.SYNOPSIS...

Light rain spreads in from west to east today then drying out
tonight. Another slug of rain spreads in west to east Wednesday
with mixed precipitation across the high terrain. A robust
system Wednesday and Thursday will bring; northeast wind gusts
could become strong to locally damaging, heavy rainfall which
could lead to renewed river flooding concerns, and possible
coastal flooding. Unsettled conditions may linger into next
weekend as the storm will be slow to depart.

.NEAR TERM /UNTIL 6 PM THIS EVENING/...

Highlights

* Cloudy across southern New England with light rain showers
  possible across western MA, CT and RI. More spotty further to
  the E/NE.

A ridge axis builds across the eastern Great Lakes/Mid Atlantic
this afternoon with a shortwave embedded within the ridge. The
ridge remains essentially in the same place while the shortwave
pushes offshore. A weak low slides from the Mid Atlantic
offshore.

Cloudy across southern New England for the rest of the
afternoon. Have continued to dial back the precip chances across
central/northeastern areas as there is a fair amount of dry in
place within the lower levels per 1000-850 hPa. Best shot for
rain is across western MA, CT and RI. Could have anywhere from
0.1-0.25 inches across these area with lighter amounts further
to the northeast. Overall pretty quiet weather in comparison to
later forecast periods.

High temps in the 50s across the CT River Valley and mid to
upper 40s elsewhere.

.SHORT TERM /6 PM THIS EVENING THROUGH 6 PM WEDNESDAY/...

Tonight:

A brief break in the rain with an upper level ridge building in as
the upper level trough over the Great Lake deepens. Skies remain
mostly cloudy and winds begin to increase out of the ENE as the
pressure gradient tightens as the second wave of low pressure draws
closer to SNE. Overnight lows drop into the upper 30s.

Tomorrow:

The rain associated with the second wave of low pressure arrive
spreading east to west again. This time, all of SNE will receive
steady light to moderate rain. Across the high terrain in western
MA, precipitation may turn over to a mix of snow/sleet/freezing
rain, however, with the April sun angle, temps will rise into the
mid 30s limiting snow/freezing rain accumulations during the day.
Outside the high terrain, temps will rise into the low 40s keeping
precip as rain. The pressure gradient continues to tighten during
the day allowing ENE winds to continue to increase. Gusts of 30-40
mph is likely across all of SNE, with gusts of 50 mph possible
mainly across the high terrain,Cape Cod, and the Islands.

.LONG TERM /WEDNESDAY NIGHT THROUGH MONDAY/...

Highlights:

* Winter Storm Watch issued for portions of western Massachusetts.

* Heavy rain with renewed flooding concerns may linger into the
  second-half of the week.

* Strong to potentially damaging winds gusts possible late Wednesday
  into Thursday.

* Coastal flooding possible, especially along the east coast of
  Massachusetts.

Latest guidance suite has not changed the message much from ongoing
forecast. Still looking at a long-duration, multi-faceted storm
impacting our region Wednesday night into Thursday evening. Mid
level pattern features a mid level omega block, with southern New
England in the vicinity of the easternmost trough. Primary threats
remain: heavy rainfall which could lead to renewed river flooding,
elevation-dependent snow and/or sleet, strong to locally damaging
east/northeast wind gusts, and possible coastal flooding.

With this longer duration event, am less concerned about poor-
drainage and areal flooding, and more concerned about areas rivers,
especially those that have recently been in flood across RI and
southeast MA. Additional rainfall may send them right back into
flooding. Will still need to determine where the axis of heaviest
rainfall will establish. Being a day or two before this flooding may
occur, will not make headline changes at this time.

With the passage of this low, a strong LLJ develops late Wednesday
afternoon with a 50 to 70 knot jet at 925mb over eastern
Massachusetts, southern Rhode Island, and the Berkshires. This will
lead to periods of strong wind gusts and large waves at the coast,
enhancing the coastal flood threat. The surface low does become
trapped beneath a mid level cutoff late this week, which will
continue the unsettled weather into Friday/early Saturday.

Rain and River Flooding Concerns:

By Wednesday morning, there looks to be widespread rain for areas
south of the Mass Pike and east of I-495. Ensembles continued to
show modest rainfall totals, with greater than 90 percent of an
inch. There is some variability when we get to the 2 inch prob, ENS
30 to 50 percent across much of the area with spots of 70 to 90
percent across the lower CT River Valley and Rhode Island. Similar
the GEFS has nearly 100 percent probs of an inch, 40 to 70 percent
of 2 inches, and a hot spot of less than 20 percent for up to 4
inches in northern Merrimack Valley. As for rivers, the Pawtuxet
River at Cranston has a 30 percent chance of moderate flood, while
the Charles at Dover, Wood River at Hope Valley, Pawcatuck River at
Westerly and Wood River Junction, all have a 70 percent chance of
reaching minor flood stage.

Winter Weather:

Given the time of year, precipitation types will be both elevation-
and time-dependent. It will be tough to get much snowfall during the
daylight hours. Also cannot close the door on a period of freezing
rain or sleet either. That would further cut into snowfall totals.
Winter Storm Watch continues for western Franklin and western
Hampshire Counties.

Wind:

As mentioned above, there is a strong jet passing through which
could add to the headache of this storm late Wednesday into
Thursday. There are some fairly high probs of advisory level wind
gusts, greater than 46 mph across most of interior Connecticut and
central and western Massachusetts with the caveat, outside of the CT
River Valley. While lower probs, still modest 40 to 60 percent for
coastal Rhode Island and eastern Massachusetts. There are even low
probs of up to 40 percent across northern Worcester County that wind
gusts could exceed 60 mph which would meet high wind criteria. With
uncertainty of how much of that wind aloft will mix down, will still
hold off on any wind headlines at this point. With the exception of
mentioning the strong wind gusts in the Winter Storm Watch across
far western Massachusetts of gusts 50 to 60 mph. Do think across
much of the CWA there will be the potential for winds to gust 30 to
50 mph. Stay tuned as we iron out those details.

Coastal Flooding:

For details regarding the potential for any coastal flooding, please
see the Tides and Coastal Flooding section at the bottom of this
discussion.

Friday through Sunday...

Surface low-pressure system slowly departs northeast into Friday.
Downstream blocking ridge will allow this system to meander close to
the northeast through this weekend. This would support persistent
northwest flow that will support cool/unsettled weather at least
through Saturday, with the potential for improvements during the
second half of Sunday.

Monday...

Forecast is trending better for those looking to view the solar
eclipse. While not in full totality across southern New England,
much of the area will have 89% to 94% totality.

Currently, the guidance has a mid level ridge developing over the
region with surface high pressure developing as well. Generally this
leads to tranquil weather, but the big question is how much clouds
cover could there be. To be upfront, cloud forecasting is quiet
difficult, but the larger scale pattern does lean towards a
favorable scenario to view the eclipse. Keep checking back as we get
closer to find out what the sky cover could be on Monday, April 8th!

.AVIATION /18Z TUESDAY THROUGH SATURDAY/...

Forecast Confidence Levels:

Low - less than 30 percent.
Moderate - 30 to 60 percent.
High- greater than 60 percent.

Through 00Z...High confidence in trends, moderate in timing.

MVFR ceilings returning to eastern terminals due to onshore
flow, while most of the interior starting off VFR. As precip
spreads in from west to east will see ceilings lowering to MVFR
and perhaps IFR conditions. Best shot for IFR is BDL/BAF/ORH and
PVD. Winds out of the ENE to E at 5-10 kts.

Tonight...High confidence in trends, moderate in timing.

There will be a bit of a break from rain as drier air pushes in
from northeasterly flow. Thinking we still have drizzle across
the higher elevations from upslope, but for most will improve to
VFR between 01-06Z. The latter times most likely for
BAF/BDL/ORH. Increasing ENE winds of 10-15 kts late with gusts
15-30 kts toward daybreak.

Wednesday... Moderate confidence.

Another slug of moisture moves in from SW to NE. This brings
rain for most along with MVFR/IFR conditions. The only exception
is across the higher elevations, such as ORH/BAF where sleet
mixes in with rain or becomes all sleet during the afternoon.
Could even see sleet mixing in at BDL and perhaps BED/BOS toward
the very end of the TAF. For now have held off at BOS, but may
be needed in future updates. Winds out of the ENE/E and continue
to increase. Will be quite strong with gusts 25 to 50 kts
during the afternoon. Will have the highest gusts across the
higher terrain and coastal areas.

Wednesday Night...Moderate confidence.

IFR to LIFR conditions. Wintry mix across the higher elevations
gradually transitioning to all snow. Some uncertainty with the
extent of wintry mix/snow across some lower elevation terminals,
such as BED/BDL. Elsewhere am anticipating a cold rain at this
point. Strong E to NE winds with gusts 30-55 kts. The strongest
gusts are anticipated across the higher terrain and coastal
areas.

KBOS TAF...Moderate Confidence

MVFR stratus lingers nearby/over the terminal for today with NE
to ENE winds. Anticipate it to remain dry other than perhaps a
few rain drops, but should see improvement to VFR roughly 23-01Z.
Rain spreads in 14-17Z Wed with MVFR conditions. Should have IFR
by the afternoon and perhaps some RAPL toward the end of the
TAF. Strong ENE to E winds tomorrow at 15-25 kts with gusts of
25-35 kts.

KBDL TAF...High confidence in TAF trends, moderate in timing.

VFR to start, but light rain will lower to MVFR ceilings roughly
around 20Z. Should continue to rain until this evening with
lowering ceilings and perhaps IFR ceilings. Should improve back
to VFR late with rain/drizzle ending roughly 06-08Z. Rain
spreads back in for the AM push Wed with ENE to E winds
increasing throughout the day and a return to MVFR ceilings.
Should have some RAPL mixing in during the afternoon.

Outlook /Thursday through Saturday/...

Thursday: Mainly IFR, with areas MVFR possible. Strong winds
with gusts up to 50 kt. Chance RA, chance SN.

.TIDES/COASTAL FLOODING...
3 PM Update...

Minor to pockets of Moderate coastal flooding is expected around the
Thurs AM high tide. The greatest risk is on the eastern MA coast
given the persistent and increasing easterly flow and wave action.
There are still uncertainties specific to the forecast which could
greatly shape coastal flooding expectations, including the timing of
the peak storm surge but also the degree to which a secondary area
of low pressure deepens Wed night into Thurs.

For the south coast, high tide takes place at Providence Fox Point
on Thurs AM at 329 AM with a level of 4.17 ft MLLW. Stevens
Institute SnapEx ranges between 2 to 2.5 ft storm surge with P-ETSS
around 3-3.2 ft. The timing of the peak surge looks to occur a
couple hrs before high tide. In terms of the magnitude, the higher P-
ETSS surge could be realized if a rapidly deepening secondary
surface cyclone indeed materializes, since a 29 mb deepening can add
up to a ft of storm surge. Official forecast calls for areas of at
least splashover but with a worst case being solid Minor flooding on
the south facing coast.

The eastern MA coast faces a somewhat greater coastal flooding risk,
due to the persistent period of east winds but also from stronger
wave action as offshore waves build to 15-19 ft. At Boston Harbor,
high tide takes place around 635 AM Thurs AM at 9.49 ft MLLW. Peak
storm surge values range around 3 ft in the Stevens Institute to
around 3.2-3.5 ft in the P-ETSS, occurring close to or just before
high tide. Total water level forecasts support solid Minor to a
worst-case Moderate coastal flooding.
