.SYNOPSIS...
A storm system currently impacting the region will continue to
bring periods of rain through this morning with breezy winds
and mild temperatures. Behind the passage of the system's cold
front today, temperatures drop once again and strong gusty
winds returns tonight into Friday morning. For the end of the
week and into the weekend, a few lake effect and high elevation
snow showers through Friday. Temperatures will moderate again
into early next week with minor chances for precipitation.

.NEAR TERM /UNTIL 6 AM THIS MORNING/...
Key Messages:

 - Rain will taper off to light showers by early Thursday
   morning.

 - Winds will remain breezy as a storm system moves overhead
   from the west.

Update as of 1:15 AM...Only minor adjustment to PoPs to reflect
current radar, surface observations, and latest forecast trends
through the next two to four hours. Also decreased hourly
temperatures a few degrees across the Greater Capital District
and Lake George-Saratoga regions as current surface temperatures
are in the upper 30s to 40s.

.UPDATE...Steady rain tapering off late this evening, except for
another round of rainfall for areas south/east of Albany. There
are additional areas of scattered to numerous showers upstream
that will move across the region later tonight into early Thu
associated with the leading edge of a deep upper level trough
approaching from the Great Lakes. Radar showing a line of low
topped convection moving into central NY with some embedded
thunder. This line should weaken as it reaches eastern NY
overnight in a relatively more stable environment. Surface cold
front still well back to the west, so it will be mild through
the rest of the night with temperatures only cooling back into
the 30s and 40s. Winds will gradually decrease overnight as the
southerly low level jet moves east of our area.

.PREV DISCUSSION[0658]...Radar and obs indicate widespread
moderate to locally heavy rainfall continuing from around the
Capital District east/northeast and south. There is a pronounced
dry slot that has worked into the Mohawk Valley and W.
Adirondacks progressing east. However, moisture continues to
surge in from the south, so where it is raining now should still
occur through at least the next few hours and likely through
the rest of the evening for areas south/east of Albany. Measured
rainfall amounts thus far have been between 0.25" to 1.00",
with the heaviest rainfall both north and south of of the
Capital District and Mohawk Valley. Temperatures will remain
quite mild in the 40s to lower 50s. Increased southerly wind
gusts from around Albany east to 30-40 mph at times as the low
level jet moves overhead this evening. Also added mention of
patchy fog to mainly northern and higher terrain areas where
moisture air resides over the deep snowpack.

Widespread rainfall does not look to fill back into the Mohawk
Valley and greater Capital District this evening with dry air
persisting, but moderate to locally heavy rainfall will persist
into this evening before shifting eastward and tapering off late
this evening into tonight. By early tomorrow morning, stratiform
rain will taper off to mere showers with additional dry air
entraining into the region as the low begins to move overhead.
But with mild temperatures anticipated through tomorrow morning,
precipitation type should remain plain rain. Speaking of, low
temperatures overnight will fall primarily to to mid/upper 30s
to upper 40s with isolated pockets of lower 30s at the highest
peaks of the Southwest Adirondacks. Expect winds to remain
breezy through this afternoon before decreasing through this
evening and into the overnight period tonight with the loss of
daytime heating and a slackening of the pressure gradient as the
low tracks almost overhead.

.SHORT TERM /6 AM THIS MORNING THROUGH SATURDAY/...
Key Messages:

 -  Gusty winds Friday will likely warrant Wind Advisories
    within portions of the Eastern Catskills, Capital District
    and Berkshires with probabilities for gusts of at least 45
    mph ranging from ~60 to 100%.

 - Light rain showers transition to light snow showers for
   upslope and lake-adjacent regions of the Southwest
   Adirondacks, Eastern Catskills, and Southern Greens.

Discussion:
By tomorrow morning, showers will be more scattered in nature,
continuing to decrease in spatial coverage until they are more
or less confined to the upslope and lake adjacent regions of the
Southwest Adirondacks, Eastern Catskills, Southern Greens, and
Northern Berkshires by tomorrow afternoon. With the low moving
overhead and swinging a cold front through the region by late
tomorrow morning into early tomorrow afternoon, cold air
advection will ensure the transition of some showers especially
in valley areas over to a rain/snow mix before all snow is
observed in the aforementioned higher terrain regions by
tomorrow afternoon. At this time, there are no concerns for
freezing rain or sleet as forecast soundings show no indication
of a concerning warm nose. High temperatures tomorrow will be
rather variable with upper 30s in the Southwest Adirondacks and
western Mohawk Valley to low 50s in the Mid-Hudson Valley.

Winds will be on the increase tomorrow afternoon through
tomorrow night with the pressure gradient increasing once
again as the low tracks farther north and its associated trough
fills to the north and east as heights begin to rise upstream.
Additionally, the northwest flow regime inflicted behind the
cold front will favor channeling of winds down the Mohawk Valley
into the Hudson Valley and downsloping off the Eastern
Catskills, Helderbergs, Berkshires and Greens leading to the
anticipation that wind gusts may be on the higher end of
guidance Thursday night through Friday. To increase confidence
on this, we will be in a cold-advection regime with sufficient
low-level mixing which will also favor swift momentum transfer
of the 50 to 60kt winds at the top of the boundary layer. As
such, Wind Advisories will likely be needed for portions of the
Mohawk Valley, Eastern Catskills, Capital District, Berkshires,
and Southern Greens late Thursday night into Friday for wind
gusts in excess of 46 mph. Low temperatures Thursday night will
be quite chilly in the wake of the front with values dropping
into the 10s and 20s.

Gusty winds Friday will be paired with mainly dry conditions
across the region with some light lake effect snow showers
confined to the Southwest Adirondacks and possibly the Eastern
Catskills. Highs Friday will be in the 30s and 40s with upper
20s at the highest terrain of the Southwest Adirondacks, Eastern
Catskills, and Southern Greens. Lows Friday night will be
similar to those of Thursday night with 10s and 20s with pockets
near 30 in the Mid-Hudson Valley and southern Litchfield County.
Scattered light snow showers continue mainly in the Southwest
Adirondacks into Saturday as a shortwave trough rotates through
the region. Elsewhere, conditions will be dry with breezy winds
gradually decreasing throughout the day. However, highs will be
chilly compared to days prior after a back door cold front
tracks through the region by early Saturday morning with values
ranging from the 20s to 30s with possible pockets near 40 in the
lower Mid-Hudson Valley.

.LONG TERM /SATURDAY NIGHT THROUGH WEDNESDAY/...
Key Messages:

 - Moderating temperature trend will see us reach above normal
  levels by the middle of next week.

 - Mainly dry outside of scattered chances for high elevation
   snow showers over the latter half of the weekend into the
   beginning of the work week.

Discussion:

Upper-level troughing generally remains in place through the
weekend as the the large-scale storm system that will have
brought widespread rainfall and gusty winds to the region
continues to depart to our north and west. Northwest flow
embedded in the weakening trough aloft will maintain cooler,
but near normal temperatures Sunday before a gradual moderating
trend takes hold of the region through the beginning and into
the middle of the new work week. As such, Sunday will be the
coolest day of the period with highs largely in the 30s and 40s
with 20s in the Southwest Adirondacks, Southern Greens and
isolated pockets of the Eastern Catskills. Some nuisance, light
lake-effect/upslope showers will be possible mainly in the
Southwest Adirondacks Sunday, but with limited moisture and a
weak lake connection, only maintained slight chance PoPs for
now. Lows Sunday night will fall to the 10s and 20s.

The best chance for more "widespread" precipitation comes on
Monday when a weakening clipper low pressure system dives south
and east from around the James Bay area. There is still some
uncertainty with the exact coverage of precipitation resulting
from this system given the slight differences in track, but for
now maintained slight chance to chance PoPs mainly within,
north, and east of the Capital District. With highs Monday
reaching the low 30s to upper 40s, showers look to consist of
snow, rain, or a mix thereof. Lows Monday night will fall widely
to the 20s with any lingering showers gradually tapering off by
late Monday night.

Dry conditions become reinforced across the region Tuesday with
a more zonal flow regime taking shape. With 850 mb temperatures
rising to around -2C to +4C, highs Tuesday will rise into the
40s and 50s with isolated pockets of upper 30s in the Southwest
Adirondacks and possibly near or low 60s in the Mid-Hudson
Valley (+1 to +1.5 STDEVs above normal).

.AVIATION /06Z THURSDAY THROUGH MONDAY/...
IFR ceilings have formed over ALB and GFL with MVFR ceilings at POU
and PSF with a few scattered showers continuing to track over the
terminals tonight. Such conditions will persist through 12 UTC with
a TEMPO group for brief reductions to IFR cigs/vis at PSF before a
secondary boundary pushes through the terminals from west to early
from 12 - 14 UTC. This will allow ceilings to improve back to VFR
and mainly VFR flying conditions continue through the day. The true
cold front then marches from west to east by 00 - 03 UTC across all
terminals with a few scattered rain/snow showers possible and brief
reductions back to MVFR ceilings possible. Not enough confidence on
the exact timing/location of any shower so only show VCSH for now
and held off on showing flying conditions reductions.

Generally light winds tonight and lingering LLWS (winds at 2kft
still around 35kts) will shift to the west by 12-14 UTC this morning
as a boundary pushes through the terminals. This will effectively
end at LLWS as winds become sustained 10-12kts with gusts up to
25kts. Breezy westerly winds continue through the day before
increasing yet again by 00 - 03 UTC with the true cold frontal
passage. Winds shift to the northwest and become sustained 10-15kts
with gusts reaching 30-35kts. The strongest gusts expected at ALB
and PSF.

.HYDROLOGY...
A period of above normal temperatures with rainfall is expected
through tomorrow before colder air returns to the region tomorrow
night into this weekend. The snowpack will ripen across the southern
Adirondacks and higher terrain in southern VT today into tonight.
Prior to daybreak today, the snowpack ranged from 1-3 feet over the
southern Dacks, western Mohawk Valley, southern Greens and northern
Berkshires. The snow pack ranged from nothing or a few inches to
less than a foot over the rest of the Hydro Service Area. The SWE is
5-12" over the northern Mountains with 1-3" over the eastern
Catskills, Berkshires, the Upper Hudson River Valley and Lake George
Region. Nothing to less than an inch in the Capital District, Mid
Hudson Valley and NW CT.

Temps will average at or above 42F today and tonight with a half an
inch to an inch of rainfall with locally higher amounts (1.5" or so)
over or near the eastern Catskills. Estimated ice thicknesses (where
it exists) on the waterways from the Capital District south and east
are generally 6-12 inches, and locations across southern VT, the
Lake George Region and the southern Adirondacks are generally 12-18
inches. Some ice thinning has been noted via Spotter/Social Media
reports on waterways north and west of Albany today. Additional ice
movement or break up may occur through tonight, especially from the
Capital Region/Mohawk Valley south and east. The threat continues to
look isolated. The Day 1 Excessive Rainfall Outlook has the eastern
Catskills, Capital Region and southern VT southward in a Marginal
Risk today and tonight. The latest NERFC hydrographs only has Hudson
River at Troy reaching minor flood stage, with the Mettawee River at
Granville getting close to minor flood stage, with several other
points reaching the Action Stage across the area.

snowmelt will increase the potential for isolated ice jam flooding
and even some minor river flooding for parts of the region tonight
