Warning for wind and low relative humidity, which is in effect
from 11 AM to 10 PM CDT Sunday. A Fire Weather Watch has also
been issued. This Fire Weather Watch for wind and low relative
humidity is in effect from Monday afternoon through Monday
evening. The Red Flag Warning for today has been allowed to expire
as winds have diminished and relative humidity values have risen
above 30%.

* AFFECTED AREA...In Minnesota, West Polk, Kittson, Roseau, Lake 
  Of The Woods, West Marshall, East Marshall, North Beltrami, 
  Pennington, Red Lake, East Polk and North Clearwater. In North 
  Dakota, Towner, Cavalier, Pembina, Benson, Ramsey, Eastern 
  Walsh, Eddy, Nelson, Grand Forks and Western Walsh.

* WINDS...South 20 to 30 mph with gusts up to 40 mph.

Winds have yet to really pick up in northwest Minnesota still
leaving conditions more in the near critical category than
critical though regardless conditions still remain capable to
spreading any fires that do start quickly. Across the river in
North Dakota is a different with RH locally below 20 but widely
20-30 percent with winds 15-25mph and gusts up to 35 mph which
would quickly spread fires should any start.

Forecast remains well on track with RH already widely 20-30
percent across northeast North Dakota this morning where a red
flag warning goes into effect at 11am. Winds currently 20-25 mph
west of the Red River Valley with 15-20 mph in the north RRV.
Will leave the RFW alone for now even though critical conditions
may locally already be meeting criteria.

Weak upper level wave is moving across Canada this morning with
reflectivity showing up on radar across eastern ND. Surface
observations indicate a majority of the precip is not reaching
the surface as the lower levels remain dry. However, there is a
slight chance for a few sprinkles or quick shower this morning
in eastern ND and portions of NW MN. Otherwise, skies are mostly
sunny across the area with temperatures in the 40s.

...Synopsis...

A strong amplified ridge continues to impact our weather through the
weekend and into the early part of next week bringing unseasonably
warm temperatures and dry conditions. Temperatures warm into the 70s
for today, with the lower 80s in the Red River Valley and Devils
Lake Basin. A weak shortwave shifts along the Canadian border, and
with there being enough steepening mid level lapse rates along with
weak forcing a few sprinkles can't be ruled out this afternoon. Near
critical to critical fire weather conditions are expected today as
RH values drop into the upper teens to lower 20s along with
strengthening southerly winds. Critical fire weather conditions are
expected on Sunday, with temperatures in the 90s, strong winds, and
low RH values in the teens. Further fire weather conditions are
looking likely into early next week as the amplified ridge
shifts eastward and we transition to more southwesterly flow by
mid week. As we transition to southwesterly flow precipitation
chances start to increase with a system moving through mid to
late week bringing chances for showers and storms and cooler
temperatures.

...Near critical to critical fire weather conditions...

The ridge continues to build and amplify keeping conditions dry and
warm across the region. Highs today will range from the upper 70s in
lakes country to the lower 80s near the Devils Lake Basin. Winds
will increase out of the south, with gusts up to 35 mph possible. RH
values drop into the lower 20s, with a few locations seeing the
upper teens during the afternoon hours. Areas with the strongest
winds and lowest RH values are within the Devils Lake Basin through
northwestern Minnesota. Areas in southeastern North Dakota and west
central Minnesota see slightly higher RH values and not as strong of
winds today. Thus, the Fire Weather Watch for Devils Lake Basin
through the northern Red River Valley into northwestern Minnesota
was upgraded to a Red Flag Warning for today. This is where we are
likely to see critical fire weather conditions today. Areas in
southeastern North Dakota and west central Minnesota see near
critical fire weather conditions. There is a chance (30 percent)
that RH values drop further in southeastern North Dakota and west
central Minnesota and winds become stronger out of the south.
This would increase the fire weather concerns and bring critical
fire weather conditions.

Sunday, we expect well above normal temperatures with some areas
potentially breaking records. A majority of the area sees highs in
the lower 90s, with strong southerly winds of 30-35 mph and gusts
nearing 45mph. RH values drop further into the upper teens to lower
20s across the region bringing critical fire weather conditions for
all of eastern North Dakota, northwestern Minnesota, and west
central Minnesota. Thus, we continued the fire weather watch for the
entire forecast area for Sunday due to the critical fire weather
conditions. Sunday night temperatures remain warm as lows only
drop down into the 60s with dew points in the 40s. This doesn't
help with the recovery time of RH values in the overnight. We
could see a situation where critical/near critical fire weather
conditions continue into the late overnight period, with RH
values only improving into the 30s by sunrise and crashing back
into the 20s Monday mid morning.

As we progress into Monday, temperatures remain unseasonably warm
across the area with highs in the 90s once again. RH values drop to
the 20s with winds remaining strong out of the south. This increases
the chances for continued near critical to critical fire weather
conditions Monday and potentially into Tuesday as well. Flow
turns southwesterly mid week helping to increase our chances for
precipitation across the northern plains. A system moves out of
the southwesterly flow Wednesday into Thursday bringing chances
for showers and storms to the area and cooling temperature
down.

VFR skies prevail through the period with some sct to bkn clouds
at 10kft this afternoon moving southeast. Winds remaining
southerly at 15-20kts and gusts upwards of 30kts by mid morning
tomorrow. LLWS of 40-50kts from 220 will present a hazard in the
late overnight hours from 06z to 12z plus or minus at all sites.
Something to also be aware of is the potential for some blowing
dust if the stronger winds tomorrow can find some drier soils to
blow around (thus a low confidence part of the forecast).

Upgraded northwestern Minnesota and northeastern North Dakota into a
Red Flag Warning for this afternoon as RH values drop into the 20s,
with a few areas potentially reaching down into the upper teens.
Areas within southeastern North Dakota and west central Minnesota
see near critical fire weather conditions as RH values look to be
slightly higher in those areas. Fire weather watch was continued for
eastern North Dakota, northwestern Minnesota, and west central
Minnesota Sunday as critical fire weather conditions are looking
likely as highs reach the 90s. RH values drop to the upper
teens and lower 20s, and southerly winds reach up to 35mph
sustained and gusts to near 45mph. Little recovery time with the
RH values Sunday night as temperatures remain warm in the 60s.
Brief period where RH values increase to the 30s near sunrise
before dropping back into the 20s Monday mid morning. Similar
fire weather conditions are looking probable Monday and
potentially into Tuesday.
