  currents in the surf zone. For the Coastal Flood Warning, 2 to 3
  ft of inundation above ground level expected in low-lying areas
  near shorelines and tidal waterways. For the High Surf Advisory,
  large breaking waves of 6 to 10 feet expected in the surf zone.

* WHERE...Ocracoke Island.

* WHEN...For the Beach Hazards Statement, from 8 AM EDT this 
  morning through this evening. For the Coastal Flood Warning, 
  from 10 PM this evening to 8 PM EDT Wednesday. For the High 
  Surf Advisory, from 10 PM this evening to 2 AM EDT Thursday.

* IMPACTS...Numerous roads may be closed. Low lying property 
  including homes, businesses, and some critical infrastructure 
  will be inundated. Some shoreline erosion will occur. Dangerous 
  swimming and surfing conditions and localized beach erosion. 
  Strong longshore currents will create dangerous swimming 
  conditions.

* ADDITIONAL DETAILS...Gale force NE'rly winds and powerful long
  period swell will begin to impact Ocracoke later tonight. As
  this occurs, wave runup and ocean overwash are forecast to
  develop, especially across the more vulnerable areas of Hwy 12
  near Pony Pens where weakened dune structures are noted. Given
  the gale force NE'rly winds some minor soundside coastal
  flooding (up to 1-2 ft) may also occur starting with the Tue 
  afternoon high tide cycle as well. 
 
PRECAUTIONARY/PREPAREDNESS ACTIONS...

Take the necessary actions to protect flood-prone property. If
travel is required, do not drive around barricades or through
water of unknown depth.

Inexperienced swimmers should remain out of the water due to
dangerous surf conditions.

Strong longshore currents can sweep swimmers and surfers into rip
currents, piers, jetties and other hazardous areas. In many
cases, the longshore current is strong enough to prevent swimmers
from being able to keep their feet on the bottom making it
difficult to return to shore.

.SYNOPSIS...
A coastal low will form along the Southeastern US coastline Monday
into Tuesday, bringing gusty winds, periods of heavy rainfall,
coastal impacts, and hazardous marine conditions to ENC. A second
low pressure system will impact the area mid to late week.

&&

.NEAR TERM /Through Tonight/...
As of 630 PM Sun...UPdates for tonight are mainly to pop/wx.
Area of isentropic lift is slated to sweep across the region
overnight per mid level warm front lifting through. This is
evident on model x-sections, and appears to be verifying
currently for points west looking at KGSP and KFCX radar
imagery. It will be a higher pop/low qpf, with amounts generally
less than 0.05", and esp concentrated acrs the northern
portions of the FA. Have a 30-50% pop in fcst after midnight for
nrn zones, with 20% further south (south of hwy 70). This
stratiform rain area should be over by around sunrise, with next
batch of vort advection still forecast to bring inc rain
chances later in the afternoon after a break in the morning.

Prev disc... As of 2 PM Sunday...While high pressure continues
to wedge into the mid-Atlantic from the north, the high pressure
center has begun retreating northward as mid-level riding has
started to build in the Hudson Bay vicinity. Meanwhile, latest
water vapor satellite imagery depicts a mid- level cutoff low
centered in northeastern Oklahoma as of early Sunday afternoon.
This feature will continue to drift slowly eastward across the
southern Mississippi River Valley tonight. At the surface, the
accompanying low pressure center (currently analyzed in
southeastern Arkansas) will shift eastward along the Gulf Coast
with a developing warm front beginning to make its way northward
across Florida. As low pressure shifts closer, pressure
gradient will begin to tighten across ENC, with winds beginning
to creep upward through the overnight hours tonight. Along with
mid- and high clouds, this will prevent temperatures from
significantly dropping tonight and hold lows in the low 50s
inland (upper 50s along the coast), with some sheltered spots
briefly dipping into the upper 40s. Lingering ridging aloft will
continue to hold off rain chances through the overnight hours.

.SHORT TERM /MONDAY/...
As of 2 PM Sunday...Mid-level riding continues to weaken
tomorrow as cutoff low shifts farther eastward. While DPVA is
not notably strong with this feature, models depict the
development of a 120+ kt jet streak downstream of the trough
with a broad area of diffluent flow overlapping the baroclinic
zone associated with the warm front extending eastward off the
coast of Florida/Georgia. This will offer ample support for the
development of a coastal low that will gradually deepen while
shifting northeastward along the Gulf Stream. Pressure gradient
will tighten further as low shifts closer, with northeasterly
winds increasing to 10-20 mph over land (25-35 mph OBX and
marine areas) by Monday afternoon. Upper-level divergence and
warm air advection downstream of the low will also yield
increasing rain chances starting late morning, with chances
building through the late evening/overnight hours (chances
greatest along the southern/southeastern coastline). Overcast
skies will hold high temperatures in the mid-60s.

.LONG TERM /MONDAY NIGHT THROUGH SUNDAY/...
As of 215 PM Sun...

Key Messages:

 - A low pressure system will pass off the coast Monday night into
   Tuesday bringing periods of rain, gusty winds and coastal
   flooding impacts across ENC.

 - Another low pressure system is forecast push across ENC
   Wednesday into Thursday bringing period of rain but
   uncertainty remains regarding extent of additional impacts at
   this time.

A complex and amplified upper level pattern will be in place
across the CONUS this week with a series of low pressure systems
tracking across the region.

The first system will impact the region Monday night through
Tuesday as an upper low beneath a Rex block traverses across the
Southeast on Monday. As this waves approaches the coast, a sfc
low will develop off the GA/SC coast and then push NE across the
offshore waters Monday night into Tuesday. Tight pressure
gradients between high pressure ridging in from the north and
deepening low offshore will bring strong NE winds reaching Gale
Force by Late Monday and continuing through much of Tuesday
night. Current forecasts bring wind gusts around 40-50 mph along
the coast and sound adjacent counties and 25-35 mph across
inland locations. A Wind Advisory has been issued Monday night
through Tuesday for the OBX and Downeast Carteret County. The
strong NE winds will also bring Coastal Flooding concerns along
the OBX and southern Pamlico Sound/Neuse River areas. See
TIDES/COASTAL FLOODING section below for more details. Widespread
rainfall expected Monday night. Precip grad tapers off on
Tuesday as upper level support wanes, however, plenty of
moisture will remain in the mid/lower levels to bring periods of
light rain through the day. Models are offering a wide range of
QPF with this system so confidence in rainfall amounts is low.
Current forecast bring around 3/4" across inland areas and
1-1.5" along the coast but some guidance brings greater amounts.
Given the antecedant dry/drought conditions across the region,
the flooding concerns from this system remains low at this time.

High pressure ridges in Tuesday night and Wednesday bringing
gradually diminishing NE winds and a relative lull in precip,
although abundant low level moisture will be in place to bring
mainly cloudy skies and occasional light rain/drizzle across the
region.

A strong northern stream shortwave digs into the central CONUS
on Wednesday and develops into a cut-off low across the Tenn
River Valley into Thursday before lifting to the Northeast on
Friday. Current guidance showing the sfc low reflection lifting
into the Mid-Atlantic with an attendant warm front lifting
across ENC early Thursday quickly followed by a strong cold
front pushing across the area. This system will bring another
round of moderate to locally heavy showers across the area.
Dynamics with this system is expected to be strong but
instability appears quite limited with ENC expected to have only
a short residence time in the warm sector before the cold front
pushes through. Coastal flooding concerns may continue along
vulnerable OBX beaches as large waves continue offshore but
winds are not expected to be as strong as associated with the
low earlier in the week, leading to a lesser threat of coastal
flooding along the sounds.

Upper flow becomes zonal Friday into Saturday with westerly
downsloping flow and sfc high pressure building in from the west
bringing cool and dry conditions.

.AVIATION /00Z MONDAY THROUGH FRIDAY/...
SHORT TERM /through Monday/...
As of 630 PM Sunday...VFR conditions expected to persist
through the TAF period. High pressure has begun to retreat
northward, with the development of a coastal low expected along
the Southeastern US coastline over the coming day. Starting
later tonight, pressure gradient will gradually tighten, keeping
winds moderately elevated (5-10 kts) through tomorrow, with
high clouds streaming in from the west. Ceilings will gradually
lower tonight as low pressure develops and begins to shift
closer. Current expectation is for ceilings to remain above 3kft
and rain chances to largely hold off until after 18Z Monday.
Conditions are likely to degrade to sub-VFR conditions later
tomorrow after the end of the current TAF period, however, as
low pressure shifts closer, ceilings lower, and rain chances
increase.

LONG TERM /Monday night through Friday/...
As of 215 PM Sunday...

SHORT TERM /through Tonight/...

Key Messages:

 - Boating conditions begin to deteriorate tonight ahead of a
developing coastal low

 - Hazardous marine conditions expected to linger through much of
the coming week, with the potential for a second coastal low to
develop mid-to-late week

High pressure continues to retreat to the north tonight as low
pressure shifts eastward along the Gulf Coast. A coastal low is
expected to develop along a frontal boundary extending eastward off
the coast of Florida/Georgia on tonight into Monday. Pressure
gradient will begin to tighten late tonight as this low deepens and
begins to move northeastward along the Gulf Stream, with
northeasterly winds increasing from 10-20 kts this afternoon to 15-
25 kts (gusts to 30 kts) overnight and 20-30 kts (gusts to 30-35
kts) tomorrow. With increasing northeasterly winds, waves will build
to 4-7 ft tonight (highest near the Gulf Stream), becoming 5-8 ft
Monday.

Small Craft Advisory conditions begin late tonight, but current Gale
Watch in effect precludes issuance of Small Craft Advisories. Expect
to need Gale Warnings for most waters starting late Monday or Monday
night.

LONG TERM /Monday night through Friday/...
As of 215 PM Sunday...

Key Messages:

 - Poor boating conditions expected through the long term as a
   series of low pressure systems impact the region.

 - A Gale Watch have been upgraded to Gale Warnings Monday
   evening through Tuesday night.

Low pressure will develop off the Southeast coast on Monday and
push NE across the offshore waters Monday night and Tuesday.
Tightening pressure gradients between the low and high pressure
ridging in from the north will bring strong NE winds, increasing
to Gale Force for much of the waters by late Monday and
continuing through late Tuesday night. Seas build to 10-15 ft
across much of the waters except nearshore Onslow Bay where seas
will be around 5-10 ft. NE winds slowly diminish to around
15-25 kt Tuesday night and Wednesday with seas subsiding to 6-10
ft (3-6 ft nearshore Onslow Bay). Another low pressure system
will lift across the Mid-Atlantic Wednesday night and Thursday
with winds around 20-30 kt veering to SE to S Wednesday night as
a warm front lifts across the waters, then becomes SW to W on
Thursday behind a cold front. Seas build some Wednesday night
and Thursday to around 6-12 ft.

.TIDES/COASTAL FLOODING...
As of 215 PM Sun...A series of low pressure systems will impact
the region this week bringing coastal flooding concerns across
portions of the area.

Strengthening low pressure will pass across the offshore waters
Monday into Tuesday with high pressure building into the region
from the north. Resultant tight pressure gradients will bring NE
winds around 30-35 kt across the waters which will result in
minor coastal flooding concerns across the southern Pamlico
Sound, Core Sound, Neuse/Bay Rivers and Pamlico/Pungo Rvrs.
Current thinking is that waters level rises will be on the order
of 1-2 ft above ground as the astronomical tides are at a
relative minimum this week. Of greater concern is vulnerable
locations along Hatteras and Ocracoke Islands where large waves
will impact the beaches and may result in another round of ocean
overwash and possible impacts along highway 12. Have issued CF
Advisories for the Northern Outer Banks and the soundside
counties, and CF Watch (2-3 ft agl inundation) for Hatteras and
Ocracoke Islands with potential for more moderate to locally
significant impacts.

Conditions gradually improve Tuesday night and Wednesday as NE
winds relax, however large waves will continue to impact the
beaches and may continue to see ocean overwash around times of
high tide. Another low pressure system is progged to push across
the Mid-Atlantic Wednesday night into Thursday. At this time
most guidance tracks the low across or inland of ENC. This will
bring veering winds Wednesday night to southeast to southerly
around 20-30 kt followed by southwesterly to westerly late
Thursday and Thursday night. Winds speeds are not high enough to
bring much in the way of coastal flooding concerns across the
sounds with the second low pressure system but may see some
minor seiching across northern as eastern shores as the wind
shifts direction. However, large waves on the order of 8-11 feet
will likely continue to bring ocean overwash concerns along
vulnerable portions of the OBX. In addition, Hurricane Melissa
is forecast to pass well offshore late this week and we could
see large swells continue to impact the beaches late week and
next weekend.
