.SYNOPSIS...
Light snow is expected into tonight for Central New York.
Another complex storm system will bring snow changing to rain,
along with gusty winds to the area Friday night into the
weekend. Colder temperatures will follow this system on Sunday,
with some lake effect snow developing again across Central New
York.

&&

.NEAR TERM /THROUGH TODAY/...
930 PM Update:

Winds were adjusted again. There were a few sites that have
picked up, but most of the observations are around 10 mph or
less. Temperatures were also updated as the Wyoming Valley is
still in the 40s and other valley locations were warmer than
previously forecasted. The ADJLAV was blended with the Conshort
and previous forecast to help bump up temperatures in the lower
elevations. Due to warmer temps, Syracuse is still reporting
rain at the bottom of this hour. Temperatures should cool
enough over the next few hours for snow to be the main ptype
there as the lake effect continues tonight.

625 PM Update:

Winds were lowered through the late evening hours as the
previous forecast was a little high compared to the
observations. PoPs were also adjusted slightly, mainly to cover
the band of flurries across the Wyoming Valley. Otherwise, the
previous PoPs seem to cover the ongoing precipitation quite
well. The rest of the forecast was doing well and needed no
change.

350 PM Update:

A clipper system continues to push through the region, which is
bringing some light rain and snow to the area, mainly across
Central NY, but also extending as far south as the Northern Tier
of PA. Snow accumulations will be light and mainly confined to
the higher elevations and non-paved surfaces due to the marginal
temperatures. A Winter Weather Advisory remains in effect until
6PM for northern Oneida County.

Tonight, lake effect snow showers will re-develop as a westerly
flow behind the departing clipper system develops. Any
additional snow accumulations will continue to be light, and
will mainly be along and north of the NY Thruway corridor.
Otherwise, partly to mostly cloudy skies will be present with
low temperatures in the mid 20s to lower 30s.

Friday will be the "calm before the storm" as skies will
initially be partly sunny and mainly dry conditions will
prevail. Clouds will increase during the afternoon ahead of the
next storm. Highs are expected to be in the mid 30s to lower
40s.

.SHORT TERM /TONIGHT THROUGH SATURDAY NIGHT/...
350 PM Update:

A strong low pressure system will track from the Midwest to the
northern Great Lakes Region Friday night into Saturday. With
this westerly track, an initial burst of warm air advection snow
will be possible, before changing to rain (similar to what we
saw with the system on Tuesday). How long the colder air remains
in place remains uncertain and this will determine how much snow
falls in this initial burst. Either way, the changeover to rain
will be quicker in the valleys and would be slower on the
hilltops.

A stronger push of warm air from the south will occur through
the night Friday, which will push thermal profiles completely
over the freezing mark in the mixed layer and allow for mostly
rain into Saturday morning. This overnight period is where there
could be 1-1.5 inches of rain across the Poconos-Catskills, with
amounts dropping off to mainly less than an inch elsewhere. It
is across the Poconos-Catskills where there is the greatest
chance for localized flooding issues, but currently the greatest
overall threat for flooding looks to be located south and east
of our forecast area/closer to the coast. Flood Watches may be
needed at a later time.

The other concern with the storm in this period is the threat
for strong wind gusts. This system is very similar to the one
from Tuesday of this week, and will contain gusty southeast
winds once again. Peak wind gusts are expected to be around
40-50 mph. Wind Advisories are likely as we get closer, but after
coordinating with our surrounding offices, we opted to wait one
more forecast cycle to decide on this and this will be re-
evaluated on tonight's midnight shift.

A dry slot will push in from the southwest late Sat morning
into the afternoon and shunt the heavy rain off to the east/ne.
The cold air will then begin to wrap around the back side of the
system and change any lingering rain showers over to snow. There
will also be a relative lull in the gusty winds Saturday
morning, before they pick back up Saturday afternoon and
Saturday night.

.LONG TERM /SUNDAY THROUGH THURSDAY/...
Strong west to southwest winds will continue Sunday as arctic air
continues to pour into the region. This wind direction will favor
locations mainly to the north and west of our region to see the most
widespread snowfall. However, at times a lake band may be able to
impact portions of Steuben and Oneida counties with some
steadier snow. Outside of those areas cloudy, cold and blustery
conditions with a few snow showers. The highest coverage should
correspond with some slight instability Sunday afternoon. Given
the airmass, temperatures will likely not get out of the 20's
Sunday. Clouds and lake effect snow showers look to hang on
through Monday with 10's and 20's for temperatures as the west-
southwest winds continue. Winds do decrease Monday with less of
a pressure gradient.

Quite a bit of uncertainty for Tuesday through Thursday next
week. We do know that arctic air will remain in place over the
region. However, several mid-level disturbances rotating around
a broad trough occur over the southern Plains Monday and
Tuesday. This may or may not be enough to develop a low pressure
system over the gulf of Mexico that tracks up the east coast.
Given that several different features are involved suspect model
swings to continue for another day or two until all the
features are resolved by the upper- air network. For now,
maintained chances of snow Tuesday and Wednesday then snow
showers on Thursday.

.AVIATION /06Z FRIDAY THROUGH TUESDAY/...
MVFR ceilings are common across CNY, except at RME where a band
of lake effect snow showers is beginning to move in, lowering
ceilings to IFR. AVP has VFR conditions on the edge of the
lower cloud deck, and this will persist through the overnight
hours. ELM will be in and out of MVFR/VFR. Elsewhere, MVFR to
fuel alt ceilings will continue into the morning hours.
Conditions will generally improve to VFR by mid morning.

Precip shield associated with the next low pressure system will
be moving into some drier air in the lower and mid-levels as it
approaches early this evening. Expect conditions to stay VFR
until the precip moves in, then rapid deterioration thereafter.
With evaporative cooling from the drier low level airmass,
precip will start as a mix of rain and snow, but only for an
hour or two as SE winds quickly bring in warmer air after
reaching saturation. Fuel alt ceilings and IFR visibility will
be common.

The aforementioned strong SE winds will lead to strong LLWS
during the overnight hours, and gusty winds at the surface, with
35 to 45 knots common. Winds will tend to die off quickly as an
occluded front moves through, but this will be right around 06Z
(1/13) or shortly after.

Outlook...

Late Friday Night...Restrictions continue, but stronger winds
and LLWS will begin to diminish after midnight.

Saturday and Saturday Night...Southwest winds will become strong
and gusty again, with gusts over 30 knots common during the day.
Some lake effect snow showers will develop over parts of CNY.
Ceiling restrictions likely continuing with wrap-around cloud
cover.

Sunday and Monday...Restrictions likely with wrap-around/lake
effect cloud cover and snow showers.

Tuesday... Possible restrictions with a chance of snow, highest
at KAVP.
