.SYNOPSIS...
Conditions will stay dry regionwide on Friday and for much of the
region on Saturday, while temperatures will remain mild with
highs in the 40s and low 50s. A strong frontal system will bring
heavy mountain snow, gusty winds, and areas of lowland rain Sunday
into Monday. Wind gusts of 40 mph or more will be common late in
the day Sunday through Sunday night. Another weather system late
Tuesday through Thursday will likely bring more snow, even down to
the valleys at times, and locally breezy conditions.

.DISCUSSION...
Friday, Saturday, and Sunday: Today will feature brief periods of
sunshine interspersed with morning fog in some typical low-lying
areas. Early morning satellite imagery is revealing localized
stratus and fog sloshing around Spokane, Coeur d'Alene, and Deer
Park as well as the Okanogan Valley. Some very mild temperatures
around the area yesterday (upper 40s and low 50s) will see similar
readings again today under dry conditions. Increasing clouds from
the north today will bring very light precipitation chances
Saturday across the northern Cascades and northern mountains in
far northeast Washington and the Idaho Panhandle. Saturday, with
the light precipitation moving in, we will see our weak ridge
transition to a flat, zonal, unsettled northwest flow ahead of our
more impactful series of storms come Sunday into next week.
Speaking of unsettled and active weather, Sunday we will see our
mild daytime temperatures and bid farewell as a potent frontal
system moves in from the northwest. Cold, moist, unsettled
northwest flow with precipitable water anomalies 180-200% of
normal will align with a strong trough crossing the Cascades late
Sunday into Monday. At this time, we have put into effect Winter
Storm Watches for this first storm system.
*Wind: A surface low in Alberta will act to tighten up the
surface pressure gradient, resulting in strong southwest winds.
Widespread wind gusts of 30-45 mph will be common and
probabilities for these gusts (or higher) continue to increase,
60-80% chances for gusts 45-55 mph. Timing for these stronger
winds will begin to increase late Sunday evening and see a period
of lighter winds and gusts by Monday afternoon (before the next
round).
*Snow: Sunday late afternoon we will begin to see heavy snow fall
in the Cascades and in the Idaho Panhandle mountains. Current
model guidance has a 12-18 hour period of near 1"/hour snowfall
rates for Stevens Pass (50-60% chance for 1"/hr) and a daily
accumulation total from early Sunday morning through late Sunday
night of over 17 inches of snow. Lookout Pass in Idaho will see
less intense snowfall rates and accumulations of around 12 inches
by Monday morning. /Dewey
Monday through Thursday...Monday will start out breezy as the the
trough continues to swing through the area with mountains snow
continuing. Southwest wind gusts will reach 35 mph throughout the
day, gradually decreasing around sunset across the region, but gusts
will remain in the 20-25 mph range overnight. The strongest winds
will be in the Columbia Basin to the Spokane/CDA and LC Valley area.
Mountain snow will still be present, with increasing chances of
showers in the lower elevations throughout the day on Monday. With
this cold front also comes cooler temperatures, with most lower
elevations warming into the upper 30s to low 40s. This will keep
much of the lower elevation seeing precipitation fall as rain.
The pressure gradient remains tight as the back of the trough moves
closer to the PacNW Tuesday, with breezy winds slightly increasing
again throughout the day. Since we will be behind the cold front by
this point, temperatures will also be the coolest on Tuesday, with
highs 5 to 10 degrees below normal (back into the mid 30s).
Widespread precipitation will increase Tuesday afternoon with
mountain snow and lower elevation rain/snow mix. Temperatures will
drop Tuesday night, with precipitation transitioning to mainly snow
along Eastern WA and the ID Panhandle. Snow totals overnight near
Spokane will be less than an inch, increasing towards CDA where 2 to
3 inches is expected. The colder valleys to the north could also see
2-4 inches, with localized higher amounts. Stevens Pass will also
see an additional 15 to 20 inches with this system between Tuesday
and Tuesday night, with an inch an hour expected at times. Lookout
won't see quite as much with this system but will still see an
additional 8-12 inches.
While the flow becomes more zonal starting Wednesday, the pressure
gradient tightens yet again, which also positions the jet stream
directly above the PacNW. The combination of these two will create
another blustery days for not one but two days (Wed and Thur). These
winds are currently forecasted in the 40 to 45 mph range from
daytime Wednesday through Thursday night. The 850 mb winds for
Wednesday and Thursday are currently forecasted stronger than what
the winds Sunday and Monday will bring, so this forecast could
increase as we move closer. This flow will also keep a constant
stream of moisture over the region, with snow continuing to dump on
the mountains with lower elevation rain as temperatures return
towards normal. We will be keeping a close eye at mid to late week
for these strong winds and mountains snow. /KM

.AVIATION...
18Z TAFS: Fog in Spokane, Coeur d'Alene, Deer Park, and the river
valley near Lewiston will erode between 18-21z. Satellite trends
as of 18z show the fog near Lewiston dissipating quicker than the
more expansive fog bank around the Spokane metro. Amendments may
be necessary to delay improvements at GEG, SFF, and COE, but our
confidence is high that the late February sun angle will bring VFR
conditions by mid to late afternoon. The set up for fog during the
early morning hours Saturday is not as favorable. GFS MOS seems a
bit aggressive with visibility reductions of a half mile or less
around the metro again give the increasing mid and high clouds
and more wind/mixing above the boundary layer. /GKoch
FORECAST CONFIDENCE AND/OR ALTERNATE SCENARIOS: Confidence for
visibility and ceiling overnight into Saturday morning is moderate
to low for the Spokane and Coeur d'Alene area. Increasing mid and
high clouds are advertised, especially by the GFS. The last few
mornings, fog development and growth has occurred in the 10-14z
timeframe under clear skies. So the influx of cloud cover around
that time and more wind just above the boundary layer seems to
favor stratus formation in the 500-1500 ft range. HREF
probabilities are below 20 percent for visibility reductions to a
half mile or less for the airports near the metro. However,
ground moisture from frequent precipitation has been very
efficient at making fog in recent weeks and GFS MOS is leaning
toward more fog between 12-18z. /GKoch
