  waves of 6 to 10 feet expected in the surf zone. For the Beach 
  Hazards Statement, dangerous rip currents, large breaking waves 
  expected, and strong longshore currents in the surf zone.

* WHERE...Ocracoke Island.

* WHEN...For the Coastal Flood Warning, until 8 PM EDT 
  Wednesday. For the High Surf Advisory, until 2 AM EDT 
  Thursday. For the Beach Hazards Statement, from 7 AM EDT 
  Tuesday through Tuesday evening.

* IMPACTS...Numerous roads may be closed. Low lying property 
  including homes, businesses, and some critical infrastructure 
  will be inundated. Some shoreline erosion will occur. 
  Dangerous swimming and surfing conditions and localized beach 
  erosion. Rip currents can sweep even the best swimmers away 
  from shore into deeper water. Dangerous shore break can throw 
  a swimmer or surfer head first into the bottom causing neck 
  and back injuries. Strong longshore currents will create 
  dangerous swimming conditions.

* ADDITIONAL DETAILS...The most likely time for strong rip 
  currents to occur is a couple hours either side of low tide, 
  which will occur around 6 AM and 730 PM Tuesday.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Take the necessary actions to protect flood-prone property. If
travel is required, do not drive around barricades or through
water of unknown depth.

Inexperienced swimmers should remain out of the water due to
dangerous surf conditions.

Life-threatening rip currents. If caught in a rip current, remain
calm. Swim in a direction following the shoreline. If tired,
float or tread water until out of the rip current. If unable to
escape, face the shore and call or wave for help.

Shore break occurs when waves break directly on the beach. It is
extremely important to protect your head and neck whenever you
are in breaking waves by keeping your hands in front of you at
all times.

Strong longshore currents can sweep swimmers and surfers into rip
currents, piers, jetties and other hazardous areas. In many
cases, the longshore current is strong enough to prevent swimmers

.SYNOPSIS...
A coastal low will form along the Southeastern US coast tonight
into Tuesday, bringing gusty winds, periods of heavy rainfall,
coastal impacts, and hazardous marine conditions to ENC. A
second low pressure system will impact the area mid to late
week.

&&

.NEAR TERM /Through Tonight/...
As of 8 PM Mon...Updated to inc winds a bit, and expand wind
adv to some counties adjacent to Pamlico and Albemarle Sound.
Latest meso model guidance indicating some potential for higher
winds to these areas, and ENS probs cont to indicate potential
for some gusts up to 60 mph for the OBX zones (50-60%) if the
coastal storm deepns closer to the coast on Tuesday. Operational
NAM and ECMWF forecasting pres falls of up to 4-6mb between
12-18Z, when stronger winds should be realized. Because a
strong signal for these higher winds is still not solidified, we
will hold with the wind advisories for the Outer Banks, but
mention the possibility for wind gusts up to 60 MPH for the
Outer Banks. Rest of fcst unchanged with solid stratiform rain
shield having overspread all of ENC and 80-100% pops through the
rest of tonight.

Prev disc...As of 12 PM Monday..

Key Messages:

 - Approaching coastal low will bring increasingly gusty NE
   winds and periods of heavy rainfall (Wind Advisory in effect
   from Duck through Downeast Carteret County from 10 PM tonight
   through 11 PM Tuesday)

 - Minor to moderate oceanside and soundside coastal flooding
   and significant ocean overwash expected (see Coastal Flooding
   section)

A closed upper low will move across the Ohio Valley today while
another upper low will remain somewhat stationary over the
northeastern US. At the surface, high pressure will retreat
north while a coastal low forms off the Florida/Georgia coast
along a stalled front. The pressure gradient will gradually
tighten today as the coastal low deepens and moves northeast off
the southeast coast. Strong wind gusts, coastal flooding (see
Coastal Flooding section below), and heavy rainfall will be the
main concerns with this system.

Northeast winds will increase through tonight as the coastal
low moves closer. Sustained winds of 15 to 25 mph with gusts up
to 25-35 mph are expected for the majority of the CWA. Strongest
winds are expected along the coast where a Wind Advisory
remains in effect from Duck through Downeast Carteret County
from 10 PM tonight to 11 PM Tuesday for northeast winds of
25-35 mph and gusts up to 50 mph.

Latest radar imagery shows shower coverage increasing from south
to north. Current QPF through tonight is generally 0.5-1"
across the coastal plain and 1.5-2" along the Outer Banks and
Crystal Coast with higher totals around 3-4" possible along
Hatteras Island. QPF has trended up, and given higher totals in
several models, there's still room to go higher. While localized
flooding from heavy rain can't be ruled out, the antecedent
drought conditions will help mitigate this threat.

Highs will make it to the mid- to upper-60s today under overcast
skies. Tonight, lows will range from the low-50s across the coastal
plain to around 60 along the OBX.

.SHORT TERM /TUESDAY/...
As of 1 PM Monday..

Key Messages:

 - The coastal low will make its closest approach to ENC,
   bringing increasingly strong NE winds and additional periods
   of heavy rainfall (Wind Advisory in effect from Duck through
   Downeast Carteret County from 10 PM tonight to 11 PM Tuesday)

 - Minor to moderate oceanside and soundside coastal flooding
   and significant ocean overwash expected (see Coastal Flooding
   section)

Conditions reach their worst tomorrow as the coastal low makes its
closest pass to the NC coast. Periods of heavy rain are expected to
continue and northeast winds will continue to increase through the
day as the gradient becomes more pinched.

A Wind Advisory from Duck through Downeast Carteret County will
remain in effect until 11 PM for northeast winds of 25-35 mph
and gusts up to 50 mph. While a few gusts could reach the High
Wind Warning threshold (58+ mph), confidence in the frequency
and coverage of these gusts is too low to warrant a headline
upgrade at this time. For planning purposes, however, it should
be taken into account that this remains possible, especially if
the low trends deeper.

Periods of heavy rain will continue tomorrow with the OBX and
Crystal Coast expected to receive the majority of the precip.
Tomorrow's QPF is 0.5-1" across the majority of the area and
2-4" along the OBX. This will bring the storm total QPF (today
through tomorrow) to 1-1.5" across the coastal plain, 1.5-3"
along the coast, and 3-6" near Ocracoke and Hatteras Islands.

It should also be noted that some guidance is painting a bullseye of
higher QPF along the OBX. HREF LPMM shows totals >7" by tomorrow
night. Hatteras and Ocracoke Islands are expected to see the
worst of the coastal flooding, and flooding issues could be
exacerbated by this heavy rainfall.

While the severe threat isn't overly impressive, the threat is still
non-zero. MUCAPE will be 500-1000 J/kg generally east of HWY 17
(highest along the coast and over the water), which may be enough
instability to sustain a few rumbles of thunder and stronger
updrafts, but confidence is higher in this producing pockets of
heavier rainfall rather than strong thunderstorms.

.LONG TERM /TUESDAY NIGHT THROUGH MONDAY/...

 - A low pressure system will pass off the coast late Tuesday
   bringing cont periods of rain, gusty winds and coastal
   flooding impacts across ENC.

 - Another low pressure system is forecast push across ENC
   Wednesday into Thursday bringing period of rain and gusty
   winds and coastal flooding impacts

A complex and amplified upper level pattern will be in place across
the CONUS this week with a series of low pressure systems tracking
across the region.

Upper low will continue to translate north and east off the Mid-
Atlantic coast on Tue underneath a Rex Block. As this occurs
deepening surface low just off the Southeast Coast will track
NE'wards as well. Latest overnight guidance has actually trended a
touch stronger than the previous days and as a result the pressure
gradient is slightly tighter between this deepening low and high
pressure ridging wedging itself in from the north. This is forecast
to bring strong NE winds to the area on Tue and persisting into
Tuesday night. Current forecast brings wind gusts around 40-50 mph
along the coast and sound adjacent counties and 25-35 mph across
inland locations. A Wind Advisory remains in effect Monday night
through Tuesday for the OBX and Downeast Carteret County. With the
stronger winds we are inching closer to High Wind Warning Criteria
and that is certainly not out of the question but for now kept wind
advisories up. The strong NE winds will also bring Coastal Flooding
concerns along the OBX and southern Pamlico Sound/Neuse River areas.
See TIDES/COASTAL FLOODING section below for more details.
Widespread rainfall expected Tuesday morning with precip gradually
tapering off on Tuesday evening as upper level support wanes.
Current forecast bring around 3/4" across inland areas and 1-2"
locally higher amounts along the coast. Given the antecedant
dry/drought conditions across the region, the flooding concerns from
this system remains low at this time.

High pressure remains wedged in across the area Tue night and Wed
out ahead of a deepening cyclone in the Plains. Guidance has
indicated we will likely see weak low pressure development off the
SE coast once again Tue night into Wed. Regardless the gradient
should relax some compared to Tue allowing for the NE winds to
gradually diminish and bring a relative lull in precip. Although
abundant low level moisture will be in place to bring mainly cloudy
skies and occasional light rain/drizzle across the region.

A strong northern stream shortwave digs into the central CONUS on
Wednesday and develops into a cut-off low across the Tenn River
Valley into Thursday before lifting to the Northeast on Friday.
Current guidance showing the sfc low reflection lifting into the Mid-
Atlantic with an attendant warm front lifting across ENC early
Thursday quickly followed by a strong cold front By Thursday
afternoon pushing across the area. This system will bring another
round of moderate to locally heavy showers across the area.
Dynamics with this system is expected to be strong but instability
appears quite limited with ENC expected to have only a short
residence time in the warm sector before the cold front pushes
through. Coastal flooding concerns may continue along vulnerable OBX
beaches as large waves continue offshore but winds are not expected
to be as strong as associated with the low earlier in the week,
leading to a lesser threat of coastal flooding along the sounds.

Upper flow becomes zonal Friday into Saturday with westerly
downsloping flow and sfc high pressure building in from the west
bringing cool and dry conditions. Next upper level trough does dive
down across the Plains Fri night and pushing across the Deep South
and Mid-Atalntic  Saturday into Sunday. At the surface low pressure
once again looks to develop off the SE coast and push NE'wards.
While exact impacts are still a bit to far out to mention, unsettled
weather once again becomes possible Sunday evening into Monday.

As of 7 PM Monday...Broken to overcast clouds will lower to
MVFR levels this evening, then to IFR late tonight, after around
04Z. Periods of light to mod stratiform rain will cont as ENC is
on the cool side of developing coastal storm. NE winds will be
increasing with gusts aoa 20 kt tonight, and up to around 25 kt
through the day Tue. IFR cond will cont through the day Tue as
saturated low levels will be in place, with periods of 4-5 mile
vsbys. Rain will become more sct in nature on Tue.

LONG TERM /Tuesday through Friday/...

late Thursday into Friday behind the cold front with westerly
flow developing.

A coastal low will move up the southeast coast, bringing increasingly
gusty NE winds and building seas. Gale Warnings are in effect
for all waters with some storm force gusts possible, especially
across the northern waters and Pamlico Sound. By early tomorrow
morning, seas will build to 10-12 ft north of Cape Hatteras,
10-13 ft off of Cape Hatteras, and 8-10 ft to the south.

LONG TERM /Tuesday through Friday/...
As of 305 PM Monday...

Key Messages:

 - Poor boating conditions expected through the long term as a series
   of low pressure systems impact the region.

 - Gale Warnings effect through Wed morning

Gale warnings in effect through late Tue night and Wed morning,
with widespread NE winds at 25-35 kts with gusts up to 40-45
kts. Seas will be around 10-15 ft north of Cape Lookout with
lower seas closer to 5-10 ft noted across the waters south of
Cape Lookout in Onslow Bay. While not completely out of the
question but unlikely, there is a low end chance at storm force
gusts, mainly along the coastal waters between Cape Lookout and
Oregon Inlet and the far eastern Pamlico Sound. This would be
highly dependent on the strength of the deepening low on Tuesday
and how tight the pressure gradient gets. Regardless chances
for seeing these stronger winds are currently closer to 20-30%
so expecting more along the lines of strong gales across these
waters for now. NE winds slowly diminish to around 15-25 kt
Wednesday with seas subsiding to 6-10 ft (3-6 ft nearshore
Onslow Bay). Another low pressure system will lift across the
Mid-Atlantic Wednesday night and Thursday with winds around 20-
30 kt veering to SE to S Wednesday night as a warm front lifts
across the waters, then becomes SW to W on Thursday behind a
cold front. Seas generally remain around 6-10 ft Wed into Thurs.
As front leaves the area and high pressure builds in from the
west in Fri, winds decrease further down to 10-20 kts with gusts
up to 20-25 kts while seas lower down to 4-8 ft.

.TIDES/COASTAL FLOODING...
As of 305 PM Mon...A series of low pressure systems will impact
the region this week bringing coastal flooding concerns across
portions of the area.

Strengthening low pressure will pass across the offshore waters
tonight and tomorrow with high pressure building into the
region from the north. Resultant tight pressure gradient will
bring NE winds around 30-35 kt with higher gusts across the
waters which will result in minor to locally moderate coastal
flooding concerns across the southern Pamlico Sound, Core Sound,
Neuse/Bay Rivers and Pamlico/Pungo Rivers. There is a chance
that winds could be stronger than currently forecast, which
would have an impact on the higher end potential of any coastal
flooding concerns, especially across the Neuse River and
southern Pamlico Sound. Current thinking is that water level
rises will be on the order of 1-2 ft above ground as the
astronomical tides are at a relative minimum this week, though
locally higher amounts up to 3 ft are possible. Of greater
concern are the vulnerable locations along Hatteras and Ocracoke
Islands where large waves will impact the beaches and result in
another round of ocean overwash along Highway 12. A Coastal
Flood Advisory is in effect for the Northern Outer Banks and
areas surrounding the inland rivers and southern Pamlico Sound
for the potential of 1-2 ft of inundation. A Coastal Flood
Warning is in effect for Hatteras and Ocracoke Islands for the
potential of moderate to locally significant impacts (2-3 ft
above ground level).

Conditions gradually improve Wednesday as NE winds relax,
however large waves will continue to impact the beaches and may
continue to see ocean overwash around times of high tide.
Another low pressure system is progged to push across the Mid-
Atlantic Wednesday night into Thursday. At this time most
guidance tracks the low across or inland of ENC. This will cause
20-30 kt winds to veer from southeasterly to southerly
Wednesday night and southwesterly through Thursday. Winds speeds
are not high enough to bring much in the way of coastal
flooding concerns across the sounds with the second low pressure
system but we may see some minor seiching across northern as
eastern shores as the wind shifts directions. However, large
waves on the order of 8-12 feet will likely continue to bring
ocean overwash concerns along vulnerable portions of the OBX. In
addition, Hurricane Melissa is forecast to pass well offshore
late this week and we could see large swells continue to impact
the beaches late week and next weekend.
