperatures from getting too far above freezing (if at all) outside
of the Southern Tier. As a result, snowmelt and ice breakup should
be slow enough that flooding concerns are low, even with rainfall.
Latest ensemble guidance indicates a handful of creeks may rise to
action stage (30% chance), but little to no threat of Minor flood
stage anywhere. Ice jam flooding also remains a low possibility,
through thawing degree hour guidance continues to remain below local
thresholds with temperatures only a few degrees above normal for mid-
February.

KEY MESSAGE 4...Another round of widespread precipitation later
this week with primarily rain across western NY Friday changing
over to light snowfall Friday night, potentially lingering into
the weekend.

The next Pacific-based shortwave will eject east of the Rockies by
Thursday, embedded within the broader scale troughing pattern
gradually shifting eastward across the CONUS. This wave will bring
yet another weakening sfc low to the lower Great Lakes region late
Thursday night into Friday with increased isentropic lift resulting
in light precipitation overspreading the region from the south.
Ptypes are not expected to be as problematic with this system as
thermal profiles favor all rain for Western NY and snow across the
higher elevations of the North Country. There is some risk for a
wintry mix with freezing rain here as well as across the surrounding
lower elevations, which will need to be monitored. Snowfall amounts
across the Tug will also be marginal as far as potential advisories
are concerned.

Much colder air will wrap in behind this system as the general
troughing pattern continues to move eastward, with temperatures
trending below normal for late February and increasing chances for
snow areawide. 850mb temps may also drop low enough by early next
week for some lake enhancement.

.AVIATION /07Z WEDNESDAY THROUGH SUNDAY/...
For the 06Z TAFS widespread LIFR and lower ceilings and visibilities
are found south of Lake Ontario, and east of Lake Erie as a
saturated airmass over a melting snowpack has induced widespread
dense fog. Elsewhere, including the Southern Tier (KJHW) and east of
Lake Ontario (KART) the fog is not quite as thick, but still IFR
visibilities linger.

As widespread precipitation enters WNY between 12 and 16Z,
visibilities and ceiling heights will improve slightly to IFR
range...with rain generally along and south of the NYS Thruway,
while north of the Thruway, and south of Lake Ontario temperatures
near or just below freezing will bring a period of freezing rain.

East of Lake Ontario any precipitation that falls will generally be
in the form of snow, though precipitation is not expected to be as
heavy...this away from the better frontogenetic forcing.

As a shortwave ripples eastward across our region precipitation will
end from west to east this evening. Visibilities will improve, back
to MVFR to VFR, while ceiling heights will likely remain MVFR across
WNY, and higher terrain IFR (KJHW)...while east of Lake Ontario VFR
flight conditions may prevail.

Outlook...

Thursday...VFR/MVFR. Light rain and east of Lake Ontario freezing
rain arrives Thursday night with flight conditions lowering to
IFR/MVFR.

Friday...Widespread IFR with rain/snow likely through Friday night.

Saturday...Restrictions possible with a chance of snow and rain.

Sunday...Restrictions likely with snow likely east of both lakes. A
chance of snow elsewhere.

The next window of elevated winds arrives today with easterly flow
picking up on the western and southern shoreline of Lake Ontario.
