.SYNOPSIS...
A strong storm system will develop across the Central Plains
today and move northeast into the Ohio Valley and Mid-Atlantic
by Tuesday. THe potential exists for heavy rain and flooding
for the Mid-Atlantic region Tuesday. A brief period of snow,
sleet and freezing rain is possible early Tuesday morning for
areas along and west of the Blue Ridge. In addition, expect
strong gusty winds across the higher elevations.

&&

.NEAR TERM /THROUGH TUESDAY NIGHT/...
As of 230 PM EST Monday...

Key Messages:

1. Deteriorating weather conditions tonight with the onset of
rain and strong wind.

2. Wintry precipitation possible at the onset, ending for the
southern Blue Ridge around 8 AM. The WV/VA Highlands will see
additional snow/sleet.freezing rain through mid morning as the
cold air wedge erodes to the northeast.

2. Mostly heavy rain by mid morning Tuesday lasting all day.
Totals between 1-3 inches.

A large storm system was bringing plenty of precipitation to the
central and southern Plains, with severe storms moving across
the Gulf Coast. The system deepens and steadily marches towards
the Great Lakes by Tuesday night. In the interim, a frontal
system crosses the southern Appalachians. With the help of
anomalously high moisture, v winds, and strong low, mid, and
upper level support, we will be in for plenty of weather the
next 24-36 hours.

We will see limited impacts from snow to our north and
thunderstorms to our south. In our neck of the woods, the
primary hazards will be heavy rain, strong winds, and a lesser
threat sleet/snow/freezing rain. That said, any wintry
precipitation could make the Tuesday morning commute dangerous.

Addressing each hazard...

Heavy rain: Onset of the rain is expected to begin shortly
after midnight in the NC Mountains, then spread northeast,
reaching our most northern CWA toward I-64 by daybreak Tuesday.
Rain will then continue through the day Tuesday...heavy at
times. Flood concerns will mainly occur Tuesday into Tuesday
night, and we should see poor drainage, urban and small stream,
and some river flooding as well. Please see the HYdrology
section below. A Flood Watch is out for most of the area through
late Tuesday night.

Winds: Winds are expected to increase ahead of the system from
the southeast. A 50-60 kt low level jet is forecast to bisect
the mountains resulting in strong ridge top and downslope winds
on the west side of the Appalachians beginning after sunset this
evening and continuing until the rain ends later Tuesday. Wind
Advisories and High Wind Warnings have been issued to account
for these strong southeast winds which are expected to impact
areas along the NC/TN border up through Mount Rogers, Tazewell,
Bluefield, Beckley, etc. On the east side of the mountains we
will be underneath a wedge of cooler air which should prevent
the stronger gusts from reaching the surface.

Freezing/Frozen Precipitation: Temperatures tonight are
expected to be in the 30s, with readings near freezing along the
Blue Ridge and higher ridges of the VA/WV highlands. Light snow
and sleet as well as light freezing rain are all possible, but
as precipitation becomes heavier it will drag down warmer air,
and this should limit accumulations and impacts.

Wintry precipitation will end for the southern Blue Ridge
around 8 AM. The WV/VA Highlands will see additional
snow/sleet, freezing rain through mid morning as the cold air
wedge erodes to the northeast and hangs on there longer.

Per coordination with neighboring offices have issued Winter
Weather Advisories for the southern Blue Ridge as well as the
VA/WV Highlands.

Confidence is high on moderate to heavy rainfall totals,
flooding likelihood, and strong winds. Moderate confidence in
locations and amounts of wintry precipitation.

.SHORT TERM /TUESDAY NIGHT THROUGH THURSDAY NIGHT/...
As of 300 AM EST Monday...

Key Messages:

1) Confidence is high for a rainy Tuesday with a flooding risk.

2) Mountain snow showers are likely for Wednesday, then it should
turn drier for Wednesday night through Thursday night.

Any lingering wintry mix precipitation should quickly transition to
rain during Tuesday morning. Rain will continue into Tuesday
afternoon. One to three inches of rain is possible, but uncertainty
still remains with how far northward any convective bands will reach
into northwest North Carolina and Southside Virginia. A factor
against the convection is an in-situ wedge residing across the
Piedmont from easterly flow through most of the day until the cold
front can erode it later in the evening. A slight risk of flash
flooding does exist for areas primarily along and east of the Blue
Ridge, but there is not enough confidence to hoist a Flood Watch
yet. If enough rainfall does take place, the rivers may need to be
monitored for rises during Tuesday night into Wednesday, especially
across the Dan River basin.

After the low pressure system exits Tuesday night, the wind should
shift towards the west and become gusty throughout the Mid Atlantic
on Wednesday. Gusts up to 40 MPH may be possible along the higher
elevations. Colder air aloft will combine with the wind to spark
snow showers in the mountains from Boone to Lewisburg. However, the
wind does not turn towards the northwest to provide a good upslope
flow, so any snowfall accumulations should remain light. High
pressure should pass to the south by Wednesday night to allow the
wind and the snow showers to fade. Drier weather will hold through
Thursday and Thursday night.

.LONG TERM /FRIDAY THROUGH MONDAY/...
As of 400 AM EST Monday...

Key Messages:

1) Confidence is increasing for yet another round of rain during
Friday and Friday night.

2) Mountain snow showers and gusty winds could occur on Saturday,
then drier weather may return by Sunday.

The relentless streak of active weather will continue with yet
another low pressure system arriving on Friday to provide more rain
into Friday night. Although the models hint at a low chance of some
mixing of precipitation types initially during Friday morning,
temperatures appear to rise above freezing quickly to change
anything over to liquid. A gusty southeast wind could occur during
Friday and Friday night west of the Blue Ridge. Once this low
pressure system exits sometime on Saturday, the wind could turn
gusty again from the west across the Mid Atlantic with more mountain
snow showers from Boone to Lewisburg. High pressure may return by
Saturday night to provide drier weather for Sunday.

.AVIATION /19Z MONDAY THROUGH SUNDAY/...
As of 230 PM EST Monday...

Upper level cirrus will be on the increase from the southwest
late in the day, and thicken after sunset. We will see increasing
SE winds expected through the next 24 period, leading to a
strong LLJ. So there will be stronger winds aloft, but winds
will also be coming up at the surface. At this point LLWS was
not warranted because of this.

Rain arrives after midnight with the potential for some light
icing at the onset. Ceilings look to drop below MVFR around
8-10Z Tuesday morning. They then drop quickly to IFR and LIFR as
plenty of moderate to heavy rain sticks around throughout the
day and into Tuesday night.

Winds will be very strong, with High Wind Warnings and WInd
Advisories in place. TAF sites will see gusts to 25-35 kts
beginning around 14Z Tuesday. It may be even a little windier in
BLF.

Forecast confidence = good.

OUTLOOK...

Passage of the storm is expected to bring some clearing
Wednesday east of the mountains with MVFR cloud bases and snow
showers across the mountains associated with brisk westerly
winds.

Widespread VFR returns for Thursday associated with High
pressure and light winds.

More rain tracks in Friday with sub-VFR likely...another storm
system that will take a similar track compared to Tuesday.

.HYDROLOGY...
A storm system will bring widespread moderate to heavy rain to
the area by Tuesday morning through early Wednesday morning.
Rainfall totals will be in the 1-3" range, with periods of
high rain rates. Additionally, upstream rainfall and snowmelt
will make its way into some of our area rivers. The Yadkin,
Danville, Roanoke, and Greenbrier Rivers all have points on them
that will be close to our exceeding minor flood stage beginning
Tuesday or Tuesday night. A few sites may near moderate flood
stage. A Flood Watch has been issued for most of the area.
