* ADDITIONAL DETAILS...The next high tide is 3PM Thursday. In
  addition to the ongoing coastal flood warning, there is a threat
  for soundside coastal flooding overnight Thursday into Friday of
  1 to 2 ft above ground level as strong westerly winds of 20 to
  25 kts and gusts of 30 to near 35 kts impact the area. In
  addition to this, swell from Hurricane Melissa may also begin
  impacting oceanside portions of Ocracoke as well on Friday and
  this may bring a threat of additional rounds of oceanside ocean
  overwash to the area as well. Threat looks to be slightly lower
  than previous days so a Coastal Flood warning may not be needed
  and an advisory may replace the ongoing warning later today 
  once we get past this afternoons high tide cycle. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Take the necessary actions to protect flood-prone property. If
travel is required, do not drive around barricades or through
water of unknown depth.

Inexperienced swimmers should remain out of the water due to
dangerous surf conditions.

Life-threatening rip currents. If caught in a rip current, remain

Area Forecast Discussion

.SYNOPSIS...
Coastal impacts, periods of light to moderate rainfall, and
hazardous marine conditions will continue into tonight. A
frontal system will push through the area on tonight into Thursday
with drier high pressure building in late week into the
weekend. Low-end chance for isolated stronger wind gusts and a
waterspout or two with stronger showers/storms tonight into
tomorrow morning.

&&

.NEAR TERM /UNTIL 6 AM THURSDAY MORNING/...
As of 230 PM Wednesday...

Key Messages:

 - Low-end threat of severe weather tonight, with waterspouts and an
isolated strong wind gust possible, especially east of Highway 17

 - Minor soundside flooding and minor to moderate oceanside flooding
and ocean overwash expected (see Coastal Flooding section)

Weak, elongated area of low pressure is currently analyzed southeast
of Cape Fear as of early Wednesday afternoon, with a coastal trough
extending north/northeastward from the surface low. This low will
track northward towards the ENC coastline through the afternoon and
evening hours today, allowing the coastal trough to swing inland.
Meanwhile, stronger surface low currently analyzed near the
boot-heel of Missouri will track northeastward/eastward into
the Mid-Atlantic tonight. Accompanying warm front will lift
northward through the region later overnight, with winds
becoming more southerly. With the coastal trough and warm front
swinging through ENC, winds will veer from northeasterly to
southeasterly to southerly, with onshore flow off of the Gulf
Stream. This will hold temperatures fairly steady in the
upper-50s to low-60s overnight tonight, with increasing
dewpoints. Low clouds with isolated patchy fog will be possible,
especially for areas west of Highway 17. On the rainfall side,
some moderate rainfall can be expected for OBX as the weak
coastal low approaches with lighter rainfall persisting for the
remainder of the CWA into the evening hours.

As onshore flow develops, increasing dewpoints will yield a few
hundred J/kg of SBCAPE along the coast. With 50-60+ knots of 500 mb
flow overspreading the region tonight ahead of the approaching mid-
level trough contributing to 40+ knots of effective bulk shear, and
favorable low-level hodographs in the vicinity of the weak surface
low/boundary, there will be at least some potential for rotating
storms, especially along the OBX and northern Pamlico Sound regions.
These storms will bring a threat of an isolated stronger wind gust
and waterspouts that could briefly move onshore. Areas inland will
be a bit more stable near the surface, but forecast soundings
indicate a couple hundred J/kg MUCAPE will still support shallow,
elevated convection. With 40-50 kts low-level flow ahead of the
approaching cold front, stronger showers could mix these winds
down, yielding a isolated stronger wind gust late tonight. With
limited buoyancy to support convection, the overall severe
threat is LOW and is confined mainly east of Highway 17. SPC
currently has this portion of the forecast area in a Marginal
(level 1/5) risk for severe weather.

.SHORT TERM /6 AM THURSDAY MORNING THROUGH 6 PM THURSDAY/...
As of 230 PM Wednesday...Low pressure system will continue to
push northeastward Thursday, with its associated cold front
quickly sweeping eastward across ENC Thursday morning, pushing
offshore by the late morning/early afternoon. Widespread deep
layer shear of 40-50+ kts and elongated, curved hodographs
combined with the stronger forcing from the surface front and
favorable upper level pattern, will support scattered showers
and isolated thunderstorms along and ahead of the cold front.
Similar to tonight, lower instability values will likely limit
the overall severe threat, but an isolated stronger wind gust
(40-60 mph) and a brief waterspout are possible within the
strongest storms along and out ahead of this front Thursday
morning. By mid afternoon, expect any precip chances to end
across ENC as aforementioned front quickly pushes offshore.
Skies rapidly clear behind the front amidst a steady, westerly
wind. Highs get into the mid 60s to low 70s.

.LONG TERM /THURSDAY NIGHT THROUGH WEDNESDAY/...
As of 3 AM Wed...

Key Messages:

 - Fair but cooler weather expected this weekend

Fri through Sun...A brief zonal pattern will be in place across the
Eastern Seaboard over this weekend as a positively tilted trough
begins to move across the Plains Fri/Sat. This trough will bring our
next forecast challenge later in the long term as model guidance
continues to remain spread on the eventual evolution of this trough.
However, recent trends suggest this trough will cut off into a
closed low in the Deep South Sat/Sun and near the Southeast early
next week. This is supported by the GFS/ECWMF and AI guidance with
the Canadian being the outlier and more progressive with the trough.
Either way, any impacts from this trough likely wouldn't be felt
until next week given latest guidance. At the surface high pressure
builds over the Mid-Atlantic bringing lighter W'rly winds by Fri
night as well as clear skies this weekend. During the days highs get
into the 60s and with light winds and clear skies expected each
night, went towards the lower end of guidance Fri/Sat night with
lows in the upper 30s to low 40s inland and 40s to 50s along the
OBX.

Mon through mid week next week....All eyes will be on the eventual
evolution of the closed low in the Deep South, latest trends suggest
this upper low gradually pushes across the Southeast Mon night
through Tue, then pushing off the coast by midweek. At the surface
this could promote cyclogenesis in the Southeast either in Georgia
or just off the coast with this low then tracking NE'wards. This low
would bring the potential for more unsettled conditions to the area
Mon night into Tue. However, given uncertainty in exact evolution in
the upper level pattern surface low impacts remain unknown at this
time. For now, its something to keep an eye on. Temps remain about
avg to slightly below avg next week.

.AVIATION /00Z THURSDAY THROUGH MONDAY/...
SHORT TERM /through Thursday/...
As of 7:30 PM Wednesday...A warm front is expected to lift
through the region tonight. This will allow winds to shift to
southeasterly and then southerly, bringing moist, onshore flow.
Increasing low-level moisture will bring continued IFR
potential, with LIFR conditions likely developing overnight.
Guidance also indicates dense fog will develop across the
coastal plain, but if winds aren't able to decouple, this will
preclude fog and lead to more of a low stratus threat. Light
rain will continue for another couple of hours. Some guidance
suggests chances will subside for TAF terminals overnight (with
chances for heavier showers lingering along the OBX). Rain
chances will then increase again late tonight/early tomorrow
morning as a cold front pushes through the area, swinging winds
around to westerly. Low-end chance for brief thunderstorms and
gustier winds along the front. Skies will then rapidly clear
behind this, with scattered low Cu then potentially developing
later in the morning at 3-4 kft.

LONG TERM /Thursday night through Monday/...
As of 315 PM Wed...Mainly VFR conditions forecast through this
weekend. Winds will increase with gusts up around 15 to 25 mph
Thurs night into Fri before winds ease Fri night.

   with winds gradually veering from northeasterly to
   southeasterly to southerly. A passing cold front will then
   bring a shift to westerly winds tomorrow morning

 - Chance for heavier showers and an isolated stronger
   thunderstorm tonight. Stronger storms will have the potential
   to produce waterspouts.

 - Elevated seas linger through much of the weak

As of 230 PM Thursday, observations show winds of 15-25 knots
across area waters with gusts ranging from 20-30 knots. A weak
area of low pressure currently situated southeast of Cape Fear
will shift northward towards the coast today, with a coastal
trough currently extending northeastward from the low swinging
across the OBX this evening. Ahead of these features, high-res
guidance suggests the pressure gradient will briefly tighten,
resulting in an uptick and winds and gusts across most waters.
Given this, have added the Ablemarle Sound, Alligator River, and
Croatan/Roanoke Sounds to the current SCAs.

As the coastal trough pivots inland and the weak low approaches,
expect some variation in wind direction as well, with winds
gradually veering from northeasterly to southeasterly and then
to southerly. As winds become more southeasterly/southerly off
of the Gulf Stream, marginal instability will develop this
afternoon and into the overnight hours. Favorable wind shear
profiles will support at least some potential for a stronger
storm or two that will be capable of producing an isolated
stronger wind gust and waterspouts, especially across the
coastal waters north of Cape Lookout and across the Pamlico
Sound.

Stronger low pressure system will then drag a surface cold front
through ENC tomorrow morning, with the front pushing offshore
by late morning/early afternoon. This will yield an abrupt wind
shift to westerly, with winds of 15-20 knots and gusts to 25
knots remaining possible across the coastal waters. As of now,
SCAs for rivers/sounds will drop later tonight before being
needed again tomorrow night with current guidance suggesting gusts
will remain below SCA criteria for sounds/rivers through the
day tomorrow. SCAs will likely be needed again for sounds/rivers
starting tomorrow night.

Buoy obs currently show waves 8-12 ft at 12-13 seconds across
the coastal waters north of Cape Lookout, with waves 7-9 ft
reported at the Onslow Bay buoy. Waves will be slow to subside,
remaining dangerous through the short term. By tomorrow morning,
they waves should be 6-10 ft north of Cape Lookout and 5-7 ft
south of Cape Lookout.

 - While winds ease this weekend seas along our coastal waters
   remain elevated into Sat promoting SCA's into this weekend.

Winds increase Thurs night into Fri to 20-30 kts once again
bringing SCA conditions to just about all our waters. Winds
finally ease Fri evening to 5-15 kts as high pressure builds
overhead lessening the pressure gradient. However, with seas
remaining above 6 ft along our coastal waters SCA's will remain
here until at least Sat morning.

.TIDES/COASTAL FLOODING...

   evening for Hatteras and Ocracoke Islands

 - Have expired the Coastal Flood Advisory for the Northern
   Outer Banks

While winds continue to ease, dangerous surf will continue to bring
a threat for ocean overwash and minor to moderate coastal flooding
oceanside from Oregon Inlet down to Ocracoke. Coastal Flood Warning
from Oregon Inlet down to Ocracoke Island has been extended until 8
PM Thursday night for the potential for minor to moderate impacts (2-
3 ft of inundation above ground level).

A low pressure system and its associated cold front will push across
the Mid-Atlantic Wednesday night into Thursday. This will cause 15-
25 kt winds to veer from southeasterly to southerly tonight,
becoming westerly on Thursday. Wind speeds are not high enough to
bring much in the way of coastal flooding concerns across the sounds
with the second low pressure system, but we may see some minor
seiching across northern and eastern soundside shores as the wind
shifts directions. However, large waves on the order of 8-12 feet
will likely continue to bring ocean overwash concerns along
vulnerable portions of the OBX. In addition, Hurricane Melissa is
forecast to pass well offshore late this week and we could see large
swells continue to impact the beaches late week and next
weekend.
