.SYNOPSIS...
Very light wintry precipitation continues today as a weak storm
slips out into the Gulf of Maine. It will be hard for
temperatures to climb above freezing through tonight, and we
will run the risk of some freezing rain or drizzle much of that
time. A much stronger storm will arrive Wednesday, with heavy
rain and strong winds becoming more likely. After midnight a
cold front will sweep both the mild air and heavy rainfall out
of the area and usher in the return of typical December
temperatures. High pressure will return and last into the
weekend.

.NEAR TERM /UNTIL 6 PM THIS EVENING/...

1000AM Update...Observations are currently trending a little
cooler than expected. Satellite imagery shows thick clouds over
the region, with freezing mist / drizzle reported across the
forecast area this morning. Opted to increase precipitation
chances today to try to better capture the more widespread
freezing drizzle we're experiencing. Ice (and QPF) amounts will
likely be pretty light (~0.01-0.03), but any amount of ice can
cause slick travel on untreated surfaces, so the Winter Weather
Advisory was extended through the day. Freezing drizzle is
likely to transition to freezing rain overnight across the
interior, with a bit more ice expected there in time for
tomorrow morning's commute.

7AM Update...Issued a flood watch for Wed-Thu morning. See
hydro discussion below.

Previous discussion...There is still a threat of WAA driven
drizzle and isolated showers for the next several hours before
lift decreases and there is a better chance of a break in
precip.With low pressure in the Gulf of ME now...and
ageostrophic flow northerly across the forecast area...I feel
comfortable that much of the area is going to fail to reach
freezing today. The question is how much precip do we see. WAA
will continue...so at least weak lift is possible thru the day.
Periods of freezing drizzle are likely at times today until we
get a little drying by afternoon. It will be most likely across
the interior...where cold air damming will be the most stout.
Winter weather advisories look good in location and timing based
on current observations.

.SHORT TERM /6 PM THIS EVENING THROUGH 6 PM WEDNESDAY/...
Impacts and Key Messages:
* Heavy rain and high winds expected starting Wednesday *

For starters I continued with hi-res guidance for temp trends.
Cold air damming should hold tough tonight and into Wed before
giving ground. So as initial precip comes in late this evening
there will be areas of freezing rain across the foothills and
mtns. Overall it will be near freezing and rainfall rates will
be on the higher side...so I do not anticipate the ice accretion
efficiency to be that good. However it will be enough to
potentially lead to slick spots and a continuation or new winter
weather advisories are possible.

By Wed morning convective elements within the precip shield
should lead to some higher rainfall rates. Around this time the
latent heat of freezing should have also helped to nudge temps
up to around 32 degrees...and any real icing threat should be
over. Southerly flow will target the foothills and southeast
facing slopes with the heaviest rain thru the day. I also cannot
rule out a rumble or two of thunder...as there will be some
elevated instability. Given the already multifaceted storm
system I opted not to include thunder at this time...but future
updates may need to add it in. Rain will continue into the late
evening...but a general 2 to 3 inches with locally higher
amounts is expected. For more information see the Hydrology
section below.

.LONG TERM /WEDNESDAY NIGHT THROUGH TUESDAY/...
Overview...

A strong storm moves through New England through Wednesday
night with heavy rainfall and potentially damaging winds. The
storm moves away Thursday. Cooler air returns for the end of the
week and next weekend with a strong high pressure center
building into New England.

Details...

Strong to damaging winds continue to be another concern,
particularly along the MidCoast and through the Kennebec valley
region in central Maine. A strong southerly LLJ of around 90kt
at 850mb develops Wednesday evening ahead of the front. Just how
quickly this organizes continues to be the greatest factor in
determining the wind speeds, with chances for the strongest
winds gradually increasing further east. The wind forecast has
been increased with this update, with generally 40-50 mph gusts
expected along much of the coastline and into central Maine. I
have issued a high wind watch to cover the potential threat
area. However there is still lower confidence because it will
take a lot of work to overcome the cold air damming across
western ME. There is still room for this wind forecast to trend
in either direction. A track further west and a more quickly
strengthening LLJ would push wind speeds higher, but for now
we'll continue to hold off on leaning too far toward the higher
end scenarios.

The storm system moves through Wednesday night, with precip
quickly shutting off with the passage of the cold front after
midnight. Upslope showers change to snow showers as colder air
pours back into the area. Relatively cooler air returns for
Thursday, with seasonably cool air returning by Friday. High
pressure builds in from Friday through the weekend, with
seasonable temperatures continuing.

.AVIATION /15Z TUESDAY THROUGH SATURDAY/...
Short Term...Widespread IFR is occuring at most TAF sites.
Areas of LIFR are being reported along the coast and in portions
of southern NH. Restrictions are generally being driven by low
CIGs...but some FZDZ will reduce VIS at times. I do anticipate
CIGs to lower thru morning and into midday. The best chance for
FZDZ will be this morning...though it will be hard to rule it
out at any point today. Conditions likely do not improve much as
WAA continues over cold boundary layer...though a break in
precip is likely at some point later today before steady precip
arrives tonight.

Long Term...Heavy rain comes to an end Wednesday night, with
strong southerly wind gusts of 30-40kt likely along the coast
becoming westerly. MVFR to IFR ceilings are likely. Drier
conditions return Thursday, with MVFR ceilings possible at HIE
in upslope flow. High pressure brings mainly VFR conditions by
the end of the week.

.MARINE...
Short Term...Low pressure passing into the Gulf of ME this
morning is allowing northeasterly winds to slowly diminish. SCA
remains in effect but conditions are expected to drop below
criteria by midday. Wed afternoon southerly winds will increase.
Storm force winds are possible by the evening and will
potentially continue thru midnight.

Long Term...Potential storm force winds become westerly gales
behind the storm into Thursday. High pressure building across
the waters by late in the week allowing winds and seas to
diminish.

.HYDROLOGY...
Concerns are growing that the area will experience significant
flood conditions late Wednesday into Thursday. An anomalous
atmospheric river event is on track to impact the region,
bringing heavy rainfall. The heavy rain and warm dewpoints will
obliterate the snowpack south of the foothills, contributing to
the area runoff. Some penetration of the higher dewpoints into
the mountains looks possible, which will favor increased melt
than earlier projections. This raises concerns for moderate to
possibly major river and stream levels. Hydrologic models are
processing new snow observations and changing meteorological
conditions and should have better risk analysis by midday. The
snowpack for northern counties like Coos, Oxford to Somerset
will see less flood concerns due to deeper and colder snowpack
and less rain from downslope winds, but can't rule out overland
flooding particularly in low lying areas. The area of most
concern remains the foothills where the rain and snowmelt are
projected to be highest. Looking at combined runoff around
3-5". River rises are expected to break up ice which could
cause unexpected ice jams.

Questions have been raised about this event in comparison to
disastrous flood of last December. There is more storage for
runoff with low stream levels across most of the region than
there was last year, this storm will be more progressive, and
the snowmelt from the mountains will be less. However, it is
possible that some localized flooding could result in similar
impacts, so don't let your guard down. Flooding from this event
has the potential to be significant and preparations should be
made now. More details on expected river crests will be made
available later today.
