.KEY MESSAGES...

- Very strong spring storm brings multiple hazards and impactful
  weather to the area later today into Saturday evening. Strong
  to severe storm are possible. High winds, snow and a brief
  period of mixed precipitation are expected.

- Greatest risk for severe storms remains between 4 pm to 10 pm
  today east of I-29. Damaging wind gusts up to to 70 mph will
  be the primary hazard with large hail up to the size of a
  quarter being the secondary hazard.

- High Wind Warning has been issued for the areas previously
  under a High Wind Watch west of I-29 where gusts to 60 mph are
  expected. High Wind Warning is in effect from 10 pm tonight
  through 1 pm Saturday.

- A Winter Storm Watch for blizzard conditions remains in effect
  for central and east central South Dakota, parts of southwest
  Minnesota, and far northwest Iowa from 1 am through 7 pm

better chances east of I-29 and south of I-90. Isolated storms
will be possible from about 4-6 pm in and near this area with

storms will shift northeast and may clip parts of northwest IA.
Wind gusts to 70 mph will be the main threat but an isolated
tornado cannot be ruled out.

As for the snow potential tonight, still challenges with
snowfall rates of 1-2 inches per hour coupled with changeover
timing. The first thing of note with the incoming model data is
a shift east with the heavier snow potential, likely north of
I-90 and near and east of I-29. This area will see the highest
potential for whiteout conditions. Locations surrounding this
area will still see a period of snow and very strong winds, but
with lesser snow amounts the potential whiteout conditions will
be more sporadic.

For the upcoming system today through Saturday night, this
discussion is broken down into a few parts. First, I will cover a
summary of the system's evolution. Below that are detailed
paragraphs (numbered) regarding the following categories: Fire
Danger, Severe Storms, Wind, Winter Weather, and Headline Updates.

Summary: A very mild start to the day with temperatures still in the
40s and 50s at the time of the discussion. Our main focus is on the
surface low pressure across western NE moving to the northeast
through the morning hours. Another surface low pressure is noted
near the western ND/SD border. Aloft, mid level low ejects from the
southern Plains through the morning and early afternoon, deepening
as it moves northeast into eastern NE/KS by mid afternoon as upper
level low deepens as well. Elevated front provides the catalyst for
storms, some strong to severe, this afternoon and evening,
especially east of I-29. This stacked low pressure moves off to the
north and east, with much colder air (CAA) wrapping around the back
side of the low tonight and filtering in behind the low Saturday.
Winds today will be breezy, but expect the strongest winds tonight
and Saturday as the low deepens (compressing the SPG) and we mix
into much stronger winds aloft. As colder air filters in, rain will
switch to snow with a brief period of wintry mix. Forcing strengthens
tonight, leading to a band of heavier snowfall (most likely north
and west of Sioux Falls). Strong winds and snow (falling and
blowing) will lead to travel concerns and near blizzard to blizzard
conditions. Snow tapers off as the low moves to the east Saturday
evening, and wind diminishes as well.

Highs in the 70s may approach or break records today for Huron,
Sioux Falls, and Sioux City. Depending on how quickly temperatures
fall tonight, we could approach record warm lows for today (3/14).
Much colder air on the way for Saturday/night.

1. Fire Danger: With well above average temperatures in the mid 60s
to 70s and breezy winds during the day 15-25 mph and gusts to 35 mph
or higher, elevated fire concerns continue today. RH values over
critical values may limit potential. More information in the Fire
Weather section of this discussion. Any fire which starts may spread
quickly today.

2. Severe Storms: Severe weather threat has continued to shift to
the west this morning, with areas east of I-29 still at the greatest
risk for these stronger storms. Storms are likely to be elevated and
develop near the elevated front, lifting north through our area
between 4 and 10 PM. Increasing dew points with southerly flow will
allow MUCAPE near 1000 J/kg (or more); however, if moisture return
is less efficient than expected, instability may be diminished.
Downdraft CAPE over 700 J/kg as well as the inverted v soundings and
linear nature of the storms support strong winds as the main threat.
Although 0-6 km shear is lacking somewhat (generally 30 knots or
less), steep mid level lapse rates over 8 deg C/km are supportive of
large hail. Therefore, the greatest threats with any strong to
severe storm are strong winds to 70 mph and quarter sized hail. If a
storm can become surface based, a tornado or two cannot be ruled out
with a 100 J/kg or so (average) of 0-1 km CAPE (although this
appears unlikely). Review your severe weather plans now and prepare
to take action.

3. Wind: Breezy today, but expect winds to really ramp up tonight as
the surface low deepens and the SPG tightens. Winds today start off
the day southerly, shifting to northerly from west to east as the
cold front moves through the area this evening through Saturday
morning. Winds may briefly weaken near the front, but expect a quick
increase behind the front as the SPG compression is coupled with
strong CAA. Northwesterly winds Friday night through Saturday
afternoon will be sustained 25-40 mph with gusts 45-60 mph.
Strongest winds are currently expected west of I-29 and along the
higher elevations near the Buffalo Ridge. Winds taper down through
the evening Saturday into Saturday night as the low moves away and
CAA weakens.

4. Winter Weather: Rain changes to snow tonight into early Saturday
as cold air filters in from west to east. Still some questions on
just how fast and clean this transition will be, but currently
expect a switch to begin west of the James River Valley by 2 AM
Saturday, I-29 corridor by 4-5 AM, and IA/MN Hwy 60 by 6-7 AM. This
is a very rough estimate of the timing, and there may be a couple
hours of mixed precipitation during this switch. This includes the
potential for freezing rain and sleet, with the warmer air aloft
staying in place after the surface cools below freezing. Light ice
accumulations (a glaze to a couple of hundredths) is possible. As
for snow amounts, guidance this morning has come in to more
alignment with the TROWAL, tightening frontogenesis, and lift
(including some weak instability) along and west of I-29 overnight
tonight into mid Saturday morning, peaking just before daybreak to
mid morning. Given this alignment, probability of 1" per hour
snowfall rates along/west of I-29 by daybreak Saturday have
increased to 60% or higher, with 2" per hour rates possible (30%+).
All of this has also lead to an increase in snow amounts for this
area, with amounts now in the 2-4 inch range - higher amounts
expected in a narrow band. QPF has also increased, leading to
broader increases in amounts area wide. However, if the change over
is slower, amounts will be lower than the current expectation
(higher is the switch is faster).

Some concern with how blowable the snow might be, especially after
it falls, with SLRs around 10-13:1. However, winds gusting 45-60 mph
may overcome this easily despite temperatures in the upper 20s and
lower 30s. Regardless, expect significantly reduced visibility in
falling snow - with near blizzard to blizzard conditions possible.

5. Headline Updates: Confidence has increased in the high wind
potential for areas west of I-29, especially for south central SD
where wind gusts of 60 mph are possible. Therefore, have upgraded
the High Wind Watch for Saturday to a High Wind Warning. Anticipate
additional wind headlines (either Wind Advisory or High Wind
Warnings) further to the east for Saturday with the area of greatest
concern being the Buffalo Ridge. However, given the other factors
(winter headlines, confidence in which headline will be needed) have
held off for now. For the Winter Storm Watch, in collaboration with
neighbors, decided to hold for one more forecast cycle to provide
more confidence in how to resolve this watch and for what areas.
That said, given the trends in snowfall totals, did locally add Lyon
county, IA to the later segment of the Winter Storm Watch.
Regardless, travel will be hazardous (at minimum) through the
overnight hours and through the day on Saturday. Continue to watch
the forecast and prepare to alter, delay, or cancel travel.

With the focus on the short term, no changes were made to the
extended (Sunday through mid next week) at this time. Trailing upper
trough behind the low which impacts us through Saturday night moves
east Sunday, with ridging building across the western CONUS. Ridge
moves east and breaks down into more zonal flow during the early
part of the week, leading to a return of above normal temperatures.
The aforementioned trough brings a return of rain and snow chances
mid next week along with breezy winds. Confidence remains low in the
details. Near to above normal temperatures and periodic breezy
conditions prevail through mid next week.

.AVIATION /18Z TAFS THROUGH 18Z SATURDAY/...

VFR through mid to late afternoon. Isolated to scattered
thunderstorms will become possible, especially near and east of
I-29 and near and south of I-90 late this afternoon. These
storms could contain hail and very strong wind gusts. After
about 6 pm a stronger line of storms will be possible over
mainly northwest IA with wind gusts to 70 mph and isolated
tornadoes possible. Near I-29 into parts of southwest MN
isolated thunderstorms and moderate to heavy rain will be
possible this evening into the overnight. Between 3-7 am rain
will begin to changeover to snow from west to east with heavy
snow potential late tonight into Saturday morning, especially
around and within southwest MN. Once the more widespread rain
and especially snow develops IFR and LIFR conditions will become
more likely, especially east of the James River.

Northwest winds will increase overnight with gusts of 40-60 mph
through the end of the TAF period.

High to Very High fire danger again today with highs in the mid 60s
(south central SD) to 70s elsewhere. Winds remain breezy during the
day around 15-25 mph and gusts to 35 mph or higher. Generally expect
southerly winds to the east of the James River, with an earlier in
the day shift to northerly for south central SD. Potential limiting
factor will be minimum RH values between 25 and 35% - with the
lowest RH offset in location from the strongest winds.

Rain and snow return to the region tonight through Saturday, which
along with cooler temperatures, should limit fire concerns into the
early part of next week.

This Hazardous Weather Outlook is for northwest Iowa, west central
Iowa, southwest Minnesota, northeast Nebraska, central South
Dakota, east central South Dakota, south central South Dakota and
southeast South Dakota.

.DAY ONE...Today and tonight.

Warm and dry air along with gusty south winds will result in
elevated fire weather conditions Friday. Use extreme caution if
burning.

A large and complex storm system impacts the region later today
through Saturday. This system brings multiple risks to the area,
beginning with scattered thunderstorms late this afternoon into the
evening. A few strong to severe storm damaging wind gusts to 70 mph
and large hail to quarter size are possible from the Interstate 29
corridor and eastward, with the greater threat in portions of
northwest Iowa and southwest Minnesota.

Winds increase tonight west of I-29. Rain transitions to snow west of
I-29 through the overnight hours, with a period of mixed
precipitation.

.DAYS TWO THROUGH SEVEN...Saturday through Thursday.

Transition to snow continues east along and east of I-29 after
daybreak Saturday, with a brief period of mixed precipitation. Strong
northwesterly winds will continue to gust between 45 and 60 mph,
tapering down in the evening hours. Snow diminishes from west to east
Saturday. Light snowfall accumulations are expected, although heavier
totals of four inches or more are expected in a narrow band. Light
ice accumulations are also expected.

Travel Saturday will be hazardous due to snow and strong winds.
Prepare to alter or cancel travel plans and check road conditions via
5-1-1 ahead of time.
