.SYNOPSIS...
Strong, damaging winds continue across much of western NY Monday
afternoon as a deep low pressure system passes over the Great Lakes
into eastern Canada. Bands of lake effect snow downwind of the lower
Great Lakes will continue to develop tonight as colder air moves
into the area with localized heavy snowfall and near-whiteout
conditions expected. Lake snows will linger throughout much of the
week across western and north-central NY.

.NEAR TERM /THROUGH TUESDAY/...
Damaging winds continue this afternoon, remaining strong through
Tuesday:

Strong, damaging winds beginning late this morning across western NY
will continue through Monday afternoon as a southwesterly 850mb jet
exceeding 60 kt continues to run up Lake Erie. KBUF recorded a wind
gust of 79 MPH shortly before noon with frequent gusts in excess of
60 mph since 9am, while many sites along the Lake Erie shoreline
have reported gusts in excess of 60 mph. As the upper level trough
axis passes through Monday afternoon, winds aloft will shift west-
northwesterly, but remain strong (50+ kt) through Tuesday as an
anomalously deep sub-980mb surface low tracks to our north
across Ontario into Quebec. Therefore, the window for the
strongest winds will continue through mid-afternoon before
gradual weakening, but still remaining strong 55-65 mph through
Monday night, especially across the Niagara Frontier and
nearshore locations. West to northwest winds Tuesday will likely
remain near advisory levels (45- 55 mph) through the afternoon.
High Wind Warnings remain into effect through Monday night with
Wind Advisories lingering through Tuesday.

Seiche on Lake Erie leading to high water levels near the Buffalo
Harbor and additional areas:

With the strong southwest wind flow across the longer axis of Lake
Erie this morning, lake levels near the Buffalo Harbor have risen to
just below 8 feet, with the potential to reach 9 feet or more Monday
afternoon. Despite lake levels being below normal, high waves have
contributed to some water reaching portions of Route 5 near Hamburg
based on social media reports. Flooding will remain possible through
Monday afternoon for these areas in addition to Dunkirk Harbor and
portions of the Niagara River. A Lakeshore Flood Warning remains in
place through Monday night as wind direction turns westerly and
northwesterly reducing water levels for these areas.

Lake effect snow northeast of Lake Erie this afternoon transitions
southeast of the lake tonight into Tuesday:

Behind the cold frontal passage early Monday morning, GOES WV
imagery showed quite an expansive dry slot across western NY that
lasted through midday. Immediately ahead of the 500mb trough axis,
increased convergence with southwest winds led to an initial
lake effect precipitation band developing over Lake Erie late
morning that translated over land across the Buffalo metro with
light snowfall, but significantly reduced visibilities due to
blowing snow. Cooling 850mb temps towards -15 degC will continue
to see inversion heights rise through the evening and the
arrival of more ample synoptic moisture this afternoon closer to
the upper level trough axis will be supportive of heavy
snowfall, which is now entering southwest Ontario per latest
GOES imagery. However, behind the trough axis, 850-700mb winds
will turn westerly and eventually northwesterly that will shift
the lake effect bands into the Southtowns late this afternoon
and then mainly into the snowbelt areas of southern Erie,
southwestern Wyoming, Chautauqua, and Cattaraugus counties
through much of Tuesday where Winter Storm Warnings are in
place. Heaviest totals will remain in the most persistent lake
bands with

Lake effect snow expanding across much of the southern shore of Lake
Ontario tonight and continuing southeast of the lake Tuesday:

Rain late this morning and early this afternoon near Watertown and
areas east of Lake Ontario will transition to snowfall with the
arrival of colder air along with increased convergence along the
upper level trough axis. Initial snowfall will be placed northeast
of the lake near Watertown late this afternoon but quickly
transition to the southern Ontario shorelines overnight with
northwest flow behind the trough axis. Steep low-level lapse rates
with 850mb temps dropping near -17 degC will support heavy snowfall
and blowing snow with the strong winds mainly across much of Wayne
and Cayuga Co. Northern portions of Monroe Co will see a significant
gradient in snowfall, but hazardous conditions likely with the
blowing snow has prompted the Winter Weather Advisory through early
Tuesday morning. These lake snows will continue into Tuesday before
slightly drifting northward back into Oswego/Lewis Co as the
upper level low moves north with the occluding surface low and
with a brief lull in synoptic moisture disrupting the intense
lake band in the afternoon. Winter Storm Warnings remain in
effect through late this week for the continued long duration
lake effect snow event (see below for more details).

.SHORT TERM /TUESDAY NIGHT THROUGH THURSDAY NIGHT/...
A shortwave within the base of a long wave trough will pass across
our region Tuesday night, and while this may weaken lake effect snow
bands some Tuesday night, the return of ambient moisture with this
shortwave, combined with a digging much strong shortwave trough over
the central Great Lakes Wednesday will reinvigorate these snowbands
as they lift northward towards Buffalo and Watertown on now a
southwest wind flow.

Wednesday may be the day with the greatest snowfall
accumulations...with 6 to 12 inches east of Lake Erie and around a
foot southeast of Lake Ontario...where the snowband may take on an
anticyclonic signature Wednesday morning before lifting towards the
Tug Hill. The long fetch over Lake Ontario, combined with upstream
lake connections may deposit another foot of snow on the Tug Hill
later Wednesday and into Wednesday evening.

An arctic front associated with this strong shortwave trough will
drop across our region Wednesday night...with widespread snow in
addition to loosely organized lake snow bands. Northwest winds
behind this front will lower apparent temperatures into the lower
single digits for New Year's Eve festivities.

Cold for Thursday behind this front with temperatures only
recovering to the mid to upper teens for most areas. Lake effect
snow will organize as wind shear lowers through the day and as winds
veer to northwest behind the front, lake bands of snow will be sent
back southward across the lake belts southeast of the Lakes.

&&

.LONG TERM /FRIDAY THROUGH SUNDAY/...
With broad scale troughing over our region, with primarily northwest
flow expect lake effect snow to continue Friday and into Saturday.
Ambient moisture will become lower this weekend, which will allow
for bands of snow to be less intense.

Another weak and broad area of low pressure will near our region
Monday that may bring light snow to the eastern Great Lakes.

&&

.AVIATION /18Z MONDAY THROUGH SATURDAY/...
IFR/MVFR CIGs for most areas this afternoon where lake clouds will
cover much of the terminals. Lower cats to VLIFR will be possible at
times within lake effect snow that develops this afternoon east and
northeast of Lake Erie, including at KBUF, KIAG & KJHW. The
combination of lake effect snow and strong winds will cause near
whiteout conditions at times, especially northeast of Lake Erie.
Wind gusts in excess of 60 kts will be possible into the mid-
afternoon hours for KIAG & KBUF, with 50+ kt winds at the remaining
terminals. Reductions to IFR CIGs will be possible this afternoon at
KROC. KART will transition to snow at temperatures cool through the
afternoon with reductions in VSBY to IFR at times by the late
afternoon.

Tonight, lake effect snow will slowly drop south from earlier
placement, this will help improve conditions at KIAG, KBUF & KART
compared to earlier in the day, but additional narrow lake bands
moving around may briefly cross all terminals, other than KART. Lake
bands southeast of the lakes tonight should cause the greatest
reductions to VSBYs mainly at KJHW, however, continued gusty winds
will cause brief reductions to MVFR/IFR where earlier snow fell and
winds remain elevated. Evening gusts to 45-50 kts will weaken
through the night to near 35-40 kts. CIGs should remain mainly in
the MVFR levels, other than a few periods of IFR CIGs.

Tuesday, lake effect snow will remain southeast of both lakes, with
the greatest snowfall potential for areas southeast of Lake Ontario,
and along the southern shore of the lake. This includes KROC where a
lake band may move across the terminal causing reductions to VSBYs
to IFR at times. CIGs should remain mainly in the MVFR levels, other
than a few periods of IFR CIGs. Wind gusts of 30-40 kts will
continue to linger through much of the day on Tuesday, but will
weaken later in the day.

Outlook...

Tuesday night through Wednesday...Areas of MVFR with scattered snow
showers. Localized heavier lake effect snow and IFR/LIFR possible
east/southeast of Lake Erie and Lake Ontario.

Thursday...Widespread IFR as a cold front drops across the region
with snow, while also briefly weakening lake effect snowbands.

Friday...Lake effect lingers off of both Lake Erie & Ontario,
resulting in IFR/MVFR flight cats within the lake bands, with MVFR
and possibly VFR outside the lake bands.

Saturday...Mainly MVFR/VFR with a few lingering snow showers
possible.

.MARINE...
A deepening storm system moving northeast of the Great Lakes has
sent storm force winds over lakes Erie and Ontario today. An
intense LLJ and deep cold air advection in place has supported
the need for Storm Warnings through Monday night before winds
shift to northwesterly, but remaining elevated as this system
remains in the vicinity with gale force likely at times through
Wednesday.
