* WHEN...From this afternoon to late Thursday evening.
* IMPACTS...At 11.0 feet, Flooding occurs in agricultural areas near
the river.
At 12.0 feet, Flooding occurs in lowland areas south of the
Village of La Rue. Roads inundated include High Street, Larue
Prospect Road, and parts of Vine Street.
At 13.0 feet, River at bankfull in the Village of La Rue.
Widespread flooding on area roads including School Street.
At 14.0 feet, River out of banks in La Rue. Water will spread into
Front Street and East School Street. Access in and out of La Rue
cut off in Several areas.
At 14.5 feet, Major flood losses in the Village of La Rue
expected. Many roads become inundated. Floodwaters effectively
surround the town. The river will flood portions of northern La
Rue which will affect lower areas in the center of the city.
Southern portions of the town also affected. Several access roads
inundated.

.SYNOPSIS...
Low pressure tracking east along a stationary front just to the
south of the area will move northeast across the region Tuesday
evening into early Wednesday. The low will track just west and
north of the local area Tuesday night and Wednesday. Low
pressure will persist over the majority of the region through
early this weekend.

.NEAR TERM /THROUGH TUESDAY NIGHT/...
Showers with some embedded thunderstorms are increasing in
coverage across the region. One storm in Holmes County has
picked up in intensity with some of the elevated instability
across the region and some marginally large hail may be present
with it. The main change with this update were to further refine
PoPs a bit for Tuesday to indicate a window with some potential
breaks in rain during the late morning and early afternoon
hours. Otherwise, have maintained the forecast largely the same.
Previous Discussion...
An active near term period is in store as deepening low
pressure approaches the Ohio Valley from the west. This low will
move east along a stationary front that is draped across the
Ohio Valley. Ahead of the surface low, showers move into the
area from the west tonight and continue into the day on Tuesday
across Northern Ohio and Northwest Pennsylvania. Latest hi-res
guidance has placed the higher axis of QPF slightly further
north. Opted to hoist a Flood Watch for Marion, Morrow, Knox,
and Holmes Counties in Ohio given the placement of the QPF axis
and because these counties have already received up to 1 inch of
rainfall earlier today. Expecting total rainfall amounts for
southern portions of the CWA of 2-3+ inches through Tuesday
evening, including rainfall that fell earlier this morning.
Excessive rainfall may result in river rises and localized
flooding to low-lying and flood-prone areas.
Shifting gears toward the severe weather threat tomorrow. The track
of the surface low has shifted substantially since the last forecast
update and has increased confidence in severe weather potential on
Tuesday. As such, the latest update to the SPC SWODY2 places much of
our CWA in a Moderate Risk (Level 4/5) or Enhanced Risk (Level 3/5)
for severe weather. The center of the surface low will glide just
west and north of the local area while deepening and will allow for
much of the Ohio Valley to remain in the warm sector on Tuesday.
High temperatures tomorrow will rise into the mid to upper 60s in
addition to a fairly moist airmass characterized by dew points in
the upper 50s to lower 60s Tuesday afternoon. As the low deepens
across northern Indiana tomorrow afternoon it will drag a cold front
eastward across the Ohio Valley. The best timeframe for strong to
severe storms will be along and ahead of this cold front beginning
late afternoon/early evening on Tuesday. All severe weather hazards
are on the table with this event. Additionally, there is a threat
for any hazard to be significant. This means large hail (2+ inches
in diameter), significant wind gusts (75+ mph), and significant
tornadoes possible (EF2+).
The environment is favorable for a potentially substantial severe
weather outbreak across the Ohio and Tennessee Valleys. There are a
number of stand out variables that we can pull to indicate how
favorable the environment is for all hazard types. HREF mean surface
based CAPE values hover around 1100 J/kg, mean 0-6 km wind shear
upwards of 60+ kts, and 700-500mb lapse rates >7.0 C/km. The SWODY2
threat seems to be controlled by the risk for tornadoes. Again, the
environment seems to be incredibly favorable to tornadoes, some of
which could be significant. This would include MUCAPE values between
1500-1800 J/kg, an STP >2, effective shear >50 kts, LCLs below
1000ft, and long curved hodographs. This is shaping up to be a
potentially significant severe weather event for our area. Stay
weather aware and monitor the forecast for future updates.

.SHORT TERM /WEDNESDAY THROUGH THURSDAY NIGHT/...
The short term period will begin with a closed-low pivoting south
along the eastern shore of Lake Michigan, with wrap-around moisture
resulting in periodic rain showers throughout Wednesday. A cooler
air mass will attempt to arrive by Wednesday night into Thursday
with rain beginning to transition to a rain/snow mix or all wet snow
at times. Surface temperatures will remain fairly marginal, hovering
at or above freezing as the closed-off low should limit any of the
colder air across portions of southern Canada/the Upper Midwest from
entering the region. Could see a brief uptick in rain/snow intensity
Thursday morning as a surface trough swings south across the Eastern
Great Lakes. Wouldn't be surprised to see up to an inch of wet snow
accumulation in any heavier and more persistent bands.
The closed-low will continue to weaken as it slides southeast across
northern Ohio through Thursday. However, lingering troughing should
allow for continued rounds of rain/snow showers with perhaps some
lake-enhancement possible late Thursday night into early Friday as
the trapped cold air mass is able to arrive into the region.
Temperatures will be below average through the short term period
with highs generally in the 40s under persistent cloud cover and
periodic rain/snow showers.

.LONG TERM /FRIDAY THROUGH MONDAY/...
The April 8, 2024 Eclipse forecast remains fairly uncertain. For
this forecast package, did raise sky cover a few percentage (around
50 to 55% for the area) on Monday afternoon, mainly due to high
cirrus arriving into the region. These high clouds are from a
weakening upper-level trough across the Central US/Upper Midwest.
There remains good agreement amongst ensemble guidance that an upper-
level ridge will be present across the region on Monday which is the
driving force behind the above-average temperature outlook.
Depending on how warm temperatures are able reach on Monday, a lake-
breeze is also possible in the early to mid-afternoon given the weak
MSLP gradient. The current temperature forecast across the region on
Monday has highs reaching the low to mid-60s.
Otherwise, lingering lake-enhanced rain/snow on Friday will begin to
diminish in coverage by early Saturday morning as the aforementioned
upper-level ridge builds east across the Central and Eastern
CONUS.

.AVIATION /00Z Tuesday THROUGH Saturday/...
Rain is moving east across the area early this morning with MVFR,
IFR, and patchy LIFR conditions filling in from the west. VFR may
persist at KERI through about 09Z before conditions deteriorate. The
rain should generally progress east out of the area by early
afternoon, but a few high res guidance members are hinting at
potential for showers lingering near KYNG/KERI well into the
afternoon. Meanwhile, a dry slot will likely work into the region
generally from KCLE/KCAK west this afternoon, which will likely
result in a brief period of ceilings lifting to MVFR. KTOL may be
interesting since visibility guidance is hinting at the potential
for fog over NW OH due to moist NE flow off of Lake Erie this
afternoon into early this evening, so this may suppress the chance
of convection to the south of the terminal later this evening
Things become a bit uncertain heading into late this afternoon and
this evening as a warm front lifts into the area and low pressure
begins to track across the region, but conditions are still
favorable for severe weather this evening. Additional showers and
thunderstorms will blossom ahead of the lows cold front after 21Z
and track east into tonight. Most locations should at least see
thunderstorms in the vicinity at some point before 03Z, but any
stronger thunderstorms with strong gusts will depend on how far
north the warm front gets. As of now, the best potential for gusts
to 45 to 50+ knots will be from KCAK to KFDY and south. Cant rule
out the threat getting as far north as KCLE/KYNG. The
showers/thunderstorms should be well east of all terminals west of
KYNG/KERI by the end of the period.
Winds will be out of the east/northeast at 6 to 12 knots. Locations
that have the best shot at getting into the warm sector will see a
wind shift to the south/southeast this evening with gusts to 20+
knots possible.
Outlook...Non-VFR conditions will continue in showers and isolated
thunderstorms late tonight into Wednesday morning. Non-VFR possible
in rain/snow showers and low ceilings Wednesday through Friday.

Rough marine conditions will arrive later this evening and overnight
across the lake as east to northeast winds of 15 to 25 knots
develop. Winds will shift towards the south as a warm front lifts
north across the lake by late Tuesday afternoon and evening.
Southwest winds are then expected to persist across the lake on
Wednesday and Wednesday night. Small Craft conditions may return
again on Thursday as north to northwest winds of 15 to 20 knots
arrive behind a trough. Elevated north to northwest flow of 15 to 20
knots and the potential for Small Craft conditions are expected to
persist through Friday night.
Strong to severe storms are possible across the Lake Tuesday
afternoon and evening. Damaging wind gusts, large hail, and the
potential for waterspouts are all possible.
