.SYNOPSIS...
Cool and dry high pressure will build into the area through
tonight then shift offshore on Friday. A coastal system will
impact the region beginning Friday night through Saturday with
areas of heavy rain and breezy conditions. As the system departs
by Sunday, dry high pressure will settle in from the northeast
into early next week. Another system may impact the region into
the middle of next week.

&&

.NEAR TERM /THROUGH TODAY/...
Mainly clear skies and very dry air in place will foster
excellent radiation cooling conditions, as surface high
pressure builds eastward across the Mid- Atlantic region.
Overnight lows will be in the teens across the southern Poconos
and NW New Jersey and in the 20s elsewhere. Another cold night!

Temperatures will only rebound a bit during the daytime hours
Friday with highs in the upper 30s across the Poconos to around
50 across our portion of the Delmarva. There will be lots of
40s in between. Winds will be much lighter tomorrow and switch
to the southeast in the afternoon. Clouds will begins to lower
and thicken the second half of the day.

.SHORT TERM /TONIGHT THROUGH SUNDAY/...
A strong coastal system bringing areas of heavy rain, with potential
for flooding, and breezy conditions will impact the region beginning
Friday night through Saturday night. Greatest QPF amounts have
shifted north and west, resulting in a wide swath of 2.5 to 3.5
inches of rain expected for much of the forecast area with the
greatest amounts of the I-95 corridor where we could see locally
higher amounts in places, possibly up to 4 inches or greater. A
Flood Watch has been issued for locations at greatest risk to see
the greatest impacts from excessive rainfall.

Rain will begin spreading into the area from south to north Friday
night, especially after midnight. The heaviest rain will begin to
develop by Saturday, especially during the afternoon when some
frontogenetic forcing from the nearby surface low will be most
prevalent as well as the highest PWats. Resulting peak rainfall
rates near 0.25-0.5" will be possible on Saturday. The rain will
taper off from southwest to northeast by late Saturday afternoon and
evening.

Our greatest concern for flooding potential is now centered over the
I-95 corridor where latest guidance has shifted the heaviest
rainfall towards the urban corridor. WPC has now expanded the area
under a Slight Risk in their Excessive Rainfall Outlook to include
the entire coastal plains of southern NJ and Delaware along with the
I-95 corridor in NJ, PA, and DE. This is the type of heavy rainfall
that may lead to standing flood waters in flat, low-lying areas
across the coastal plain, minor poor drainage flooding in urbanized
areas, and flooding of creeks and streams. Both the Passaic and
Raritan River basins are at risk for minor to moderate flooding this
weekend. See the Hydrology section below for more river flood
information.

Breezy to windy conditions will develop on Saturday along the coast
as the low strengthens with SSE winds around 30 mph with gusts
around 40 mph possible. More widespread winds are expected late
Saturday into Saturday night as the surface low pulls away from the
area and cold and dry air advection quickly ramps up. Northerly
winds are forecast to peak around 20-25 mph with peak gusts of 35-45
mph possible. Given the very saturated soils with the preceding
heavy rainfall, these winds may lead to some downed trees and power
outages.

Temperatures will remain relatively mild during this period with
upper 40s to upper 50s during the day Saturday, although the cool
and dry airmass advecting in Saturday night will drop temperatures
into the 20s to low 30s. Resulting wind chills will be around the
teens and 20s much of the area, and in the single digits across the
southern Poconos.

Sunday is expected to be quiet and dry as high pressure builds in
from the north and west. Afternoon temperatures will reach the low
50s for most. Breezy northerly winds will gradually diminish
throughout the afternoon.

.LONG TERM /SUNDAY NIGHT THROUGH THURSDAY/...
Relatively quiet to kick off the week. Upper level ridging will
begin to build in with high pressure nudging in from the north. The
result will be tranquil conditions with seasonal temperatures
through Tuesday. Highs look to be in the low to mid 50s with lows in
the 30s. Monday looks to be the nicer of the two days as mainly
sunny skies are anticipated, with more clouds on Tuesday.

Things turn more unsettled for the middle of the week. High pressure
moves off to the northeast with ridging moving offshore. Most of the
deterministic global guidance has a frontal system coming in
sometime midweek. Some of the guidance has a secondary low forming
along the front, which could enhance rain chances through Thursday.
Still a lot of timing differences and spread among the ensemble and
deterministic guidance, and details will be refined as we get
through the weekend. Temperatures look to remain near climo for the
end of March.

.AVIATION /06Z FRIDAY THROUGH TUESDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG,
KILG, KMIV, KACY and surrounding areas...

Through 12Z...VFR conditions expected. NW winds generally
around 4 to 8 kt, becoming light and variable or even calm in
sheltered areas overnight. High confidence.

Friday...VFR conditions expected. Winds will begin the day from the
From a light north or easterly direction, then switch to the SE
around 5-10 kt for the afternoon. High confidence.

Tonight...VFR conditions early, lowering to MVFR then IFR
through the night with rain developing overnight. Southeast
winds 5- 10 knots, becoming easterly overnight. Moderate
confidence.

Outlook...

Saturday...IFR conditions likely with periods of moderate to
heavy rain through the day. Inland, east to northeast winds 5-10
knots, increasing to the north/northwest 10-15 knots with gusts
20-25 knots. Along the coast (mainly ACY/MIV) SSE winds 20-25
knots with gusts up to 35 knots. Moderate confidence.

Saturday night...Conditions improve to VFR by the evening hours.
North/northwest winds 20-25 knots with gusts 30-40 knots possible.
High confidence.

Sunday...VFR conditions. North winds 15-20 knots gusting to 30 knots
diminish to 10-15 knots gusting to 20 knots in the afternoon. High
confidence.

Sunday Night through Monday...VFR. North/Northeast winds around 10
kt. Moderate confidence.

Monday Night through Tuesday...VFR. East/Northeast winds around 10
kt. Moderate confidence.

.MARINE...
Through 12Z...Winds and seas will continue subside as we go
through the overnight with west-Northwest winds 10-15 kts and
seas 1-3 feet.

Friday...Sub-SCA conditions expected. Winds around 10 kt will
start the day from the north and end the day from the southeast.

Outlook...

Friday night...Conditions are expected to remain below advisory
levels through much of Friday night, although southeast wind gusts
may near 25 kts toward dawn Saturday along with building seas. Rain
developing overnight.

Saturday into Saturday Night...Small Craft Advisory winds and seas
can be expected, with the potential to reach Gale Force wind gusts
during the day. Winds from the SSE during the day will back to the
in the afternoon and evening. Winds turn more northerly overnight.
Seas building to 8-12 feet stay elevated overnight. Moderate to
heavy rain is expected much of the day.

Sunday...Small craft conditions likely with gale-force winds
possible as northerly winds persist.

Sunday Night through Tuesday...SCA conditions anticipated (90%) on
the ocean waters. Winds will generally be out of the northeast
around 15-25 kt with 7 to 10 foot seas. 25-30 kt gusts are expected
Sunday Night through Monday.

.FIRE WEATHER...
Relative Humidity will continue to rise tonight with winds
quickly easing as well. Much lighter winds along with somewhat
higher humidity values are forecast on Friday, greatly limiting
the fire weather threat. While minimum RH may still reach down
close to 30-40 percent during 'peak daytime heating' Friday
afternoon, winds of mainly 5 to 10 mph will preclude the need
for even another Special Weather Statement on Friday.

.HYDROLOGY...
A Flood Watch has been issued for southeastern PA, nearly all of New
Jersey and all of Delaware. Rainfall amounts of 2.5 to 3.5 inches
are expected within the Flood Watch with locally higher amounts
possible. Several river forecast points within the Passaic and
Raritan basins are forecast to go into at least Action Stage within
the next 72 hours. Ensemble guidance shows the potential for minor
to even moderate flooding within these basins. The current axis of
heaviest rainfall is currently forecast to fall from the I-95
corridor on east. There remains some uncertainty in where the
heaviest rain will fall, but any shift north and west could result
in some river flooding within the southeast Pennsylvania basins.

Important to note that rivers within the area are back to normal
levels after several inches of rain fell within the first half of
March. However, with this much rain falling in a rather short amount
of time, some river flooding is possible in addition to the typical
urban and poor drainage flooding.

We attach words like MINOR and MODERATE to river flooding. What
do these words mean?

MINOR FLOODING: Minimal to no property damage, but some public
threat can be expected (e.g. inundation of roads).

MODERATE FLOODING: Some inundation of structures and roads near
streams/rivers are expected. Evacuations of people and/or the
transfer of property to higher elevations can be anticipated.
