.SYNOPSIS...
Another strong low pressure system will impact the area late
Friday into Friday night. Additional rain and breezy conditions
are expected with this system, with cooler, drier conditions
returning for the weekend into early next week. The next storm
system moves into the southeast states into the Mid Atlantic
early next week.

.NEAR TERM /THROUGH TONIGHT/...
As of 1245 PM EST Thursday...

Seasonable/dry wx prevails this afternoon as a clipper type
system is tracking across the Great Lakes and our next strong
low pressure system is taking deepening over the Central High
Plains. It is sunny with temperatures in the upper 40s-lower 50s
in most areas with a SW wind of 10-15 mph. Skies remain clear or
mostly clear tonight as winds become light/calm due to weak high
pressure settling over the area. Some of the guidance is hinting
at the potential for patchy fog across interior south-central/SE
VA and NE NC, but there is not enough confidence to include a
mention in the gridded forecast attm. With lows tonight in the
upper 20s-mid 30s, there are low-end chances for some freezing
fog issues that will need to be monitored tonight.

.SHORT TERM /FRIDAY THROUGH SUNDAY NIGHT/...
As of 330 AM EST Thursday...

Previously referenced system deepens rapidly over the southern
plains overnight into Fri morning, as it ejects northeast into
the mid- Mississippi River Valley and induces sfc cyclogenesis.
The system continues on NE into the eastern Ohio Valley and
Great Lakes region by tomorrow night into Saturday morning,
dragging the attendant surface cold front across the region
overnight Friday into Saturday morning.

Overall, models remain in good agreement with the overall
evolution and synoptic details of the system. As the main low
moves into the Ohio Valley on Friday, the models suggest a
triple point low development over the mid-south/e TN Valley
Friday afternoon, moving NE along the central Appalachians
later Friday into Friday evening. As is to be expected with such
a dynamic, digging system, model timing has slowed to a small
degree. For that reason, we've adjusted the onset (or at this
point, call it re-introduction?) of rain chances into later Fri
aftn into Friday evening.

Although this system will take a similar track to Tuesday's
system, this system is not expected bring as much rainfall.
The system will be moving a bit quicker and the moisture return
will not be quite as abundant, with precipitable water values
rising to around 1-1.5". While this is still anomalous, it will
not be nearly as anomalous as the Tuesday system of 1-6-1.7". As
such, rainfall probabilities of 1" or more from the GEFS and
EPS are less than 10% for the entire area. The caveat that must
be noted is that this same model guidance has tended to under
perform precip amounts with the last several events. And while
this is also possible with the Friday system, rainfall totals
in excess of 1.5" are unlikely. As such, while we are not
expecting significant additional flooding, even an inch of rain
over the very saturated ground may lead to some nuisance
flooding. This has led WPC to highlight areas mainly NW of
Hampton Roads for a Marginal (Day 2) Excessive Rainfall Outlook.

In addition to the heavy rain threat, there remains a severe
risk with this system. In fact, the CAPE/Shear ECMWF Extreme
Forecast Index is higher for Friday evening across the coastal
plain over to the VA/MD eastern shore compared to Tue evening.
Although the wind fields are slightly weaker with the Fri night
system compared to yesterdays, 850mb winds are still 70-80kt
after 00z/13 (Friday night). In addition, with less stabilizing
rainfall, the GFS and ECMWF show 500-750 j/kg MUCAPE on Friday
evening and even have sfc temps warming into the mid 60s. As
such, the marginal risk for much of the area (with a slight risk
across south central VA and interior NE NC) seems reasonable
for now. Again, the main threat would be from severe wind gusts
along the cold front, but there will certainly could be a brief
QLCS tornado threat owing to the strong low-level shear and
slightly more instability.

Rain chances quickly ramp down after sunrise Saturday, with only
some lingering showers to begin Saturday along the coast. Cold
(cP) high pressure builds across the deep south, and while the
core of the cold air builds across the southeast, we'll still
get a noticeable cool down back to near or just below normal
this weekend. Temperatures fall back into the mid to upper 40s
over Piedmont, with low-mid 50s along the coast. Slightly cooler
on Sunday with low to mid 40s north and upper 50s to ~ 50
south/se of US-460. Early morning lows mainly in the 20s inland,
to around 30 along the coast.

.LONG TERM /MONDAY THROUGH WEDNESDAY/...
As of 330 AM EST Thursday...

Next storm system develops over the deep south and moves up the
coast on Monday into Tuesday. The secondary cold front crosses
the area late Monday into Tuesday, ushering in colder air across
the region for the middle of next week. There remains a great
amount of uncertainity with this system (both run to run and
model to model). That said, models are trending more suppressed,
owing to the anomalously strong sfc high building across the
plains. This ultimately means colder temps will be in place with
the low track further south. EPS 11/00z run 1" snow probs have
jumped up to 50-70% for the northern half of the forecast area,
and even register 20-30% probability of 3". For its part, the
GEPS (Canadian Ensembles), GEFS, and NBM probs remain quite low
generally less than 20%. Bottom line, there are still many
unknowns with this system in day 5. For now, will continue with
the chances for rain and snow with this forecast being revised
in the coming days.

With the uncertainty for early next week, the temperature forecast
has a great amount of spread. Have generally followed the NBM
guidance although have kept Mon night warmer ahead of the front.
Tuesday and especially Wed will likely stay in the 30s except
lower 40s SE. Lows will likely be the coldest of the year for
many spots with lower teens and lower 20s.

.AVIATION /18Z THURSDAY THROUGH TUESDAY/...
As of 1245 PM EST Thursday...

VFR conditions will prevail through the 18z/11 TAF period with
mainly clear skies (outside of increasing high clouds toward
the end of the period in advance of our next strong low pressure
system). SW winds of 10-12 kt will become light/calm tonight
before shifting to the E-ESE Friday morning. Any potential
patchy fog should remain to the SW of the terminals overnight.

Outlook: Conditions will deteriorate to MVFR/IFR later Friday as
another low pressure system brings rain, gusty winds, and the
potential for isolated tstms (especially across the SE
terminals) from Fri evening into early Sat morning. SE winds are
expected to gust to 30-40 kt Fri evening through the first part
of Fri night prior to a cold FROPA. A thin, broken line of
convection is progged to cross the terminals between 04-08z Sat,
which could bring very brief strong/severe wind gusts (highest
chc at PHF/ORF/ECG). A period of LLWS is also likely late Fri
aftn- Fri night. Behind the system, high pressure and VFR
conditions return for Sat through early next week. Gusty WSW
winds (to 30-35 kt) are expected on Sat before gradually
diminishing from Sat night-Mon.

.MARINE...
As of 415 AM EST Thursday...

High pressure builds off the SE coast today while a weak area of low
pressure moves E across the Great Lakes. Winds early this morning
were generally W 10-15 kt (most locations ~10 kt). Winds gradually
become SW by late morning, increasing to ~15 kt across the N coastal
waters by this afternoon. Winds become W tonight before becoming N 5-
10 kt late tonight as a weak boundary moves through. A strong area
of low pressure rapidly deepens Fri as it moves from the Middle MS
Valley into the Upper Great Lakes. As such, winds become E 10-15 kt
Fri morning, becoming SE 15-20 kt with gusts to 25 kt Fri afternoon.
With the deepening low over the Upper Great Lakes Fri evening, the
LLJ will increase as it moves over the local waters with the GFS and
12km NAM showing 75-80 kt winds at 925mb. Expect SE/S winds to
quickly ramp up Fri evening to 30-35 kt with gusts 40-45 kt
(strongest over the coastal waters). The cold front is expected to
pass Fri night (after 6z) with winds becoming SW ~25 kt with gusts
30-35 kt. Confidence remains high in Gale conditions with wind probs
showing probabilities of at least 35 kt gusts around 100% across the
Ches Bay and coastal waters (lower across the rivers and Currituck
Sound). As such, have expanded the Gale Watch to now include all
local waters beginning at 00z Sat. The Gale Watch ends at 9z Sat for
all of the waters except the coastal waters which hold on to Gale
conditions until 12z Sat. SW winds may gust to 35 kt across the
Ches Bay and coastal waters through Sat but wind probs are
lower (40- 55%). As such, will hold off on expanding the Gale
Watch temporally, but be aware that conditions remain breezy
through Sat night before winds diminish to 15-20 kt Sun.

Waves and seas were 1-2 ft and 3-6 ft respectively early this
morning (highest across the N coastal waters). Seas dropped below 5
ft across the S coastal waters and therefore have cancelled the SCAs
there. SCAs remain in effect across the N coastal waters until 10 AM
but may need to be extended if winds in the afternoon keep seas
around 4-5 ft. Waves and seas build to 4-7 ft and 7-12 ft
respectively Fri night with the Gale conditions. Seas remain
elevated behind the Fri system through Sat night and possibly
continuing into Sun.

.HYDROLOGY...
As of 1245 PM EDT Thursday...

Ongoing river flooding will continue through tonight. Most of
the river sites have crested or are near crest at this time,
with Westham ~1.4-1.5 ft above moderate flood stage. With the
next system not expected to see as much rain as the previous
system, new flooding is not expected along area rivers into the
weekend. However, some nuisance flooding of smaller creeks and
streams is again possible given the very saturated ground and
any rainfall going completely into runoff.

.TIDES/COASTAL FLOODING...
As of 535 AM EST Thursday...

With the next system, moderate tidal flooding is expected across
the MD portion of the upper Bay late Fri night/Sat and again
Sat afternoon at Cambridge/Bishop's Head/Crisfield (levels will
be lower than what occurred with last night's system given a
shorter duration of strong SSE winds). Bishops Head may approach
Major Flood stage Fri night (current forecast takes it to 4.2 ft
MLLW which is the threshold between Moderate and Major flood
stage). As such, a Coastal Flood Watch has been issued for this
area for the Fri night/Sat morning high tide. The Coastal Flood
Watch may need to be extended in future updates to include the
Fri afternoon high tide. Elsewhere in the upper Bay, minor
flooding is possible Fri night at Saxis and Lewisetta.
Additionally, as winds become W/WSW Sat, a blowout tide is
possible with portions of the lower bay and Atlantic coastline
approaching low water stage including Ocean City, MD.

A High Surf Advisory will be needed Fri night across the coastal
locations of the Eastern Shore and may be needed for Virginia
Beach to E Currituck due to large breaking waves.
