AREA FORECAST DISCUSSION

.SYNOPSIS...Unsettled weather conditions this weekend through the
first half of next week, with two impactful storm systems moving
across Northern California. Periods of moderate to localize heavy
rainfall, mountain snow (NE Trinity County), and strong southerly
winds.

.DISCUSSION...Latest GOES- West satellite imagery shows a broad
area of cyclonic rotation over NERN Pacific, just south of Alaska.
While a shortwave trough within the broader circulation, approaches
from the southwest with multiple lightning strikes observed early
this morning. An associated frontal boundary along with a plume
of subtropical moisture ingested to the southwesterly flow has
been moving onshore this morning. The WAA is aiding in snow levels
rising to above 5,000-7,000 feet MSL. As of 3AM PST, radar showed
scattered to numerous showers, mostly over the waters. Precipitation
is expected to increase in coverage this morning and become
widespread stratiform rain with moderate to localize heavy
periods of rainfall ahead of the strong shortwave late
morning/early afternoon. Increasing instability will promote a
threat of isolated thunderstorms and brief heavy downpours late
this afternoon and evening. Convective allowing models (CAMs)
indicates localize strong returns over Humboldt and northern
Mendocino late this afternoon. The HREF guidance indicates max
rain rates up to 0.5 in/hr this afternoon over the southerly
facing terrain. Otherwise, generally hourly rain rates will range
around 0.2 in or less today. Rainfall amounts are forecast to
range from 1 to 3 inches through late tonight, with localized up
to 4 inches forecasted for southwest Humboldt County.

In addition, a tight pressure gradient combined with a 40-60 kts
jet streak around 925-850 mb is promoting gusty southerly winds
this morning. Gusts around 45 to around 60 MPH are already
observed over the higher terrain in Humboldt and Del Norte
Counties, with the strongest winds so far reported on Kneeland
with 63MPH. The coastal barrier jet will developed across
the entire NW California Coast later this morning, resulting in
widespread increasing winds with the strongest winds remaining
over the highest elevations above 2,000 feet with gust between 30
to 50MPH. A Wind Advisory remain in effect through this afternoon
for Del Norte, Humboldt and NW Mendocino counties.

This warm system will remain confined snow levels over 5,000 feet
today. Mountain snow are expected mainly over the NE Trinity
County today. As the frontal system moves eastward this
afternoon, upslope southerly flow into the terrain will aid in
adiabatic forcing of the moist air this afternoon and evening.
Moderate to brief heavy snowfall is expected as result. Scott
Mountain Pass on Highway 3 may see up to 9 inches of snowfall in
a period of 12 hours from this afternoon through tonight. A Winter
Storm Warning is in effect through late tonight for NE Trinity,
including Scott Mountain Summit on Highway 3.

A brief lull in precipitation is expected late tonight through
Sunday morning as the shortwave move away of the area. However,
a Pacific cyclone will cutoff from the parent low pressure system
and head east toward our coastline. The local pressure gradient
will quickly increase, with strengthening southerly winds in
response. The cyclone will be weakening on approach, but will
carry 925-850mb winds around 40-60 kts that currently look to near
the coastline. Meso- and synoptic scale ascent, deep-layer
saturation, and IVT values associated with the 925-850mb speed max
will favor periods of moderate to locally heavy rainfall Sunday
night through early next week. The locally heavy rainfall will be
focused over southwestern Humboldt, Mendocino and Lake counties
due to maximum overlap of the previously mentioned rainfall
ingredients. Rainfall amounts from this system is forecast to
range from 1.5 to 4 inches of rain from Sunday afternoon through
Tuesday afternoon. Up to 5 inches are forecast for southwestern
Humboldt. The heavy rainfall will lead to rapid rises on river,
streams, and creeks. See hydrology section below.

In the wave of the first system, snow levels are expected to
lower to 3,000 to 4,000 feet early Sunday morning. However, an
occluded frontal system along subtropical plume moisture will
bring WAA promoting snow levels rising to above 4,500 feet Sunday
afternoon. With more significant snow impacts confined over NE
Trinity County Sunday through Tuesday.

As the low stalls off the coast and weakens, at least moderate
rainfall will continue to fall over the far southern counties
through Tuesday, and this will likely exacerbate any ongoing
flooding issues. /ZVS

.AVIATION...Rain will spread over the terminals today bringing a
a risk for MVFR ceilings and IFR vsbys in moderate to heavy rain.
Isolated tstms and brief heavy downpours are also possible at
coastal terminals this afternoon and evening. Low level wind shear
will also be a hazard for all terminals through mid afternoon, but
should diminish late in the day and this evening as the rain winds
down. Mixing and cloud cover will limit longwave cooling and greatly
reduce the potential for LIFR in fog and low clouds tonight. DB

.MARINE...Series of fronts will impact the waters with gales, steep
wind waves and long period westerly swell through early next week.
First front has been slow to progress eastward with development of a
wave. So far observed gale force winds at the buoys have been
minimal. Convective allowing mesoscale models indicate potential for
isolated thunderstorms. With 925mb winds ~50 kt and increasing
instability, isolated gusts to 40-50kt are certainly possible.
Coverage of gale gusts per the guidance decreases this afternoon.
Seas will remain very steep and elevated with a combination of
building westerly swell and decaying short period waves. Thus, a
hazardous seas warning has been hoisted following the gale.

Occluded frontal system will rapidly approach from the SW on Sunday,
bringing brief gales and steep waves, primarily south of Cape
Mendocino and over the outer waters. Coverage will be greatest south
of Cape Mendo. Surface low pressure will track NE inside 130W on
Monday. Widespread gales and localized storm force gusts nearshore
are forecast Monday afternoon into early Tuesday morning.
Pressure gradients may remain tight during the day on Tuesday as the
low slowly meanders northward into PacNW waters. South winds are
forecast to slacken up, but short period seas are forecast to remain
elevated. DB

.HYDROLOGY...Periods of moderate to heavy rainfall is forecast
for late this morning/early afternoon through tonight as the first
of two storm systems moves through. Rain rates generally up to
0.2 in/hr, with a brief and localized up to 0.5 in/hr. WPC issued
a Slight Risk of excessive rainfall portions of NW California
today, including southern Humboldt, Mendocino and Lake counties.
The heavy rainfall will lead to rapid rises on rivers, streams
and creeks this afternoon and evening. Ponding of water is likely
for low- lying or poorly drained areas. There is a risk of minor
flooding of urban and small streams through late tonight.
Mainstream rivers are expected to rise quickly today, but will
remain below flood stage.

A second storm will bring additional periods of moderate to
localized heavy rainfall Sunday through the first half of next
week. Once again a rapid rises on rivers, streams and creeks are
expected. This will bring another risk of minor flooding of urban
and streams as result. WPC continues to have portions of our area
in a "Slight Risk" for excessive rainfall Sunday through Tuesday.
The Russian River is now around 40 percent chance of exceeding
flood stage this weekend through Monday. Scott's Creek is also to
rises quickly Sunday and exceed monitor stage (9 feet) by Monday.
Clear Lake in Lake County rises through the weekend and exceed
monitor stage (8 feet) on Tuesday, and may bring minor flooding of
some lake side residents. /ZVS

.BEACH HAZARDS...A westerly swell will build to 13 to 15 feet at 17
to 19 seconds today, peaking this evening. This long period wave
group will pose a risk to beachgoers and bring a threat of shoaling.
Forecast breaker heights are forecast just under criteria of 22
feet, so will highlight the threat in a weather story graphic and
social media posts. Another long period west swell will build around
mid week and will pose a hazard to beachgoers. DB
