  a swimmer or surfer head first into the bottom causing neck

* WHAT...For the Beach Hazards Statement, dangerous rip currents
  and large breaking waves in the surf zone. For the High Surf
  Advisory, large breaking waves of 5 to 8 feet expected in the 
  surf zone.

* WHERE...Northern Outer Banks beaches.

* WHEN...For the Beach Hazards Statement, through Sunday 
  evening. For the High Surf Advisory, from 5 AM Sunday to 8 AM 
  EDT Monday.

* IMPACTS...Dangerous swimming and surfing conditions and 
  localized beach erosion. Rip currents can sweep even the best 
  swimmers away from shore into deeper water. Dangerous shore 
  break can throw a swimmer or surfer head first into the bottom 
  causing neck and back injuries.

* ADDITIONAL DETAILS...The most likely time for strong rip
  currents to occur is a couple hours either side of low tide,

.SYNOPSIS...
High pressure over the Eastern Seaboard will gradually shift
offshore by Saturday as a cold front approaches from the west.
Cold front will then track across the Carolinas Sunday into
Monday bringing our next threat for unsettled weather to the
area. Swell from distant Hurricane Ernesto will begin impacting
the coast starting today and persisting into the weekend,
bringing an elevated rip current risk and minor coastal flood
impacts. High pressure then builds in from the north and west
next week once again bringing fair weather to ENC.

.NEAR TERM /THROUGH SATURDAY/...
As of 3 PM Friday...High pressure will remain dominant through
the rest of the day. The diurnal cu field will stick around for
a few more hours but no showers are expected. Tonight, cloud
cover will increase and keep us from radiating as well as we did
last night, so low temps will be a few degrees warmer in the
mid to upper 60s across the coastal plain and low 70s at the
beaches. Some fog and low stratus are possible late
tonight/early tomorrow morning, but coverage is not expected to
be widespread.

.SHORT TERM /SATURDAY NIGHT THROUGH 6 PM SATURDAY/...
As of 3 PM Friday...The upper ridge will start to break down and
slide offshore as an upper trough digs across the Great Lakes
region. At the surface, high pressure will move offshore and a
low pressure system will drag a cold front across the
Appalachians. Moisture, clouds, and PoPs will be increasing
ahead of this front. Isolated to widely scattered showers are
possible Saturday morning but the afternoon has a better shot at
seeing development. A stray thunderstorm cannot be ruled out but
the severe threat is low.

Highs will reach the upper 80s across the coastal plain and low
to mid 80s at the beaches.

.LONG TERM /SATURDAY NIGHT THROUGH FRIDAY/...
As of 330 AM Fri...Mainly dry through Sat, then showers and
storms, possibly severe, on Sunday. Cont threat of showers for
the start of the work week, then dry and cool mid to late in the
week.

Sunday...Aforementioned front moves ewrd into ENC late weekend,
bringing with it good covg of showers and storms, esp late
afternoon into the evening. Have inc pops into the low end
likely range (60%). There could be a severe threat as well,
with ML CAPES per ECM guidance indicative of values aoa 2k J/KG
and deep layer shear aoa 30 kt. Convection migrates to the coast
and offshore after midnight.

Monday...Upr trough remains west of the region with the front
stalling through Monday. Therefore, chances for precip cont, and
have cont to advertise 40-50% pops during the afternoon hours.

Tuesday through Thursday...Cold front expected to push through,
thus precip chances wane and mostly dry and cooler conditions
are expected. With lee side of upr trough still west of the
region however, there may cont to be an afternoon shower threat,
and have 30% pops Tue afternoon, dropping to 20% Wed. Temps
drop back down to below climo, with highs in the low 80s, and
lows 60-65 (near 70 beaches). In fact, by Thu morning, there
may be some iso pockets of upper 50s in the favorable cool
spots across interior ENC.

.AVIATION /23Z FRIDAY THROUGH WEDNESDAY/...
SHORT TERM /Through Saturday/...
As of 7:30 PM Friday...Predominantly VFR conditions expected
through the period. Greater cloud coverage will move in from
the west after midnight and overspread the area through the
morning and afternoon. The column will be moistening as a cold
front approaches from the west so although the threat for
impactful fog and low stratus is low (< 10% chance), there's a
better signal for development than there has been the past
couple of nights. Confidence in development and coverage of
sub-VFR cats is not high enough to include in the TAFs at this
time. Tomorrow, isolated to very scattered showers are may
develop across the coastal plain and a stray thunderstorm is
possible.

LONG TERM /Saturday night through Tuesday/...
As of 330 AM Fri...Unsettled weather returns late in the
weekend in the form of showers and storms. Light winds and good
radiational cooling conditions will continue to bring the chance
for late night/early morning patchy fog and stratus most
mornings, especially given the saturated ground. Cold front will
move through by early next week, though some iso/sct showers
are still possible in the afternoon hours. Drier weather returns
by midweek.

SHORT TERM /through Tonight/...
As of 3 PM Friday...

 - Ernesto swell begins to impact the coastal waters today

Increasingly hazardous marine conditions will occur beginning
today as long period swell from distant Hurricane Ernesto
impacts the waters of NC. SCAs are in effect for all of the
coastal waters through the weekend. Winds will be light (10 kt
or less) through tonight with the flow NE to E today becoming
SE to S late tonight.

3-7 ft seas this afternoon will build peak at 5-9 ft late
tonight. The swell will subside slightly to 4-7 ft by Saturday
morning. Periods will be around 14 seconds through tonight.

LONG TERM /Saturday through Tuesday/...
As of 330 AM Fri...Tropical Cyclone Ernesto passes close to
Bermuda this weekend. Wave guidance suggests long period swells
will impact the waters into early next week as Ernesto only
slowly moves northward. The long period swells could make inlet
conditions particularly dangerous at times of opposing
winds/currents/tides and perpendicular swell energy (SE/E/NE
direction), especially for southeast and east facing inlets
along the NC coast. The large swells finally subside Monday
night.

.HYDROLOGY...
As of 3:30 PM Friday...The Neuse River at Kinston has reached
moderate flood stage. River flooding will continue across many
river basins in Eastern NC, including the Trent, Neuse, and Tar
Rivers as well as several tributaries. River flooding will
persist through the weekend and into next week as the abundant
rainfall that occurred across the NC Piedmont, upstream of the
forecast area, makes its way towards the sounds and coast. It
should be noted that some of the worst river flooding is still
yet to come, with some rivers not cresting until this weekend.

.TIDES/COASTAL FLOODING...
As of 3:30 PM Friday...Hurricane Ernesto is forecast to pass well
to the east today into this weekend. Powerful long period swells
from the distant hurricane will combine with high astronomical
tides, leading to several coastal hazards beginning today and
persisting through the weekend. Dangerous rip currents and rough
surf are expected for the beaches. There is also potential for
beach erosion and ocean overwash (esp. where dune structures are
vulnerable). The greatest window of concern will be from this
afternoon/evening into early next week. A High Surf Advisory is
in effect from Oregon Inlet to Surf City for dangerous breaking
waves of 6-9 ft. In addition, a Coastal Flood Advisory is in
effect from Oregon Inlet to Cape Lookout for 1-2 feet of
inundation. Vulnerable dune structures along Ocracoke and
Hatteras Islands will be most susceptible to impacts from beach
erosion and ocean overwash.
