* WHAT...For the Beach Hazards Statement, dangerous rip currents,
  large breaking waves, and strong longshore currents in the surf
  zone. For the Coastal Flood Advisory, up to 2 feet of 
  inundation above ground level expected in low-lying areas near 
  shorelines and tidal waterways. For the High Surf Advisory, 
  large breaking waves of 5 to 8 feet expected in the surf zone.

* WHEN...For the Beach Hazards Statement, through this evening.

* IMPACTS...Up to 2 feet of inundation above ground level is
  possible in some areas near shorelines and tidal waterways
  resulting in an elevated threat of property damage. Flooding
  will extend inland from the waterfront threatening some homes
  and businesses. Numerous road closures and flooding of vehicles
  will be possible. Dangerous swimming and surfing conditions and
  localized beach erosion. Rip currents can sweep even the best
  swimmers away from shore into deeper water. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

If travel is required, allow extra time as some roads may be
closed. Do not drive around barricades or through water of
unknown depth. Take the necessary actions to protect flood-prone
property.

Inexperienced swimmers should remain out of the water due to
dangerous surf conditions.

Life-threatening rip currents. If caught in a rip current, remain
calm. Swim in a direction following the shoreline. If tired,
float or tread water until out of the rip current. If unable to
escape, face the shore and call or wave for help.

Shore break occurs when waves break directly on the beach. It is
extremely important to protect your head and neck whenever you
are in breaking waves by keeping your hands in front of you at
all times.

Strong longshore currents can sweep swimmers and surfers into rip
currents, piers, jetties and other hazardous areas. In many
cases, the longshore current is strong enough to prevent swimmers
from being able to keep their feet on the bottom making it
difficult to return to shore.

Area Forecast Discussion

.SYNOPSIS...
Low pressure will strengthen along a stalled boundary offshore
of the NC coast tonight before pulling away on Thursday. High
pressure then builds over the region for the rest of the week.

&&

.NEAR TERM /TONIGHT/...
As of 640 PM Wed...

 - Moderate to occasionally heavy rains are expected along the
   Outer Banks from this afternoon into tomorrow

A reinforcing cold front offshore stalls over the Gulfstream
tonight. A deep, positively tilted upper trough will move over
the area today with a cut off low forming over NC late today
then drifting slowly E tonight and tomorrow. This will result in
cyclogenesis along the stalled boundary, with the initially
slow moving low pulling away on Thu.

Light rain continues over the Outer Banks early this evening,
with 12 rainfall totals so far less than 0.10". The coastal
precip should expand in coverage and increase in intensity by
early evening as the coastal low becomes better organized and
the upper low moves overhead. Widespread moderate to
occasionally heavy rains will occur in the vicinity of the
sounds Eward tonight, with the heaviest amounts expected along
the Outer Banks where 1-2" of rain will be possible through
Thursday.

Northerly winds will continue, remaining gusty along the
immediate coast. The clearing and MinTs in the upper 30s to low
40s could support some patchy frost tonight, but the low level
winds are expected to remain coupled, and this mixing should
preclude any frost development.

.SHORT TERM /THURSDAY/...
As of 1545 Wednesday...Cutoff mid level low will be noted just
off the Mid- Atlantic Coast tomorrow morning pushing further
offshore through the day as upper ridging builds in from the W.
In response to this, strong SFC low pressure system which will
be located ~250mi due E of the NC/VA border, will also be
tracking Nward and then Eward away from the coast as surface
ridging builds in from the W. With wrap around moisture coming
in off the Atlantic, cloud cover and scattered showers will be
possible primarily along the OBX and our far NEern zones. Have
kept Chc to likely PoP's in this area early, but cloud coverage
and precip will be thinning from SW to NE through the period as
the SFC low pulls away. The last of the showers are forecast to
pull away from the OBX by mid-afternoon. With at least some
cloud cover forecast across much of the area and a brisk NWerly
wind, MaxTs only get into the upper 50s inland, low 60s coast.

.LONG TERM /THURSDAY NIGHT THROUGH WEDNESDAY/...
As of 4 PM Wed...Ridging eventually becomes centered over the
Eastern Seaboard on Friday and moves little into midweek next
week continuing to bring fair weather and dry conditions to
eastern North Carolina.

Thursday night high pressure ridging begins to build overhead
allowing winds to become light and variable mainly along the
Coastal Plain with clearing skies across all off ENC. This is
forecast to promote good radiational cooling Thurs night
especially along the inland areas allowing temps to fall into
the upper 30s to low 40s inland and in the 50s along the OBX
where cloud cover may stick around a little longer and winds may
remain elevated here promoting ample mixing. Given the colder
low temps inland some patchy frost is not out of the question
especially in our more sheltered areas and have kept patchy
frost in the forecast for now. Will not this is a rather
marginal night for frost so will have to monitor trends in case
we don;t get cold enough inland to support the current frost
potential.

Friday into midweek next week...Upper level ridge builds in from the
west and moves overhead the Eastern Seaboard on Friday. At the
surface high pressure becomes centered over the Eastern Seaboard
and moves little into midweek next week keeping things dry
across ENC. Will note some offshore showers will be possible
mainly from Min onwards as a weak coastal trough sets up but not
expecting any precip to move inland. Temps will gradually
moderate through the weekend back to normal with even some above
normal temps possible by early next week as low level
thicknesses creep up during this timeframe.

.AVIATION /00Z THURSDAY THROUGH MONDAY/...
SHORT TERM /through Thursday/...
As of 640 PM Wed...VFR flight cats are expected through the TAF
period. Drier air continues to move in overnight. Northerly
wind gusts will diminish early this evening, but there should
still be enough of a light breeze overnight to preclude fog
formation. Precip activity expected across OBX through the
period with greatest chance for subVFR flight cats located here.
Thursday, VFR persists with breezy NWerly winds 10G15kt. Skies
clear from SW to NE through the day leading to FEW-SKC for all
terminals by sunset Thurs.

LONG TERM /Thursday Night through Monday/...
As of 4 PM Wed...By Thursday afternoon and beyond expect
primarily VFR conditions with a steady N'rly breeze as high
pressure settles in from the west.In addition to this, scattered
shower activity will be possible as well mainly from the waters
north of Cape Hatteras as wrap around moisture from this
deepening low remains over the area.

.MARINE...
SHORT TERM /through Thursday/...
As of 640 PM Wed...

 - Coastal low to bring elevated winds and seas.

SCA's are now in effect for all of the eastern NC waters. Latest
obs show NNE winds 15-20G25-30kt with seas 3-6 ft. These winds
are expected to persist through the overnight as low pressure
develops off of the coast. Seas will continue to build to 4-6 ft
tonight (especially north of Cape Lookout). SFC low will
continue to deepen off our coast as it tracks NEward tomorrow.
This will keep 15-25 kt Nerly winds with 25-30+ kt gusts over
all our waters through the morning before winds gradually
decrease to sub SCA levels across our inland rivers and sounds
in the afternoon and evening.

Other things of note, currently, obs over inland rivers are
showing sub SCA winds. I have opted to keep the SCAs active for
these zones for now as winds are forecast to peak tomorrow
morning and SCA gusts are certainly possible closer to the
mouths of these rivers. Also, wind gusts peak tomorrow morning
and the first hour or two of the afternoon. During these peak
times, gusts may approach 35kt over outer portions of the Nern
and Central waters. The window for 35kt gusts is rather short,
so have opted to leave the headlines as SCAs rather than a brief
upgrade to Gales.

As the coastal low strengthens, there will be an increased risk
of rain and reduced visibility tonight, especially across the
northern and central coastal waters, as wrap around moisture
from the offshore low enters the FA.

LONG TERM /Thursday night through Monday/...
As of 4 PM Wed... Will have SCA's across all waters to start
the period before SCA's gradually end across our inland waters
Thurs afternoon and evening. Winds ease overnight as high
pressure builds in from the west and the pressure gradient
relaxes. Forecasting N'rly winds at 10-20 kts with gusts around
20-25 kts from Fri through the weekend across most waters before
winds ease even further on Mon next week as the pressure
gradient relaxes further with high pressure ridging centered
overhead. Seas along the coast start out around 4-6 ft Thurs and
as elevated NE'rly swell from the departing low overspreads the
area seas will build across our coastal waters north of Cape
Lookout to 6-9 ft over this weekend with seas gradually lowering
by early next week. South of Cape Hatteras seas will be a
little bit lower as they will be protected from the NE'rly swell
generally ranging from 3-5 to 4-6 ft from Fri on into this
weekend. Given this all waters north of Cape Lookout now have
SCA's extending well into the weekend.

.TIDES/COASTAL FLOODING...
As of 4 PM Wednesday...The combination of persistent Nerly
winds and high astronomical tides are forecast to result in
minor to locally moderate coastal flooding issues along both
Oceanside and Soundside OBX as well as portions of Craven,
Beaufort, mainland Dare, Tyrell, and Washington Counties
starting as early as Thursday and persisting into this weekend.
As a result, have issued Coastal Flood Advisories for these
locations earlier this morning. High astronomical tides will
likely impact Oceanside portions of Carteret County and Outer
Banks Hyde, and Dare Counties first while at the same time
elevated Nerly winds in association with a strong low offshore
will likely bring elevated water levels to soundside locations
as well. Overall expecting up to 1-2 ft of inundation above
normally dry ground across areas in the coastal flood advisory
with highest water levels likely at the typical vulnerable areas
and where dune structures are compromised. As we get into Sat
and Sun an increasing threat for ocean overwash may occur at
locations north of Cape Lookout as elevated NEerly long period
swell begins to impact the area from the aforementioned low as
it departs off to the north and east.
