* WHAT...For the High Surf Warning, dangerously large breaking 
  waves of 6 to 10 feet in the surf zone. For the High Rip 
  Current Risk, dangerous rip currents. For the Coastal Flood 
  Warning, significant coastal flooding expected.

* WHERE...Mobile Coastal and Baldwin Coastal Counties.

* WHEN...For the High Surf Warning, until 7 PM CDT Thursday. For 
  the High Rip Current Risk, through Friday afternoon. For the 
  Coastal Flood Warning, from 1 AM to 1 PM CDT Thursday.

* IMPACTS...Numerous roads may be closed. Low lying property 
  including homes, businesses, and some critical infrastructure 
  will be inundated. Some shoreline erosion will occur. Breaking 
  waves can sweep people off jetties and docks, and into 
  dangerous seas. Life-threatening swimming conditions and 
  significant beach erosion can be expected. Rip currents can 
  sweep even the best swimmers away from shore into deeper water.

* ADDITIONAL DETAILS...Around 3 feet inundation, water severely
  impacts portions of Bienville Blvd on the west end of Dauphin
  Island. Significant flooding with several feet of water on
  portions of Bienville Blvd. The last three miles of Bienville
  Blvd becomes impassable and is usually closed at these levels.
  Water will be underneath numerous homes (most of which are
  elevated) on the west end of the Island. Parts of the causeway
  leading to Dauphin Island are often closed due to coastal
  flooding. Most portions of Shell Belt and Coden Belt Roads are
  closed and impassable due to flood waters. Fort Morgan Road
  between mile markers 4 and 6 become flooded. Minor beach erosion
  along the Gulf beaches occurs, but no significant flooding of
  normally dry ground occurs. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Take the necessary actions to protect flood-prone property. If
travel is required, do not drive around barricades or through
water of unknown depth.

Everyone should remain out of the water due to life-threatening
surf conditions. Stay off of jetties, piers, and other waterside
infrastructure.

Swim near a lifeguard. If caught in a rip current, relax and
float. Don't swim against the current. If able, swim in a
direction following the shoreline. If unable to escape, face the

* WHEN...From 1 AM to 1 PM CDT Thursday.

* IMPACTS...Numerous roads may be closed. Low lying property 
  including homes, businesses, and some critical infrastructure 
  will be inundated. Some shoreline erosion will occur.

* ADDITIONAL DETAILS...Around 3 feet inundation, much of the US 
  90/98 Causeway (both lanes), from just west of Battleship Park 
  through the I-10 Interchange area, all the way east to near Mayer 
  Park is flooded and closed to traffic with several feet of water 
  on the lanes in some locations. Some shoreline areas and shoreline 
  streets to the east of Water Street begin to flood. Portions of 
  Conception Street near Three Mile Creek and parts of Telegraph 
  Road near the Industrial Canal can flood. Flooding along Dauphin 
  Island Parkway on the north side of the Dog River Bridge becomes 
  more extensive with the roadway often becoming impassable.Fort 
  Morgan Road between mile markers 4 and 6 become flooded.

  over- wash occurs along Gulf Front beaches, particularly in

Tropical Storm Francine currently over the west central Gulf is
forecast to move northeastward and strengthen to a hurricane
before making landfall along the Louisiana coast on Wednesday or
Wednesday night. This system will bring a number of impacts to the
area including a high risk of rip currents, high surf, locally
heavy rains and a risk of flash flooding, coastal flooding, and
the potential for tornadic activity. For tonight, will have likely
to categorical pops for the coastal counties and much of
southeast Mississippi with lesser pops further inland. Have gone
with categorical pops for the entire area on Wednesday and
Wednesday night, then rain chances gradually taper off from west
to east Thursday into Thursday night as drier air is ushered into
the area. Rainfall totals during the period look to range from 2
to 6 inches, with the higher amounts mostly anticipated over
southeast Mississippi and much of the coastal counties, and a
Flash Flood Watch has been issued for this portion. Plenty of
favorable shear and improving instability will support a potential
for tornadic activity for the entire area mainly from late
Wednesday afternoon into Thursday morning (then tapering off), and
the highest potential looks to be over the coastal counties and
extreme southeast Mississippi. A High Risk of rip currents
continues through Friday, and a High Surf Advisory has been issued
from Wednesday evening through Thursday evening for surf heights
of 6 to 8 feet. A Tropical Storm Warning is now in effect for
Stone and George counties in southeast Mississippi and Mobile and
Baldwin counties in southwest Alabama where wind speeds or wind
gusts will likely reach tropical storm force (39 mph). A Tropical
Storm Watch is in effect for Perry and Greene counties in
southeast Mississippi where winds or winds gusts may reach
tropical storm force. A Storm Surge Watch is in effect for coastal
Alabama for potential inundation of 2 to 4 feet, and a Coastal
Flood Advisory is in effect for the western Florida panhandle for
inundation values of 1 to 2 feet. Lows each night typically range
from the mid 60s well inland to the lower/mid 70s near the coast.
Highs on Wednesday range from the mid 70s well inland to around 80
near the coast, then Thursday will be warmer and range from
around 80 well inland to the mid 80s closer to the coast. /29

A drier airmass moves over the Southeast in the wake of Francine.
Temperatures rebound quickly to around seasonal norms, with little
cool air moving over the forecast area (due to southwest to
westerly flow in Francine's wake). High temperatures in the mid to
upper 80s and low temperatures in the mid 60s to low 70s are
expected. A dry forecast over the weekend sees a return of mainly
isolated rain showers and thunderstorms in the coming week, as
moisture creeps back north over the Southeast in the coming week.
