Flood Warning for the following rivers in Minnesota...

  Minnesota River at Henderson MN19 affecting Sibley, Le Sueur and 
  Scott Counties.

  Minnesota River near Jordan affecting Sibley, Scott and Carver 
  Counties.

...Forecast flooding changed from Minor to Moderate severity for the 
following rivers in Minnesota...

  Minnesota River at Montevideo affecting Chippewa, Yellow Medicine 
  and Lac qui Parle Counties.

.As water from storms over the past few weeks continue to move 
through the Minnesota River more points will rise above flood stage. 
Based on current forecasts additional warnings downriver are not 
anticipated.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

Please report observed flooding to local emergency services or law

Extensive cloud cover sits atop much of the WFO MPX coverage
area early this morning, most of which is emanating from a
decaying complex of storms over southeast SD, along a cold front
expected to continue moving east through the day today. While
these diminishing storms will leave cloud cover in place for
much of the day, they will also result in residual boundaries
along which showers/thunderstorms are likely to develop later
this morning through the mid-afternoon hours from west to east
across our coverage area. As the cold front, currently from
northern MN extending southwest across central SD, shifts east
today, it will slide underneath a jet max aloft which is
associated with a longwave trough axis generally over central
Canada. This jet max will enhance diffluence aloft while the
front enhances convergence near the surface. PWATs are still in
the 1.0-1.5" range ahead and near the front while MUCAPEs this
afternoon may well peak out around 2000 j/kg. Coverage may be
lacking due to the cloud cover inhibiting better instability,
but there is still the good likelihood of showers/thunderstorms
moving across the area today, a few of which could tap into the
corridors of stronger lift and better instability to become
strong-to-severe. SPC maintains a Marginal (Level 1 of 5) Risk
for severe thunderstorms across our entire coverage area today,
which is reasonable given the antecedent conditions and both
pros/cons of severe weather today. Main hazards of any storms
that gain such strength would be strong/gusty winds and large
hail. Best timing would be late morning over western MN, early
afternoon over eastern MN and early-to-mid afternoon over
western WI. QPFs are likely to be around 0.25" but an isolated
0.50" of rainfall is not out of the question.

Once past today's expected precipitation, the forecast period is
by-and-large looking dry. The cold front will exit to the east
this evening, followed by Canadian-origin high pressure which
will settle across the Upper Midwest through the upcoming
weekend and for much of next week. Cooler and drier air will
move into the region, dropping highs into the 60s and lows into
the mid 40s-lower 50s Saturday-Tuesday, along with much lower
dewpoints making for much more comfortable and less humid air.
In addition, per MPCA, air quality through the weekend into
early next week is expected to remain in the Green/Good category
as wildfire conditions over western Canada and the western US
have improved along with upper level winds being unfavorable for
bringing smoky conditions into the Upper Midwest. Highs will
recover into the 70s during the latter half of next week, but
another cold front (albeit dry at this point) looks to drop
through the region Thursday into Friday and re-establish the
below-normal temperature regime with another round of Canadian-
origin high pressure going into the Labor Day weekend.

VFR to start for all sites with only mid-level stratocu clouds
mainly owing to decaying convection over eastern SD drifting
across much of southern MN. Chances will increase for having
such convection across much of central-southern MN into western
WI late morning through early afternoon as a cold front over
northern MN into the eastern Dakotas pushes east across the
area. Most short-term models concentrate development over
western TAF sites in the 14z-18z timeframe, eastern TAF sites in
the 16z-20z timeframe then 18z-22z in western WI. Conditions
likely to drop into MVFR range with the TSRA, then improve to
VFR quickly late this afternoon into early evening, and
remaining there tonight through Saturday. Winds to shift from SW
to NW with the passage of the front/storms, with speeds
generally around 10kts. Some higher gusts are possible during
the TSRA.

KMSP...VFR conditions expected through sunrise with mid-level
clouds. Ceilings will expand across the area and lower in
height after sunrise as the cold front approaches. A few showers
may precede the overall cluster of TSRA, which looks most
likely to push through the region in the 16z-20z timeframe.
Higher confidence in the SHRA than the TSRA, so hence why the
TSRA is confined to the TEMPO. If anything, maybe an hour
earlier in that timing is possible but most CAMs have consensus
within a couple hours either side of 18z. VFR conditions then
expected for the afternoon-evening push and beyond.
