.SYNOPSIS...
Tropical Depression Debby will continue to lift across North
Carolina tonight, then accelerate northeastward across the Mid
Atlantic states Friday and into New England Saturday. Debby will
continue to impacts to eastern NC through Friday, including
periods of heavy rainfall bringing the threat of flash flooding
as well as the threat for tornadoes.

.NEAR TERM /TONIGHT/...
As of 7 PM Thu...Tropical Depression Debby remains well off to
the west of ENC this evening and the system will continue to
track north eventually making its way into the Mid-Atlantic by
Friday morning. We continue to see isolated bands of showers and
storms across the area as of this update. While the tornado
threat is relatively lower than prior hours, there remains a
low end threat for a quick spin up in any of the incoming
rainbands tonight. As a result, we have recently issued a
tornado watch which now goes out until 7AM.
Debby continues to weaken this afternoon as the center of the
cyclone drifts northwards towards the NC/SC border, less than
100 miles southeast of Charlotte. Although rain bands continue
to cross eastern NC, they are becoming increasingly broken in
nature as deeper moisture departs to the north. Still, with a
moist southerly low-level fetch off of the Atlantic the shower
and isolated thunderstorm threat will continue through tonight,
although the highest PoPs are confined west of Highway 70 closer
to the main circulation. The tornado threat, while still non-
zero, has steadily decreased this afternoon as higher helicity
also shifts northward and ENC finds itself increasingly out of
the favored NE quadrant of the cyclone.
While showers and storms will be more isolated, given the very
tropical airmass still in place characterized by PWATs exceeding
2.5", torrential rainfall leading to at least isolated pockets of
flash flooding in urban and vulnerable areas is likely into tonight.
An additional 1-2" of rain is forecast to fall into tomorrow
morning, with higher amounts possible in stronger convection. River
flooding concerns increase into the weekend, as well as lingering
minor coastal flooding - see the HYDROLOGY and TIDES/COASTAL
FLOODING section for more details.
Very humid night on tap once again, with lows in the upper 70s to
around 80 for area beaches.

.SHORT TERM /FRIDAY/...
As of 500 PM Thu...Debby continues to lift northward tomorrow with
lingering shower and thunderstorm activity in the morning hours. We
begin to return to a more typical summertime pattern tomorrow, as
CAMs show a flare up of activity along a developing sea breeze in
the afternoon. Although PWATs will be steadily falling tomorrow,
they will still remain at around 2" and forecast soundings still
point to an environment favorable for efficient rainfall processes.
We will still have to watch for a flash flooding threat with any of
these storms, given heavily saturated soils. There may still be
enough lingering shear across the northern half of the FA to support
a few stronger storms capable of damaging wind gusts, and SPC
carries a Marginal Risk (Level 1 of 5) to capture this threat.
Slightly warmer tomorrow as cloud cover stubbornly holds on, with
highs in the low to mid 80s.

.LONG TERM /FRIDAY NIGHT THROUGH THURSDAY/...
As of 0500 Thursday...Wet pattern persists with periods of
moderate to heavy rain as TC Debby lifts north Friday and a cold
front approaches the area this weekend and potentially lingers
offshore into early next week.
The official track has the center of Debby lifting across VA
Friday and accelerating NNE and approaching New England Friday
night. Regardless of exact track, how organized it is or is not,
how it interacts with the stalled front to the NE and its
parent trough, barotropic vs baroclinic, etc...all of which have
vastly different explicit solutions for the wind fields, all
possibilities keep the FA under a strong influx of tropical
moisture into the weekend. Periods of moderate to heavy rainfall
remain possible through at least Friday when the storm will
make its closest approach to the FA. See HYDRO section below for
possible flooding impacts.
Conditions begin to improve through the weekend as the passing
of Debby spurs a cold front to cross the area. However, some
question remains for the exact timing of FROPA and just how far
S the front makes it before stalling. Diurnally enhanced
showers and tstorms remain possible through through the weekend,
but rainfall rates will be considerably less than the tropical
downpours experienced earlier in the week. Early next week upper
level troughing sets up over ECONUS sending us back to a more
typical summer time, diurnal/seabreeze convection pattern
depending on exact location of the front.

SHORT TERM /Through Fri/...
As of 720 PM Thu...A mix of MVFR and VFR ceilings remain across
ENC this evening with the general expectation for continued
MVFR or worse ceilings especially within any leftover rainbands
tonight. Kept a mix of MVFR and IFR ceilings for the rest of
tonight with brief periods of gusts up near 20 kts at times. As
we get into tomorrow expect continued chances for showers and
isolated storms though ceilings should finally lift to VFR by
Fri afternoon.
LONG TERM /Friday through Monday/...
As of 0510 Thursday...TC Debby will impact the area into the
weekend bringing periods of heavy rain, low CIGs, and gusty
winds into Saturday morning. Extended periods of flight
restrictions likely before conditions improve late in the
weekend behind a cold front that could linger near the area into
early next week.

SHORT TERM /through Tonight/...
As of 500 PM Thurs...All tropical headlines have been dropped this
afternoon as Debby is downgraded to a depression. Strong winds
remain a threat for all waters in the short term as the cyclone
departs to the north, and a few spotty gusts to 35 kt are still
possible for the waters south of Ocracoke Inlet, especially in any
passing convection. Southerly winds will be slow to decrease
tomorrow, and SCA will extend into tomorrow. Seas this afternoon
have hit their peak at around 10-12 feet, especially in Onslow and
Raleigh Bays, and these will also slowly fall through the period but
not fall below 6 feet until after sunset on Friday.
LONG TERM /Friday through Monday/...
As of 530 AM Thursday...Debby is currently forecast to pass W
of the area Friday and depart to the NE Sat in conjunction with
a cold front passing through from NW to SE on Sunday.

.HYDROLOGY...
As of 500 PM Thurs...Flood Watch continues for the area through
tomorrow. Bands of heavy rainfall over the past 48 hours have
brought widespread 2-4" with several areas receiving 6-7" with
isolated higher amounts per MRMS. Bands of heavy rainfall with rates
in excess of 2" per hour will continue to bring the threat of flash
flooding into tomorrow morning. Additional rainfall amounts of 1-2
inches with locally higher amounts will be possible. Additionally,
the risk for inland river flooding will increase late this week and
next week. It should be noted that there remains potential for
significant river flooding to occur if the current rainfall forecast
holds.

.TIDES/COASTAL FLOODING...
As of 500 PM Thur...Minor storm surge inundation 1-2 ft will be
possible for coastal areas from Surf City to Ocracoke Inlet into
tomorrow. Water rises are also possible for inland rivers, where the
coastal flood advisory remains in effect. High Surf Advisory remains
from Hatteras Island down to Surf City. Rough surf and localized
beach erosion are expected. There is also potential for localized
ocean overwash from Hatteras Island down to Surf City in locations
with vulnerable dune structure, esp around times of high tide.
Dangerous rip currents and shorebreak will also continue to be a
threat for the beaches, continuing into the weekend.
