Area Forecast Discussion

.SYNOPSIS...
Winter storms will impact central PA today and Friday with
rain, snow, wind, and flooding threats. Noticeably colder
temperatures are forecast by the end of the weekend.

&&

.NEAR TERM /THROUGH TONIGHT/...
Yesterday's signal for a front end snow thump has materialized
with areas from the Laurels through the WC and C Mountains
having seen a quick 2 to 5 inch accumulation this morning.
Dramatic snowfall rates and reflectivities have accompanied
the heavy snow, with some of the largest aggregates I've seen
occasionally tripping DP hydrometeor hail classifiction.

The warm air is on the move and messy mix to to sleet and rain
is occurring from south to north, slowest over the Laurel
Highlands and WC Mountains. Here at Innovation Park southeast of
campus, we have repeatedly gone from heavy snow to mixed sleet
and rain and back again several times. Strong forcing will keep
this back and forth transition going through midday, with
additional coatings of high SLR slush across the central and
south. Best additional snow accumulations will be north of I-80
with again a general 2 to 5 inches expected before the warm air
wins by late afternoon.

9:15 AM: 4.3 inches measured at Penn State Altoona and a 5.4"
from our Glencoe observer from this morning's burst of heavy
snowfall. Transition to sleet and rain occurring central and
south with minimal additional snow accumulations south of I-80,
but we'll see similar 2 to 4 inch amounts up to parts of McKean
and Potter through the midday hours. No additional updates at
this time.

805 AM: Doubled snow amounts into the central mountains
as 1.5-2" per hour rates are lifting across the area. KCCX
WSR-88D sampling of aggregates bumped hydrometeor classification
into hail, a first that I've seen. In the bizarre category, a
large flock of starlings simultaneously flew over our office at
Innovation Park (between State College and UNV). Very possible
that this large biological target was being sampled along with
the heavy snow. A general 2 to 5" range is now being mentioned
for the Winter Weather Advisory, which we've expanded to include
Elk, Cameron, Potter, McKean and Clinton Counties

730AM: Quick WSW update to boost snow totals over the
Laurel Highlands up to 4 inches.

7AM: Snow onset running an hour or so ahead of schedule which is
not surprising given the strong WAA signal. Expect heaviest
rates from now through mid morning with snow expanding into the
northern tier. Heaviest snow on radar and confirmed via
RWIS/MVIEW cams is lifting north from US22 along I99 and should
reach a FIG to UNV line by ~730AM.

Previous Discussion Issued 513 AM EST Tue Jan 9 2024

A major winter storm will track to the west of central PA
through tonight, progressing northeastward from the mid MS/
lower OH Valley into the eastern Great Lakes and southern
Ontario by 12Z Wed. Impressive moist advection embedded within
a very strong/highly anomalous 70-80kt south-southeast 850mb
flow will drive PWs to +3-4SD and IVT from as high as +8 sigma
over the Mid-Atlantic, indicative of how anomalous the moisture
is lifting across the region. Strong synoptic scale lift
combined with the magnitude of moisture available will result in
a shield of heavy precipitation lifting across the area this
morning into the evening.

Model soundings/thermal profiles support an initial, relatively
brief 2-4 hour period of snow/wintry mix at the onset before a
transition to rain via strong WAA. Snow rates up to 1 in/hr are
possible for a very short duration. A quick 1-3" snow accum is
expected by noon from the Laurel Highlands north through the
central mtns into the northern tier. While snow may transition
to sleet/freezing rain before going to all rain, the heavy rates
and marginal/warming sfc temps should limit ice accretion
efficiency.

An anomalous (+4SD) southerly low level jet and associated plume
of GOMEX moisture, overrunning a retreating low level stable
air mass should result in a period of moderate to heavy rain
into Tuesday evening, with an accompanying flood risk lasting
into Wednesday. Latest ensemble data supports a widespread 1.25
to 1.75 rainfall, with amounts in excess of 2 inches where the
strengthening southeast flow is forced to ascend the ridgetops
of Central and Eastern PA. The combination of rain and snowmelt
is likely to produce minor flooding over a good portion of the
forecast area. MMEFS (NAEFS and GEFS) shows numerous river
points across the southeast half of the forecast area with
30-70% prob of reaching minor flood stages by Wed AM, with the
possibility of moderate flooding in a few spots. Current MARFC
forecasts indicates minor flooding along the Swatara and
Conodoguinet creeks on Wednesday.

Strong, gusty winds will be a concern for parts of Central PA
Tuesday into Wednesday as the surface low bombs out across the
Great Lakes. Gradient winds ahead of the approaching low will
produce strong southeasterly winds across the higher elevations
in the Laurels and northern mountains. Strong winds are also
likely across the eastern part of the forecast area, where
guidance indicates the potential of breaking into the warm
sector ahead of an approaching occluded front Tuesday evening.
Current EPS guidance indicates 40kt+ gusts are likely later
today across the aforementioned zones (everywhere except the
central ridge/valley region), with 50 kt gusts not out of the
question.

The heavy rain and strong winds will end as the cold/occluded
front pushes through this evening. Arrival of the dry slot will
bring a period of relatively tranquil conditions late Tuesday
night. However, falling heights ahead of the approaching upper
low should produce developing snow showers across the W Mtns
toward dawn Wednesday.

.SHORT TERM /WEDNESDAY THROUGH THURSDAY NIGHT/...
Deep 5H trough axis crosses central PA on Wednesday morning,
with seasonably colder air pouring into the region throughout
the day. Magnitude of the cold air in the boundary layer isn't
as cold as we typically like to see for a higher end snow squall
threat, but -4C to -6C at 850 mb is sufficient to arouse some
concern given model CAPES in the 40 to 90 J/kg and Snow Squall
parameter lights up especially from the WC Mountains through the
northern tier from the morning to midday hours. Air and sfc
temps aren't likely to fall below freezing until the evening
time, but it's something to keep an eye on for future shifts.

Otherwise, flurries and scattered snow showers will accompany
the passive of the upper low Wed morning, mainly over the
Allegheny Plateau. Subsidence behind this feature, combined with
a tight pressure gradient south of the deep surface cyclone,
should result in a period of strong winds Wednesday afternoon,
with much better mixing heights and potential momentum transfer
to the surface possible. Latest EPS plumes indicate gusts could
again near advisory criteria.

Diminishing winds and fair weather appear likely for most areas
by late Wednesday night but a quick moving clipper system
moving into the eastern GLAKS may spread some snow showers back
over the NW Mountains Thursday.

.LONG TERM /FRIDAY THROUGH MONDAY/...
Zonal flow is progged to flood the lower CONUS with relatively
mild Pacific air late this week with temps several degrees above
average. Latest GEFS and EPS both track another deepening low
pressure system west of PA late this week. This scenario favors
another mix to rain event Friday PM, with gusty winds in its
wake Saturday. Deep cyclonic flow and ice-free Grt Lks favors
chilly weather with lake enhanced snow showers next weekend.

.AVIATION /16Z TUESDAY THROUGH SATURDAY/...
A deep storm tracking west of the area will bring gusty winds,
LLWS, and IFR and MVFR conditions to the area on Tuesday. The
precipitation will start across the far west just before
sunrise, reaching the eastern and northern areas several hours
later.

Precipitation across the southwest is currently falling as snow
and this will continue to spread northeastward through the
morning. Temperatures will quickly rise this afternoon and allow
for snow to transition to heavy rain. IFR/LIFR conditions are
expected in snow and rain for most of the 12Z TAF period.

During the day, winds will be strongest for northern and western
sites where sustained winds of 25 to 30 knots and gusts of 40
to 50 knots are expected. By 00Z, wind gusts across the
southeast will also begin to increase as the area potentially
breaks into the warm sector of the low. Currently expecting
winds at MDT and LNS to gust from 35 to 40 knots during this
time, but they could potentially be higher.

Low level wind shear is also expected as low level winds
increase to 50 to 60 knots throughout the day. The threat will
initially begin across the west around 10Z, but will progress
eastward through the morning.

The cold front moves east of the area Tuesday night, and
the steady rain will taper off from west to east. Snow showers
will likely persist into across the far west into Wed. While
winds may weaken for a while late Tuesday, expect gusty winds to
pick back up on Wednesday, as the low lifts northeast of our
area.

Outlook...

Wed...Windy with westerly gusts up to 55 mph possible,
especially over the higher terrain of western PA and east of
gaps in the ridges as colder air surges into the region.

Mainly MVFR to ocnly IFR CIGS and vsbys in snow showers at KBFD
and KJST with gradually improving conditions to mainly VFR and
ocnl MVFR CIGS/VSbys in snow showers across the Central and SE
zones.

Thu...Dry weather with mainly VFR conditions.

Fri...VFR conditions early, then rain and snow developing.

Sat...Windy with snow showers across the mountains. Improving
conditions across the east.

.HYDROLOGY...
1.0 to 2.5 inches of rain (with spot amounts up to 3 inches
possible on the ridges/SE-facing slopes) combined with cold
season hydrologic conditions and melting snow (SWEs 0.5-1.0
inch) will lead to enhanced runoff and elevated risk of
inundation and river (small stream) flooding through midweek. A
flood watch remains in effect for the central and eastern
portions of the forecast area.

Storm drains clogged with snow/ice at first will likely result
in street/roadway ponding and low-lying/poor drainage flooding.
Small stream/creek flooding is most likely (probable) with
significant rises/action stages currently forecast on larger
mainstem rivers. The highest confidence in river flooding is on
the Swatara and Conodoguinet Creek which are both forecast to
exceed minor flood stage.

WPC has maintained a moderate risk excessive rainfall outlook
which is quite rare in Central PA during the month of January
with only 2 occurring since 2010 (24 January 2010 and 30
January 2013).
