.Widespread moderate to heavy rainfall has occurred across the 
region over the past 48 hours. Rainfall amounts ranging up to 4.00 
inches is resulting in rapid rises sufficient to cause rivers to 
reach or exceed flood stage.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

Caution is urged when walking near riverbanks.

Even 6 inches of fast-moving flood water can knock you off your feet 
and a depth of 2 feet will float your car. Never try to walk, swim, 
or drive through such swift water. If you come upon flood waters, 
stop, turn around and go another way.

  At 36.0 feet, Flooding begins in the vicinity or 25th and Market 
  Streets, 34th and Market Streets, 36th and Chapline Streets in 
  Wheeling. Water covers the lower parking lot at the Wheeling 
  Island Casino.
  At 36.6 feet, Wheeling Downs Racetrack on Wheeling Island floods.
  At 37.7 feet, Basement flooding begins in businesses along Main 
  Street.
  At 38.0 feet, Portions of Jacob and Wood Streets, south of 43rd 
  Street begin to flood. Wheeling island Casino has to be closed.
  At 39.0 feet, The southern tip of Wheeling Island including 
  Wheeling Downs Racetrack and Gaming and Wheeling Stadium are 
  flooded.
  At 40.0 feet, Backwater flooding begins to affect Main Street near 
  the water treatment plant in Wheeling.
  At 41.0 feet, Water street in Wheeling is flooded near the 
  intersctions with 12th, 21st, 45th, and 48th Streets.
  At 42.0 feet, Flooding reaches the intersection of 39th and 
  McColloch Streets and the intersection of Georgia and North Front 
  Streets in Wheeling.
  At 42.7 feet, Much of southern half of Wheeling Island is flooded 
  and up to Erie Street on the northern half of the island. Low 
  lying sections of South Wheeling are flooded.

  At 16.0 feet, Basement flooding begins through floor drains and 
  other sewer connections. Local interruptions in sanitary service 
  may occur along Gordon's Run from 3rd Street to 6th Street.
  At 17.0 feet, Water overflows wills Creek Valley Road to a depth 
  of 2 feet. Water reaches a depth of 1 foot on North Eighth Street.
  At 18.0 feet, Flood waters begin effecting apartments along Wills 
  Creek Valley Road. Southgate Parkway will also begin flooding near 
  Woodlawn Avenue.
  At 20.0 feet, Flood waters reach residential areas on the west 
  side of Cambridge.
  At 22.0 feet, The North 8th Street Bridge near the school campus 
  is impassable. Flood waters reach Wills Creek Valley Drive near 
  the County Road 35 Bridge. The north side of Cambridge is close to 
  being cut off from access. Water from Wills Creek will flood the 
  west end of Cambridge.
  At 23.0 feet, Flood waters are expected to reach the Cambridge 
  Square Plaza on Route 209. South 10th Street and Orchard Avenue 
  should also begin to feel the effects of the rising waters. Seek

  is impassable. Flood waters reach Wills Creek Valley Drive near 
  the County Road 35 Bridge. The north side of Cambridge is close to 
  being cut off from access. Water from Wills Creek will flood the 
  west end of Cambridge.
  At 23.0 feet, Flood waters are expected to reach the Cambridge 
  Square Plaza on Route 209. South 10th Street and Orchard Avenue

Cooler weather with showers, and snow showers at times will
persist into Friday as low pressure moves slowly across the
upper Ohio Valley. Dry weather returns this weekend under warmer
non winter like weather.

.NEAR TERM /UNTIL 6 PM THIS EVENING/...
KEY MESSAGES:

- Continued rain will continue the flooding threat

- Break in the precipitation this afternoon as drier air moves
  in behind the front.

-Very limited diurnal range in temperatures.

The baroclinic zone continues to slowly move through the region
allowing the moisture in the warm conveyor belt to bring
additional rainfall to the region. One spotter report in
Westmoreland county of 3.18" in the past 20 hours. Forecast is
in good shape with no near term changes.

This afternoon will see an end to widespread precipitation. Much
colder air will move in aloft as the low transitions east, and
in aloft, and increasing instability should result in scattered
convective showers. Graupel and hail will be possible during the
afternoon, especially over eastern Ohio.

.SHORT TERM /6 PM THIS EVENING THROUGH FRIDAY NIGHT/...
KEY MESSAGES:

- Deep closed low with very cold temps aloft keeps showery
  weather across the area with potential for snow

- Accumulations of 6 inches or more in eastern Tucker County
  and light accumulations especially above 2,000 feet elsewhere

Will see a changeover to any precipitation overnight as the
upper low approaches from the west...centered over Western PA by
Thursday afternoon. Although precipitation will mix with or
change to snow in the lower elevations, most accumulations will
be confined to elevations above 2,000 feet and generally only at
night. The main upper low will pull away toward New England
Thursday, with northeasterly flow and cold advection keeping
scattered rain and snow showers in play through the work week,
as well as temperatures averaging about 10 degrees below normal.

The weekend appears to be largely dry with moderating
temperatures as heights rise ahead of a narrow upper ridge
between exiting upper low and new upper low moving into the
central Plains.

Obviously Monday sky cover forecast will be of extreme interest
across a large portion of the area. The trend of having upper
ridging overhead has been decreasing with a moist southwest flow
across the area ahead of Plains trough. Obviously still a week
away, but current trends are certainly more cloudy.

.AVIATION /15Z WEDNESDAY THROUGH SUNDAY/...
MVFR/IFR restrictions continue at most terminals this morning as
a warm front begins to exit to the east, followed by a
cold/occluding front crossing during the morning/early
afternoon. Widespread rain will depart this morning, but showers
and ceiling restrictions are expected this afternoon behind the
occlusion, with perhaps a brief period of improvement. TAFs
will remain a challenge through the day.

Wind will remain gusty, 20 to 25 knots at times, as winds veer
from southeast to southwest/west behind the occluded boundary.

.Outlook... Restrictions, gusty winds, and rain and snow
showers are likely Thursday and Friday, under an upper low. VFR
returns Sat under high pressure.
