.SYNOPSIS...
High pressure will be building southward from southern Quebec
today, as a low pressure system and a warm front will increase
clouds from south to north with rain gradually overspreading the
region. A complex storm system will bring strong winds, rain,
wintry mixed precipitation and snow to the region late tonight
through Wednesday. The precipitation will transition from a
wintry mix to heavy snow over the higher terrain Wednesday night
through Thursday with some lighter accumulations in the valley
areas, as temperatures will run below normal.

.NEAR TERM /UNTIL 6 PM THIS EVENING/...
.UPDATE...No significant changes with this update. Radar and
current obs show the rain shield continuing to slowly advance
northward from the Catskills, mid Hudson Valley and NW CT.
Temperatures are on the cool side due to the thickening clouds
and developing rain. Updates to some winter and wind headlines
will be forthcoming later this afternoon.
.PREV DISCUSSION[1046]...Forecast generally on track this
morning. Made some minor changes to increase PoPs slightly
quicker later this morning into this afternoon with the
northeastward advancing rain shield. Northern areas should
remain dry through this afternoon, with some breaks of sunshine
around the Lake George area. Otherwise, rain will develop from
SW to NE across the southern and central part of the area
through this afternoon.
High pressure will be ridging in from southeast Quebec
attempting to funnel drier air across eastern NY and western New
England. A low pressure system associated with a strong mid and
upper level trough is moving from IL into the lower Great Lakes
Region this morning. Mid and high clouds continue to increase
across the region.
The warm front will gradually lift north and east from the Mid
Atlantic Region with clouds thickening and lowering. The low-
level dry air will limit the push of moisture during the morning
into the early afternoon. We slowed the timing of the Pops/Rain
based on the latest CAMs and short range guidance. The
isentropic lift increase for likely and categorical PoPs south
of the Capital Region prior to 18Z/2 pm and then increase for
the Mohawk Valley/Capital Region/Berkshires in the mid to late
afternoon. Some wet snow may occur across the higher peaks of
the eastern Catskills. The cloud cover will keep temps down
compared to yesterday with cooler readings in the southern
portion of the forecast area. Drier conditions and perhaps some
early intervals sunshine will allow for warmer readings to the
north. Highs will be in the upper 40s to lower 50s in the
valleys with the warmest readings over the Upper Hudson Valley.
Expect upper 30s to mid 40s over the higher terrain.

.SHORT TERM /6 PM THIS EVENING THROUGH THURSDAY NIGHT/...
Winter Storm Watch was expanded to include northern Saratoga,
western Schenectady and southeast Warren Counties in eastern NY
and it continues for the western/southern Adirondacks, southern
Vermont, northern Berkshires, eastern Catskills, Helderbergs
and Schoharie Valley from early Wednesday morning through
Thursday night...
A High Wind Watch was hoisted for Bennington, eastern Rensselaer
and northern Berkshire Counties.
Mid and upper level ridging slowly shifts east of the forecast
area across New England tonight. Mid and upper level diffluence
overspreads the region. The mid and upper level trough closes
off over the Midwest with the primary or parent cyclone moving
through the central Great Lakes Region. The low-level jet
begins to increase from the east to southeast ahead of the warm
front. Low-level moisture increases out of the gulf with PWATs
attempting to surge above normal. Strong QG lift occurs ahead of
the warm front with secondary sfc cyclogenesis occurring near
the Delmarva Region after midnight. Colder air begins to be drawn
into the complex...double barrel system with the sfc to
boundary layer ageostrophic flow shifting north to northeast. A
mixture of snow/sleet is possible over the southern Dacks and
southern Greens. Total snow and sleet accumulations look light
with less than 2". Some light accums of a coating to an inch are
possible over the northern Berks and eastern Catskills. Light
freezing rain may briefly mix in too. Lows will fall into the
upper 20s to lower 30s over the higher terrain with 30s to
around 40 in the lower elevations. A chilly rain will persist.
Wed-Wed night...Conditions deteriorate as the the secondary low
cranks up with the cyclone slowly lifting northeast from the
Delmarva. Low and mid level heights fall upstream with the
closed H500 low over northern IN/northwest OH. Strong
differential cyclonic vorticity advection occurs over upstate NY
and New England. The 925 hPa easterly jet increases to 40-40 KT
with the H850 low level jet to 70-80 KT. The -U component of
the wind /easterlies/ are -3 to -4 STDEVs greater than normal.
The inversion is strong on the NAM/GFS model soundings but some
of the stronger winds may bust through in the 50-60 mph range
off the southern Greens / northern Berkshires. The 10-m winds on
the METMOS/MAV MOS peak around 30 KT for KDDH/KAQW which are
very impressive. Elsewhere advisory level gusts may occur off
the western New England higher terrain and the western
Adirondacks. Wind Advisories may be needed. The downsloping may
erode the pcpn in the Hudson River Valley. The High Wind Watch
runs Wed thru Wed night.
A warm nose develops aloft (near 700-800 hPa) for warmer air to
over ride colder sub freezing air over the northern zones for
sleet and snow. A chilly rain will persist later into the
afternoon and the latest NAMnest/EC and the GFS shows mixed pcpn
in the form of sleet with some freezing rain over the higher
overspreading a large portion of the forecast area in the late
afternoon into the early evening. It should be noted the sleet
could significantly lower accums if this signal continues.
However, we were confident to keep the watch with colder air
cooling down the column late Wed night into Thu. Highs Wed were
lowered from the NBM with upper 20s to mid 30s over the higher
terrain and upper 30s to lower 40s in the valleys.
The mixed pcpn and rain will transition to all snow Wed night.
Heights will be falling and the column will cool throughout. The
greatest EC ensemble probabilities of >6" of snow are over the
southern Greens and Eastern Adirondacks. Also, the eastern
Catskills, Helderbergs and extreme northern Berkshires are high
too. Would not rule out 6-12" with some higher amounts over the
southern Greens through Thu. The upslope areas in northern
Warren and Saratoga Counties could see snow pile up so we
expanded the Watch. The Probs are still in the chance range for
3" or more of snow for the Capital Region/Mohawk Valley. We
could see 3-6" in the Mohawk Valley and 2-4" in the Capital
Region through Thu. The mid Hudson Valley/NW CT maybe a half an
inch to 2". Lows Wed night will be in the 20s to lower 30s.
Thu-Thu night the secondary cyclone moves slowly northeast
across southeast New England and Cape Cod towards the Gulf of
Maine. In the mid and upper deformation zone some banded
snowfall could impact locations north and east of the Capital
District with the mid level closed circulation moving over
PA/Upstate NY. The H850-700 FGEN increases over New England.
Snow mixing with some rain in the Hudson River Valley is
possible. Additional light to moderate snow amounts continue
across the region with the heaviest totals over the northern
Berkshires into southern VT. Highs Wed will be mainly in the 30s
with upper 20s to lower 30s over the higher terrain. Winds will
increase from the west to northwest.
Upslope and deformation snow showers continue Thursday night
with additional light snow accums over the spine of the southern
Greens and western Dacks and mainly north of Albany. Lows will
fall in the 20s to lower 30s.
There is decent high confidence for significant snow across
higher terrain areas still to maintain a Winter Storm Watch for
7 or more inches of snow and sleet with some light icing of a
tenth or less. Winter weather Advisories may be needed for the
Capital Region, Mohawk Valley and Taconics and possibly the
southern Berks and northern Litchfield Hills.

.LONG TERM /FRIDAY THROUGH MONDAY/...
The upper-level low will continue to sit and spin over our region on
Friday as moist, cyclonic flow will continue to bring chances for
rain and snow showers. The greater period for precipitation coverage
will be during the daytime as diurnal heating and pocket of cold air
aloft will steepen low-level lapse rates. Any additional snowfall
accumulation will be minimal and only confined to the higher
elevations as temperatures rebound into the mid-30s to upper 40s.
Loss of daytime heating will lead to a decrease in precipitation
coverage Friday night but still some isolated rain/snow showers
could be around. Lows will drop back into the mid-20s to mid-30s.
The upper-level low will begin to depart to the east on Saturday but
still could be close enough for at least some isolated rain/snow
showers, but with less coverage than previous days.
Upper level ridging builds into the region Sunday and Monday as
surface high pressure approaches from the west. This should bring
drier and milder weather to the region. Highs reach the mid-40s to
mid-50s Sunday and 50s to lower 60s on Monday. Currently looking at
partly to mostly sunny weather on Monday, which could provide
favorable conditions for viewing the eclipse. The uncertainty is
whether or not any high cirrus clouds stream in from the west from a
storm system across the central CONUS.

.AVIATION /18Z TUESDAY THROUGH SUNDAY/...
Through 18z Wednesday...Rain has begun to overspread the region
from southwest to northeast in response to a low pressure system
settling into the Ohio Valley region. Thus far, light rain has
only been reported at KPSF and KPOU, though the rain shield is
fast approaching KALB. All terminals, with the exception of
KPOU, are therefore sustaining VFR conditions. MVFR conditions
prevail at KPOU where lowered visibility due to a heavier batch
of rain currently moving through the area. Rain throughout the
evening will likely drop ceilings and visibility into the MVFR
category.
The last 6 hours of the forecast is a bit uncertain as the
transition to wintery precipitation is still a challenge.
According to the latest models, rain should remain the primary
precipitation type for KALB and KPOU while snow and sleet could
mix in to KGFL and KPSF within the last six hours. PROB30s and
prevailing groups were provided accordingly, but timing could
change with future updates.
Winds throughout the 18z TAF cycle will begin light and
variable, but transition to an east/southeast direction
overnight into tomorrow. Winds will then become breezy with
sustained speeds of 8-10 kt and gusts of 18-22 kt. KPSF,
however, could have some higher winds by the end of the period
with maximum sustained speeds of about 22 kt with gusts up to 40
kt.

Flooding is generally not expected this week due to the long
duration of precipitation and a significant portion being frozen
(sleet/snow) over the higher terrain. However, due to
increasing and persistent southeast flow minor flooding due to
tidal effects are expected to develop at and in vicinity of
Poughkeepsie along the Hudson River by early Wednesday morning.
Flooding may also occur during subsequent tidal cycles.
Also, some locations along the lower Housatonic Basin may get
close to bankfull. We will be monitoring for the potential of
minor flooding through the mid week.
