.SYNOPSIS...
A deep storm system will track across Lower Michigan today before
passing by to our north tonight and Thursday. This will send a surge
of Spring like weather across our region...including a soaking rain
and temperatures that will be more typical of mid April. The rain
and continued snowmelt will lead to significant rises on area
tributaries...and this could support localized ice jam related
flooding. Colder air will charge back across the region in the wake
of the exiting storm Thursday...and especially this weekend when the
mercury will once again average well below normal.

.NEAR TERM /THROUGH THURSDAY/...
...Risk of Localized Ice Jam and Isolated River Based Flooding...

Regional radar shows a swath of rain moving from southwest to
northeast across western NY this morning. The rain will soon enter
north-central NY with the backedge of the steady rain already into
the western Southern Tier. Breaks in the precipitation are allowing
strong winds to downslope off the Chautauqua Ridge and gusts of 40-
50 mph will be possible in this area through the morning hours.

An anomalously deep 980mb low in the vcnty of Chicago this morning
will move northeast and cross Lower Michigan during the midday and
afternoon. A 60kt low level jet in advance of this system will push
up and over a tightening H925-70 baroclinic zone...and with added
lift being supplied by a moderately strong divergent upper level
flow within a moisture rich environment...there will be a period of
several hours of steady rain. The axis of the main slug of rain will
cross the western counties this morning then across the Eastern Lake
Ontario region this afternoon.

Given the predominantly southerly flow...downsloping will limit
todays rainfall to quarter inch for a strip that will extend from
the Chautauqua county lakeshore across Genesee county to areas
immediately north of the Finger Lakes...while the remainder of the
region can anticipate up to a half inch. Amounts could approach
three quarters of an inch in the upslope areas of the southern
slopes of the Tug Hill. These amounts will be important in areas
that still have an appreciable snowpack...NOT the snow in urban
areas and in most peoples yards...but that found in the wooded areas
where most of the headwaters of the larger streams are located. The
combination of the melt water and rainfall will MOST CERTAINLY result
in notable increases in streamflow for most tributaries...and this
could result in ice jam issues for smaller creeks. The highest risk
for ice jam flooding will be today into this evening after this rain
falls and temperatures in the mid to upper 50s will melt a great
deal of snow. Despite similar warmth yesterday (Tues)...dew points
in the 20s severely tempered the resulting meltdown. This will NOT be
the case today...as Td's will surge WELL into the 40s. In fact...
Td's could tickle 50 in the Finger Lakes region this afternoon.

Other than being warm and rainy today...partial mixing of the
aforementioned LLJ will result in rather windy conditions...mainly
in the afternoon. Southerly winds could gust to 35 to 40 mph at
times. The strongest winds should be confined to areas near the
Chautauqua ridge where gusts of 40 to 50 mph will be possible for
sites like Dunkirk...Fredonia...Angola and Westfield.

As the closed mid level circulation to the vertically stacked
cyclone opens over southern Ontario tonight...the corresponding deep
sfc low will eject out to western Quebec by daybreak. A robust sfc
occlusion extending to the south from the storm system will charge
across our forecast area in the process. An hour or so burst of
moderately heavy rain will accompany the passage of this system...
and this could even include a couple thunderstorms over the far
western counties during the evening when there will be just a little
elevated instability in place. While coverage of this convection
should be limited...there will be a lot of shear in place that could
support isolated strong to severe wind gusts and hail.

In the wake of the strong occlusion...sfc based ridging and drier
air aloft will essentially shut down the shower activity for several
hours over the western counties. Towards daybreak though...forcing
from a secondary cold front and its supporting vigorous shortwave
will ignite more shower activity over the far western counties. Weak
cold advection will be taking place at the same time...enough to
allow the rain showers to change over to a little wet snow after
about 09z. Accumulations of up to an inch will be possible by
daybreak...mainly for sites like the Chautauqua ridge and at
elevations abv 1200 ft.

The secondary cold front will charge across the forecast area during
Thursday morning. This will be accompanied by rain and snow showers
that will change to just snow showers from west to east. Upslope
flow and some lake enhancement will encourage accumulations of an
inch or two...mainly outside of the Finger Lakes area.

As the deeper synoptic moisture pulls eastward Thursday, lighter QPF
will be found to the east and southeast of the Lakes where cooling
temperatures will allow for minor snow accumulations. An inch or two
of snow is possible Thursday on the Chautauqua Ridge and Boston Hills,
while cooling airmass over Lake Ontario will generate an inch or two
of snow late Thursday towards the Tug Hill.

Strong cold advection behind the front will allow temps to steadily
fall through the day Thursday with many of the western counties
dropping back into the 20s by late afternoon. The return of the
colder weather will be exacerbated by fairly strong wind gusts. A
45kt low level jet should largely mix to the sfc...so fairly
widespread gusts to 40 mph are anticipated. The strongest winds will
be found in the lee of the lakes and across the higher terrain.
Should the forecast wind speeds increase...a wind advisory would be
needed.

.SHORT TERM /THURSDAY NIGHT THROUGH SATURDAY NIGHT/...
The sfc low will center over Quebec while a new sfc low develops
along the frontal boundaries along the coast of New England Thursday
evening. Both sfc lows will track toward the Canadian Maritimes
Friday, with the coastal low becoming the dominate system. The large
trough over the region will continue to support cyclonic flow out of
the west to west-northwest, resulting in lingering showers for much
of the period. Temperatures for the period will remain below normal,
with Saturday the coldest of the two days.

Thursday night, a sharp shortwave trough will cross the area helping
to support continued lake snow east to southeast of the lakes for
the evening hours. Snowfall amounts of a couple inches will be
possible for the higher terrain, with lighter amounts of a coating
to half an inch expected for the lower elevations. During the second
half of the night, the lake snows should start to diminish in
spatial coverage and overall organization as moisture decreases as
the trough tracks to the east.

Friday and Friday night, a few lake snow showers may redevelop as a
few ripples of energy pass just north of the lakes, especially Lake
Ontario, where an upstream connection with Georgian Bay may provide
a slight uptick in moisture as well. Snow showers on Friday may also
mix with rain at times as well during the peak heating portion of
the day. A passing area of low pressure well south of the area may
bring a few showers into the southwestern portion of NY Friday
afternoon/evening, but most guidance does keep this mainly south of
the NY/PA border. The passing system to the south though may provide
just enough of an increase in synoptic moisture over the lakes that
it may increase the snow shower activity off of both lakes with just
enough cool air aloft still in place, especially as a weak shortwave
trough passes to the north. Temperatures for Friday will be in the
low to upper 30s with a few spots in the lower elevations reaching
into the low 40s.

Saturday and Saturday night, a few different passing shortwave
troughs along with continued cool air aloft will continue the
potential for lake snow showers through the first half of the
weekend. Snow showers should be mainly focused southeast of the
lakes, especially over the higher terrain. Temperatures on Saturday
afternoon remain below normal, with highs in the low 20s to low 30s
for most areas.

.LONG TERM /SUNDAY THROUGH TUESDAY/...
Sunday and Monday our region will remain under the influence of
broad upper level troughing...with the medium range packages
continuing to exhibit significant differences with the strength and
track of additional shortwave energy rippling southeastward through
the larger-scale trough...and consequently also the strength and
track of an associated surface low Sunday night and Monday. Owing to
these differences...will keep some general lower-end snow shower
chances in play both Sunday night and Monday...with these preceded
by some additional weak lake effect southeast of the lakes on
Sunday. Otherwise below normal highs in the upper 20s to mid 30s
Sunday should moderate a little to start the new work week...with
maxes mostly in the mid 30s to lower 40s expected Monday.

After that the large-scale flow across North America looks to de-
amplify and become much more zonal as we head toward the middle of
next week. As this takes place warm advection will begin across our
area on Tuesday...before strengthening more notably just beyond the
end of this period. With the guidance continuing to exhibit some
notable inconsistencies with respect to the degree of warming we can
expect on Tuesday...for now have aimed close to/just a bit above
blended guidance to close out this period...with highs mostly in the
mid 40s to mid 50s indicated for Tuesday.

.AVIATION /15Z WEDNESDAY THROUGH SUNDAY/...
A deep mature cyclone will lumber its way from near Chicago across
Lower Michigan to Lake Huron today. In the process...several hours
of steady rain will cross the region with cigs lowering to between
2500 and 3500 feet. The steady rain will taper off to more showery
pcpn from west to east during the midday and afternoon with cigs
temporarily lifting to arnd 5kft. Some low level wind shear will
remain in place throughout much of the day.

The storm system will cross southern Ontario tonight...pushing a
strong sfc occlusion through the region in the process. This feature
will generate numerous showers...and possibly some thunderstorms
over parts of western New York between 23 and 03z. Cigs will lower
to MVFR levels with fairly widespread rain showers. These showers
will mix with and change to snow showers over the western counties
after 08z.

Outlook...

Thursday...MVFR with localized IFR in lake effect snow southeast of
the Lakes.
Friday...Mainly VFR with a chance of snow showers downwind of the
lakes.
Saturday and Sunday...MVFR/VFR. A chance of snow.

.MARINE...
Moderate to occasionally fresh southeasterlies this morning will
become more southerly during the afternoon and evening. This should
largely maintain conditions below small craft advisory levels...
although a small area of SCA's may later be required for the ice
free areas north of Mexico Bay on Lake Ontario.

A deep storm system will pass west of the region tonight...and as it
exits to Quebec on Thursday...there will be an increasing risk for
gale force winds on Lake Ontario. A gale watch remains in effect for
Lake Ontario to account for this risk.

.HYDROLOGY...
The flood watch that remains in effect until midday Thursday is
NOT for a widespread flood threat...but for localized ice jam
flooding and for some areas more confined to some of the larger
tributaries.

A system will track to the west of the area later today and
tonight. This will keep a surge of Spring like warmth pouring
over the region that will be accompanied by a third to three
quarters of an inch of rain...most of which will fall by early
this evening. The highest amounts will be found across the
western Southern Tier and across the southern slopes of the Tug
Hill. The lowest amounts will be over the Finger Lakes region
where the risk for flooding will also be the lowest.

The combination of the snowmelt and rainfall will support
notably higher flows on creeks and rivers...not only bringing a
concern for general flooding on area tributaries...but allowing
ice to break up and potentially result in localized ice jam
flooding. While the Buffalo creeks have the highest impact from
ice jam flooding...smaller streams and creeks on a local level
across the entire region will have the potential for ice jams
with local impacts.

The highest risk for ice jam issues will be today into this
evening. Meanwhile the highest risk for river based flooding
will come tonight into Thursday.

Creeks and rivers that are forecasted to have high flows to near
bankfull include the Allegany River, Cayuga and Cazenovia Creeks
as well as Cattaraugus Creek and the Upper Genesee River.
