MORNING FOR BERKELEY, CHARLESTON AND DORCHESTER COUNTIES...

At 236 AM EDT, Doppler radar showers and thunderstorms producing 
torrential rains across much of Dorchester, Berkeley and Charleston 
Counties. An intense area of rain will move into Moncks Corner by 2 
AM, resulting in continued life-threatening flash flooding where 
swift water rescues are in progress based on reports from Berkeley 
County emergency officials. Dorchester County emergency officials 
report numerous roads are closed due to flash flooding in and around 
Harleyville and Ridgeville, including Highway 78 near William Canady 
Road. As much a 3 to 7 inches of rain has fallen in this area since 
late Thursday evening on top of the 9 to 17 inches of rain that has 
fallen over the past few days. Any additional heavy rain will lead 
to more dangerous flash flooding.

MORNING FOR BERKELEY, CHARLESTON AND DORCHESTER COUNTIES...

At 327 AM EDT, Doppler radar showers and thunderstorms producing 
torrential rains across much of Dorchester, Berkeley and Charleston 
Counties. An intense area of rain over northern portions of 
Dorchester and Colleton Counties will move into Moncks Corner over 
the next hour, resulting in continued life-threatening flash 
flooding.

Berkeley County emergency officials have reported that swift water 
rescues are in progress and many homes are flooded throughout the 
city of Moncks Corner. City streets are completely flooded with as 
much as 2 to 3 feet of fast moving water occuring. AVOID TRAVEL! 
Heed all evacuation and shelter in place orders.

Dorchester County emergency officials report numerous roads are 
closed due to flash flooding in and around Harleyville and 
Ridgeville, including Highway 78 near William Canady Road.

As much a 3 to 7 inches of rain has fallen in this area since late 
Thursday evening on top of the 9 to 17 inches of rain that has 
fallen over the past few days. Any additional heavy rain will lead 
to more dangerous flash flooding.

At 835 AM EDT, Radar rainfall estimates and automated rain gauges 
indicated that an area of 4 to 9 inches of rain has fallen across 
portions of Berkeley and Dorchester Counties. Emergency management 
has reported widespread flooding in Moncks Corner, Bonneau, Jedburg, 
and Ridgeville areas. Several roads are impassible due to moving 
flood waters. Interstate 26 near mile marker 189 in the Ridgeville 
area was closed in both directions due to flooding.

HAZARD...Life threatening flash flooding.

The heavy rain ended between 5 to 6 AM this morning. However, an 
area of 4 to 9 inches of rain fell across northern portions of 
Dorchester and Berkeley Counties last night. Significant flooding is 
ongoing across the Moncks Corner, Bonneau, Jedburg, and Ridgeville 
areas.  Please continue to heed remaining road closures. A Flood 
Warning remains in effect for the area until 1245 PM.

A Flood Watch remains in effect until 600 PM EDT Friday for a 
portion of southeast South Carolina.

.SYNOPSIS...
Debby will track northward away from the region tonight. A weak
front will then stall in the vicinity late week into early next
week.

&&

.NEAR TERM /UNTIL 6 AM THIS MORNING/...
Tropical Depression Debby will continue to pull north through
Virginia overnight, while a weak cold front is situated northeast-
southwest over inland sections of the Southeast. Since moisture
remains exceptionally high, and low level moisture transport is also
elevated, the potential for convection will remain for the night. A
spoke of vorticity circulating around the southern side of Debby
will swing through overnight, resulting in scattered to locally
widespread showers and a few t-storms, mainly across the Quad County
Area across Southeast South Carolina and stretching into western
most zones just south of the Savannah River into Southeast Georgia.
Some locally heavy rainfall is still a concern due to the high
moisture values and maybe even backbuilding storms. See the
Hydrology section for additional information.

A continued southerly flow and considerable cloud cover won't allow
temperatures to cool much more than a few degrees tonight, at least
outside convection. Locations that are directly impacted by
convection early, likely have reached their minimum tonight, and
could even warm a degree or two late. On average lows will be in the
low to mid 70s, although where it doesn't rain, lows will only
dip into the upper 70s

.SHORT TERM /6 AM THIS MORNING THROUGH SUNDAY/...
Friday, in the wake of Debby, PW values across the forecast
area will remain two inches or greater. The region will remain
on the eastern edge of a H5 ridge centered over the Southern
Great Plains. Short term guidance indicates that a mid-level
disturbance may track across the forecast area Friday afternoon.
Also, higher resolution guidance indicates that a sea breeze
will develop in the afternoon and advance inland. Given
temperatures in the low to mid 90s and dewpoints in the mid to
upper 70s, CAPE values could exceed 3000 J/kg in some locations.
Showers and thunderstorms are forecast to develop along and
near the sea breeze Friday afternoon, with the greatest coverage
over the CHS Tri-county. HREF indicates the probs of 1"/3hr
increase above 50 percent with 3"/3 hr ranging from 10-30
percent along the sea breeze. See hydro section below for
additional details. Heat index values may peak around 108 Friday
afternoon, Heat Advisory is possible.

Saturday and Sunday: A wavy stationary front will remain across
the inland counties through this weekend. A sea breeze is
possible each afternoon and evening. Scattered to likely showers
and thunderstorms are possible each PM. Highs should generally
peak in the low 90s, which will combine with elevated dew points
to produce heat indices around 108 in spots, especially across
the eastern half of the forecast area. Heat Advisories could be
needed.

.LONG TERM /SUNDAY NIGHT THROUGH THURSDAY/...
A stationary front will linger across the forecast area into
mid week. Long term guidance indicates that a broad H5 trough
will remain across the region. This pattern should support
scattered showers and thunderstorms each afternoon and evening.
High temperatures should favor values in the low 90s.

.AVIATION /06Z FRIDAY THROUGH TUESDAY/...
CHS/JZI: At least scattered SHRA and a few TSRA will move near or
through the terminals through the overnight. For now we have VCTS,
but any direct impact would cause brief flight restrictions. Thus,
our reasoning for showing a temporary group from 04-08Z of MVFR
conditions in moderate TSRA at CHS and SHRA at JZI. Late tonight
into Friday afternoon there doesn't appear to be any concerns, but
more convection will occur on the sea breeze thereafter. For now, we
show VCTS, but any direct impacts would produce gusty winds and
flight restrictions.

SAV: Odds favor most if not all convection that is upstream not
impacting the terminal. We have VCSH from 04-08Z though, just in
case some of it survives as per the Hi-Res guidance. A better chance
of convection looks to occur after 19Z Friday, when we show VCTS.
But gusty winds and flight restrictions are likely.

Extended Aviation Outlook: Flight restrictions are possible in
afternoon and evening showers/thunderstorms into early next week.

.MARINE...
Overnight: Even though TD Debby will continue to pull further away
to the north, the cyclonic circulation around that system will
generally prevail. That along with a fairly tight gradient between
that system and the sub-tropical ridge to the south and east, will
result in south or south-southwest winds gusting as high as 20-30 kt
across some local waters, and around 20 kt at times in the
Charleston Harbor and nearshore Georgia waters. This in turn allows
for seas to build as high as 6 or 7 feet on the South Carolina
waters, and up to 6 feet on the outer Georgia waters, supporting
Small Craft Advisories. The nearshore Georgia waters are still
expected to stay just shy of advisory levels, although some
localized gusts of 25 kt will occur from time to time.

Friday through Tuesday: Conditions will gradually improve
through the day on Friday. Southwest winds will remain gusty
through the afternoon with six foot seas lingering into Friday
afternoon. By Friday evening, winds and seas should settle below
Small Craft Advisory criteria. A stationary front is forecast
to remain across the region this weekend into early next week,
supporting steady SW winds and seas around 2 to 3 ft.

Rip Currents: High Risk is forecast for SC beaches Friday, with
a Moderate risk across GA beaches. The combination of a
lingering south longshore current, swell, and changes to the
surf zone bathymetry may favor rip currents on Saturday.

.HYDROLOGY...
Debby will continue to bring a threat for heavy rainfall through
the night, which will exacerbate ongoing flooding issues. A
Flood Watch remains in effect for portions of Southeast South
Carolina through the night as a result.

Significant rainfall has fallen across most of our area, with an
additional 1 to 2 inches still possible tonight, mainly across
parts of southeast South Carolina. Recent reports prior to
midnight have been for as much as 2-3 inches in parts of
Dorchester and Berkeley County, which is along a moisture
convergence axis. After midnight this activity will begin to
diminish in coverage and intensity. This situation is being
handled by an Areal Flood Warning.

Further south into Georgia, additional rainfall amounts will be
light and the threat for flash flooding is considerably less.
