.SYNOPSIS...
Cool and dry high pressure will build into the area through
tonight then shift offshore on Friday. A coastal system will
impact the region beginning Friday night through Saturday with
areas of heavy rain and breezy conditions. As the system departs
by Sunday, dry high pressure will settle in from the northeast
into early next week. Another system may impact the region into
the middle of next week.

&&

.NEAR TERM /THROUGH FRIDAY/...
We will stay rather cold and dry today with temperatures around
10 degrees below climo with afternoon highs only making it into
the upper 30s to upper 40s (low 30s across the Pocono Plateau)
and relative humidity values in the 20-30% range. The strong
pressure gradient will remain in place across the area between a
departing low across New England and a building high from the
west. This combination will once again result in gusty winds, 20
to 30 mph at times, on top of very dry conditions, raising
concerns for fire weather risks.

Heading into the overnight hours tonight, the low pressure
system will depart further to the northeast and high pressure
will become more centered over the region keeping skies clear
and conditions dry. This action will also relax the pressure
gradient and, with the decoupling of the boundary layer, allow
winds to decrease to less than 10 mph overnight. Lows overnight
will be in the 20s for most locales (teens in the southern
Poconos and low 30s at the immediate NJ shore/DE beaches). High
pressure moves offshore on Friday but continues to influence the
area with dry conditions and mostly clear skies early. Clouds
begin to increase later in the day ahead of the next low
pressure system. Highs look to be a touch warmer but still below
normal, mainly in the mid 40s to low 50s.

.SHORT TERM /FRIDAY NIGHT THROUGH SATURDAY NIGHT/...
A coastal system bringing areas of heavy rain, with potential
for some flooding, and breezy conditions will impact the region
beginning Friday night through Saturday night.

A developing trough axis will pass just north of our region on
Saturday. A broad area of diffluence aloft will result across
the Mid-Atlantic. Meanwhile, cyclogenesis will occur across the
Carolina coast Friday night with the strengthening surface low
lifting northward and eventually passing just offshore of our
coast by late Saturday. A trough in the subtropical jet across
the Gulf of Mexico will aid with this system tapping into some
deep tropical moisture pushing poleward across the Gulf Stream
on Saturday as well. PWat values are forecast to reach the
1-1.25" range across our coast. Long story short, this will lead
to an area of heavy rain developing across the coastal plain on
Saturday.

Rain will begin spreading into the area from south to north
Friday night, especially after midnight. The heaviest rain will
begin to develop by Saturday, especially during the afternoon
when some frontogenetic forcing from the nearby surface low will
be most prevalent as well as the highest PWats. Resulting peak
rainfall rates near 0.25-0.5" will be possible on Saturday. The
rain will taper off from southwest to northeast by late Saturday
afternoon and evening.

Currently, QPF values range from 1-2" well northwest of I-95 to
widespread 2-3" near and southeast of I-95, also including
portions of central and northeastern New Jersey. Current
guidance continues to support the idea that the greatest axis of
rainfall will occur across the coastal plain of southern New
Jersey and Delmarva. In this region, event total amounts near 4"
or greater may be possible. Our greatest concern for potential
flooding resides across the coastal plain where the heaviest
rainfall axis is currently forecast. However, urbanized areas
along the I-95 corridor may also experience areas of minor
flooding given the excessive amount of rainfall. WPC currently
has much of our coastal plain within the Slight risk area for
excessive rainfall. This is the type of heavy rainfall that may
lead to standing flood waters in flat, low-lying areas across
the coastal plain, minor poor drainage flooding in urbanized
areas, and flooding of creeks and streams. Some river flooding
may be possible in these areas as well, however those details
will become more clear within the next 24 hours.

Breezy to windy conditions will develop late Saturday into
Saturday night as the surface low pulls away from the area and
cold and dry air advection quickly ramps up. Northerly winds are
forecast to peak around 20-25 mph with peak gusts of 35-45 mph
possible. Given the very saturated soils with the preceding
heavy rainfall, these winds may lead to some downed trees and
power outages.

Temperatures will remain relatively mild during this period,
although the cool and dry airmass advecting in Saturday night
will drop temperatures well into the 30s to upper 20s. Resulting
wind chills will be near 20 degrees across much of the area,
and in the single digits across the southern Poconos.

.LONG TERM /SUNDAY THROUGH WEDNESDAY/...
The long term portion of the forecast is expected to start off
dry for Sunday and Monday as high pressure will be building
across eastern Canada and far northern New England, while nosing
its way southeastward into the Mid Atlantic region. Winds will
be out of the northeasterly direction for much of this period
and breezy, so there will likely be some clouds around and
temperatures will be within a few degrees of normal for much of
the area.

By Tuesday and Wednesday uncertainty in the forecast develops
as the high pressure begins to retreat as a weakening cold front
begins to approach the area from the west. With a couple of
short wave/vorticity impulses moving into the area within the
southwest flow aloft, scattered showers will be possible each
day.

.AVIATION /16Z THURSDAY THROUGH MONDAY/...

This afternoon...VFR expected and windy with NW winds around 15
kt with gusts 20 to 30 kt. High confidence.

Tonight through Friday...VFR conditions expected. Winds
generally around 5-10 kts. High confidence.

Outlook...

Friday night...VFR conditions early, lowering to MVFR then IFR
through the night with rain developing overnight. Southeast
winds 5- 10 knots, becoming easterly overnight. Moderate
confidence.

Saturday...IFR conditions likely with periods of moderate to
heavy rain through the day. East to northeast winds 5-10 knots,
increasing to north 10-15 knots with gusts 20-25 knots. Moderate
confidence.

Saturday night...Conditions improve to VFR by the evening
hours. North winds 20-25 knots with gusts 30-40 knots possible.
High confidence.

Sunday-Monday...VFR conditions expected. Northeast winds 10-15

A Small Craft Advisory is in effect for all Atlantic Ocean
coastal waters as well as the Delaware Bay. Gusts of 25-30 kts
are expected to continue into the afternoon for all Atlantic
Ocean coastal waters as well as the Delaware Bay. Winds begin to
diminish later this afternoon and into this evening. Therefore,
the SCA is in effect until 4 PM EDT for the Delaware Bay and
coastal waters south of Little Egg Inlet and until 8 PM EDT for
coastal waters north of Little Egg Inlet. Seas initially 4-6
feet and gradually decrease to 3-5 feet.

Conditions then remain below advisory thresholds tonight
through Friday. Winds 10-15 kts and seas 1-3 feet.

Outlook...

Friday night...Conditions are expected to remain below advisory
levels through much of Friday night, although southeast wind
gusts may near 25 kts toward dawn Saturday along with building
seas. Rain developing overnight.

Saturday...Small Craft Advisory winds and seas can be expected,
with the potential to reach Gale Force wind gusts during the
day. Seas building to 8-12 feet. Moderate to heavy rain is
expected much of the day.

Saturday night-Monday...An extended period of at least Small
Craft Advisory conditions, with likely northerly Gale Force wind
gusts through at least early Sunday. Seas remain elevated near
7-11 feet during this period as well. Fair weather aside from
elevated winds and seas.

A Red Flag Warning will remain in place through this evening
for central and southern New Jersey.

A colder and much drier airmass spread into the region this
morning with surface dew points dropping into the single digits
and low teens. This will result in minimum relative humidity

northwest winds will remain near 10-20 mph in most areas,
strongest farther north, with peak gusts around 25-30 mph
