...FLOOD WARNING IN EFFECT FROM WEDNESDAY, JANUARY 10 TO LATE THIS 
MORNING...

* WHAT...Minor flooding is occurring.

* WHERE...Passaic River at Little Falls.

* WHEN...From Wednesday, January 10 to late this morning.

* IMPACTS...At 5.5 feet, The lower end of East-Holsman Street in 
  Paterson, closest to the river, begins to flood.
  At 6.0 feet, Portions of Hoffman Grove in Wayne sustain some 
  nuisance flooding.
  At 6.5 feet, Low lying areas in the vicinity of Two Bridges in 
  Wayne are flooded. The lower end of Bergen Street in Paterson, 
  closest to the river, begins to flood.
  At 7.0 feet, Minor flooding begins in Lincoln Park, Wayne and 
  Little Falls.
  At 8.0 feet, Flooding occurs in the "Old" Wayne area of Wayne. The 
  recycling center and Wagaraw Road ball field complex in Hawthorne 
  begins to experience flooding.

.SYNOPSIS...
Arctic high pressure builds in through midweek. Another coastal
low pressure system may impact the region by Friday. Cold high
pressure then builds back in for the weekend.

&&

.NEAR TERM /THROUGH TONIGHT/...
Fair but cold weather is expected today across our region. The storm
from yesterday continues to move away and high pressure located
across the Tennessee Valley is building towards the Middle Atlantic
region. We expect mostly clear skies today and some high clouds
tonight. High temperatures today will be in the teens and low 20s
for the northern areas and mid/upper 20s elsewhere. These readings
are 10 to 15 degrees below normal. Lows tonight will favor the teens
and low 20s, so continued below normal.

Winds today will become gusty this afternoon with speeds 10 to 15
mph and gusts up to 25 mph at times. Wind chill values will be in
the single digits this morning and teens this afternoon. Bundle up!

.SHORT TERM /THURSDAY THROUGH FRIDAY NIGHT/...
Friday continues to be the next day to watch for impactful
winter weather in the northern mid-Atlantic. Before that, we'll
see a relatively quiet and notably milder day for Thursday, as
surface high pressure shifts quickly eastward and offshore from
Cape Hatteras. After another cold start, with morning lows in
the teens for many locales, high temperatures will turn out 6-12
degrees higher than Wednesday; mainly in the 30s. While some
sun may be around to start the day from Cape May southward, mid
and high- level clouds will fill in and thicken otherwise. That
will be driven by a weak shortwave trough approaching in WSW
flow aloft. There is some indication from model guidance for
some flurries or light snow at times, particularly from the
Lehigh Valley northwestward, but would not rule out a few flakes
just about anywhere. HREF probabilities of measurable snow are
very low though, especially away from the Poconos.

Most guidance suggest that shortwave will initiate a coastal low
off the Carolinas late Thursday, that heads east-northeast off
Cape Hatteras by Friday morning. Meanwhile, a much stronger
shortwave will be tracking quickly east-southeastward from the
northern Plains early Thursday, to the Mid-Atlantic on Friday.
As it does so, some degree of phasing with the cold upper-trough
dropping southward across the Great Lakes occurs. Just how much
phasing and resulting amplification occurs is key for
determining how much snow we might see on Friday. If the initial
shortwave and surface low dominates and keeps the stronger
thermal gradient and baroclinic zone shifting offshore to our
southeast, while the better upper-level dynamics are 'playing
catch-up', we may only see several hours of light snow with
perhaps an inch or so. If the stronger shortwave can amplify and
back the flow near the coast to allow a surface low to hold
closer to the coast, and increase frontogenetic forcing for a
time on Friday, then several inches of snowfall will be
possible. Southern portions of the Delmarva to the NJ shore may
have some questionable temperatures at least Friday morning that
may keep the precipitation as rain or wet snow, but just inland
should be all snow otherwise. Given the thermal profiles and
forecast soundings, the better forcing may be lined up with the
dendritic growth zone, which would support some higher snow
ratios in the 12-15:1 range, at least away from the immediate
coast. We'll see how the guidance shifts over the next 24 hours,
but we may need to consider issuing advisories for Friday
within the next few forecast shifts.

Otherwise that system will be a quick mover, with the bulk of
any snow falling during the daytime hours on Friday and ending
early Friday evening, followed by a very cold night, with wind
chills possibly nearing or even dropping below 0F.

.LONG TERM /SATURDAY THROUGH TUESDAY/...
A much colder, arctic airmass will follow heading into the
weekend. Strong surface high pressure over the Plains gradually
shifts across the eastern U.S. through Sunday. A cold upper-
trough will pass by on Saturday, resulting in a very cold and
raw day with mostly cloudy skies, gusty northwest winds, and
highs only in the low to mid 20s for most. Some lake effect snow
showers may try to drift into at least northwest portions of
our area, though do not have mention of that in the forecast
yet.

Heading into Sunday, northwest flow aloft eases and temperatures
moderate as the upper-trough shifts offshore and gives way to a
building upper-level ridge. That should mean a sunnier and
milder day for Sunday with lighter winds, but temperatures will
still struggle to reach freezing over most of our region. While
another upper-trough and shot of arctic air passing across New
England early next week may slow our moderating trend, next week
will still feature temperatures rising to near and eventually
above seasonal norms. Some rain may eventually threaten by mid-
week, but that does not look significant at this point.

KILG, KMIV, KACY and surrounding areas...

Today... VFR conditions expected with few clouds expected. West
to Northwest winds increasing to 10 to 15 kts with gusts 20 to
25 kts after 13Z/14Z. High confid.

Tonight... VFR. Mostly clear skies. Winds decreasing to 5 to 10
knots from the West. High confid.

Outlook...

Thursday...Mainly VFR ceilings, possibly becoming sub-VFR late
in the afternoon and at night. Some snow flurries possible,
especially around ABE and RDG. Southwest winds 5-10 knots
becoming light and variable in the evening. Low confidence.

Friday...Sub-VFR conditions with snow. North-northeast winds
10-15 knots becoming northwest at night. Low confidence.

Saturday through Saturday Night...Mainly VFR. Northwest wind
around 10-20 kt and gusts around 25-30 kt. Moderate confidence.

Sunday...VFR. Northwest wind around 10-15 kt and gusts around
20 kt. Moderate confidence.

Winds and seas will remain up today as the pressure gradient between
the retreating low and building high remain over the waters. The SCA
flags will continue today and tonight. Fair weather is expected.
Patchy freezing spray will be possible this afternoon and into the
