.SYNOPSIS...
Weak high pressure across the area moves offshore tonight.
Several weak areas of low pressure and their associated fronts
affect the area Wednesday through Thursday night. Weak high
pressure returns for Friday and Saturday. Another low and front
arrive for the last half of the weekend and into next Monday.

&&

.NEAR TERM /THROUGH WEDNESDAY/...
Light bands of precip are passing well north of the region, but
there are some areas of light rain and mixed precipitation
moving int the southern Poconos and far northern New Jersey. At
the highest elevations, temperatures are below freezing,
resulting in freezing rain, possibly mixed with snow.

In the big picture, a long wave trough remains centered near
the 4-corners area of the western CONUS while there is an upper
level ridge off the east coast. This is putting the area in a
broad west to southwest upper level flow. Meanwhile at the
surface there is incipient low pressure over Texas with the mid
Atlantic region situated between the high to our south over the
Atlantic and another arctic high to the north. In terms of
sensible weather, streams of moisture with associated upper
level disturbances continue to move north and northeastward over
the eastern CONUS.

The Winter Weather Advisory remains in effect through tonight
into Wednesday for Carbon and Monroe Counties in PA and Sussex
and Morris Counties in NJ. Tricky forecast though since
temperatures will be marginal so ice accretion could vary from
as much as a tenth of an inch over the higher terrain of the
southern Poconos (over roughly 1200 feet or so) to very little
or none over the lower elevations of SE Morris County. Elsewhere
across our forecast area for tonight, the strengthening warm
advection pattern just above the boundary layer leading to
isentropic lift coupled with the moistening column could still
lead to some patchy light precip or drizzle in spots but
confidence is low on this and how widespread it will be if we
get any. So POPs at this time are only around 30 percent. Worth
noting though, we expect lows getting down at least close to
freezing so there is still the risk that some of this patchy
precip farther south could also fall as some spotty freezing
rain or freezing drizzle.

Heading into Wednesday, high pressure initially centered near
Maine will move eastward off the coast through the day while low
pressure continues to develop near eastern Texas into Arkansas.
Streams of moisture will continue to move north and eastward
from this system along a warm front bringing precipitation into
the area at times. To start the day, there could still be some
lingering light wintry mix in the north but this should taper
off through the morning with temperatures also warming and
changing any precip to just rain. Otherwise, it will be a cloudy
day across the area and while southern parts of the forecast
area should start the day mostly dry (just low chances for some
spotty light precip), another round of rain, this time more
widespread across the forecast area, should start moving in from
the west by mid to late afternoon. Despite the warm advection
pattern over the area, the very mild air at the surface will
hold off until Thursday so highs for Wednesday should be
relatively close to average (if not a bit above) for much of the
area as cloud cover also helps keep temps down.

.SHORT TERM /WEDNESDAY NIGHT THROUGH FRIDAY/...
Our active weather pattern continues into the short term period with
two weak systems Wednesday night and a second system Thursday night
into early Friday morning.

The first system Wednesday night will lift a warm front north of the
region and bring our first batch of light rainfall. Temperatures are
expected to gradually warm throughout the overnight period into
Thursday morning. Lows in the mid 30s to mid 40s will occur early
Wednesday evening with a wake-up temperature Thursday morning around
the low 40s to mid 50s. Could see a few batches of light rain
throughout the day Thursday with temperatures warming into the upper
40s to upper 50s along the I-95 corridor and NW. Across southern NJ
and the Delmarva, locations could reach as high as the low to mid
60s! Not much cooling Thursday night either as a weak cold front
stalls to our west, allowing a second surface low to ride northward
Thursday night into Friday morning. Overnight temperatures will
hover in the 40s and 50s with an additional round of light rain.
Friday will likely see widespread 50s and 60s during the day before
our weak cold front finally advances through the region during the
afternoon.

Overall, QPF amounts for this system remain generally unchanged with
most locations seeing between 0.5 inches and 1.25 inches with
lesser amounts in southeastern NJ, southern DE, and the Eastern
Shore of MD. Rates also still look to be rather light with both
systems, spreading the precip out over 24-36 hours. The latest
round of guidance has become less bullish with the rainfall
amounts from this second surface low. While snowmelt will add to
the runoff, the overall flooding risk remains low. Some storm
drains may be slow to drain with any snow/ice blocking efficient
flow, leading to some isolated ponding of water on local roads,
but the current outlook does not take our flood risk beyond
that.

.LONG TERM /FRIDAY NIGHT THROUGH TUESDAY/...
We'll be between wet weather systems during the start of the long
term period. An upper H5 ridge will be located along the East coast
while a rather strong surface high will be over New England. Overall,
mild and dry weather will be around for Fri night and the beginning
of Sat. After that, moisture moving around the periphery of the
high will increase over Delmarva and then begin streaming north.
So while temperatures will remain above normal Sat., chances for
rain will increase from S to N thru the day. Currently CHC pops are
fcst followed by higher pops for Sat night and Sunday when pops rise
to LIKELY.

The increased pops for Sat night and Sunday are the result of low
pressure which forms near Tennessee Sat and then moves northeast
up the Ohio valley Sunday. Some recent models show a new low
forming closer to our region Sat night and affecting the weather
thru Sunday. High temperatures Sat will favor the 50s most
areas while readings Sunday will mostly be in the 40s. Precipitation
type for the weekend event favors rain most areas with snow
possible for the higher elevations of the far NW.

The deepening low moves NE of the area at the end of the weekend and
towards New England Monday. Colder air rushes back across the Middle
Altantic for the start of next week and temperatures will slump
back to near normal levels. Precipitation will diminish, but
some snow showers across the Poconos and north NJ are possible.

.AVIATION /03Z WEDNESDAY THROUGH SUNDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas...

Through tonight...Mainly VFR. However, there may e some brief
periods of rain, possibly FZRA at KABE, from time to time
tonight. Will carry TEMPO groups for KRDG/KABE/KTTN. Winds will
be light and tend to vary but generally favor easterly at less
than 5 knots. Moderate confidence.

Wednesday...Cigs lower to MVFR early in the morning and should
continue to trend downward through the day. Some spotty light
rain around in the morning will give way to a steadier rain
moving in by late day from the west. Winds east to southeast
around 5 knots.

Outlook...

Wednesday night through Thursday night...Sub-VFR conditions with
periods of rain expected. Winds of 5-10 knots gradually shift from
southeast to southwest Wednesday night. Moderate confidence.

Friday...Lingering sub-VFR conditions possible in the morning but
otherwise improving to VFR. Southwest winds around 10 knots in the
morning turn west-northwest in the afternoon, increasing to 15
knots with gusts up to 20 knots. Moderate confidence.

Fri night... Mostly VFR. Fog with lower conditions possible.

Sat... VFR except in scattered showers.

Sat night/Sunday... MVFR or IFR possible with low
clouds/rain/fog.

No marine headlines anticipated through Wednesday. Winds light and
variable this afternoon become easterly tonight increasing to 5-10
knots and then southerly Wednesday at similar speeds. Waves 1-3 feet.

Outlook...

Wednesday night through Thursday...SCA possible. South to southwest
winds of 10-15 knots with gusts up to 20 knots. A few gusts around
25 knots possible. Seas build to 3-5 feet.

Friday...SCA possible early. Winds of 10-15 knots with gusts up to
20 knots gradually shift from the southwest to the northwest. Seas
decrease from 3-5 feet to 2-4 feet.

Fri night/Saturday... Fair weather expected Fri night, then a chance
for showers Saturday. Fog expected. Conditions will remain below SCA
levels.

Sat night thru Monday... SCA conditions expected. Rain Sat night and
Sunday then scattered showers until dawn Monday. Fog expected.

.HYDROLOGY...
During the winter season, you might see a sudden rise in water
levels when looking at a particular gauge on AHPS. You might
even see a gauge in flood. It might be a sudden spike or
something that persists and looks more choppy. For the majority
of cases, this isn't a real rise in the water level, but rather
ice affecting the river gauge. In addition, when the water level
is running high and there's been flooding, debris in the water
can affect how a gauge responds.

With cold air upon us and high water in the channels, we
noticed this occurring today at a couple gauges. We do our best
to eliminate the "bad" data on AHPS and keep the hydrographs as
clean as possible.

Just so there's no confusion or concern, at this time, no
flooding is expected across our forecast area through at least
midweek.
