.SYNOPSIS...
Cooler and cloudier conditions will prevail for the weekend into
early next week. An incoming storm system will bring gusty west
winds, low-elevation mountain snow, and widespread rain to lower
elevations. Scattered showers are possible by Sunday morning with
the bulk of the precipitation falling late Sunday into Monday
before tapering off into Tuesday. Snow levels will be low through
the duration of the storm, resulting in significant snow
accumulations which is expected to impact major mountain passes.
Dry conditions will return by late Tuesday, with periods of
offshore winds and warmer conditions expected through the end of
the week.

Forecast Highlights:
*Winter storm will bring rain, wind, and mountain snow Sunday
 through Tuesday.
*Impacts expected on major mountain passes, including I-15 through
 the Cajon Pass and I-8 in the San Diego County mountains.

A coastal eddy developed overnight, bringing areas of low clouds to
coastal locations this morning. Clouds are most widespread in San
Diego County with patchier coverage in Orange County. Areas of low
clouds expected along the coast for much of today, before spreading
further inland this evening into Sunday ahead of an approaching low
pressure system. High temperatures today are forecast to be 5 to 10
degrees cooler than yesterday everywhere expect the low deserts.
Further cooling is expected on Sunday through early next week for
the entire area. Scattered showers are expected to develop ahead of
the low pressure system on Sunday, before more widespread
precipitation late Sunday into Monday. Showers are expected to taper
off from northwest to southeast Tuesday. More details surrounding the
uncertainties in the precipitation forecast, forecast rainfall
totals, and rates can be found in the Hydrology section below.

The main impact from this storm will be snowfall in the mountains.
This is a cold system. Snow levels will start out at around 4500
feet then lower to 3500-4000 feet on Monday and down to about 3000
feet as showers wind down Monday night-Tuesday. This will result in
snowfall down to pass level along I-15/Cajon Pass and I-8 in the San
Diego County mountains. Snowfall will be significant in the mountain
communities. 8-12 inches is likely above 6000 feet, 4-9 inches 5000-
6000 feet, and 1-3 inches 3000-4000 feet. Accumulating snowfall is
expected in higher elevation locations in the High Desert.

In addition to rain and low-elevation mountain snow, gusty west
winds are expected Sunday into early Monday. Winds over the
mountains are expected to peak at 50 to 60 mph. Winds on the desert
mountain slopes into the deserts will peak at 40 to 50 mph, with the
strongest winds expected over the San Bernardino mountains into the
High Desert.

The storm system will depart to the east on Tuesday, with dry
conditions expected by Tuesday evening. Clear conditions will
prevail Wednesday through late next week. Periods of gusty north to
northeast winds expected on Tuesday. Winds look like they will
mostly impact areas north of San Diego County. Strongest winds
expected through the Cajon Pass into the Inland Empire and on the
foothills of the San Bernardino and Santa Ana mountains. Winds will
diminish by Tuesday evening. Wednesday morning is expected to be
quite cold, with inland frost expected to develop. A building upper
level ridge is expected for the end of the week bringing warmer
conditions into next weekend.

291700Z...SCT-BKN low clouds with bases 2500-3000 ft MSL and tops
around 3000 ft MSL will continue within 10 miles of the coast today
with mostly clear skies elsewhere and unrestricted VIS. Clouds will
spread inland after 23Z today and extend east to the coastal
mountain slopes by 04Z Sun with bases continuing 2500-3000 ft MSL
and tops rising to 5500 ft MSL by 12Z Sun with higher terrain
becoming obscured 04Z-08Z Sun. ISOLD -SHRA will develop after 08Z
Sun from the mountains west to the coast, including VCNTY KSAN, KCRQ
and KSNA, continuing Sun.

Areas of west winds will develop over the mountains and deserts
after 08Z Sun with gusts 25-45 kt, except more southerly VCNTY Cajon
Pass.

.MARINE...
No hazardous marine weather conditions are expected through next
Wednesday, except for gusts from the west around 20 knots Sunday
afternoon and night over the coastal waters.

.HYDROLOGY...
A cold, low pressure system will drop along the coast this weekend,
move over the CA Bight on Monday, before swinging inland just south
of San Diego. The path of this storm will keep us in an extended
period of showers starting Sunday and continuing into Tuesday.
Current guidance is trending wetter, especially for San Diego
County. There is still some uncertainty surrounding the exact
position of the low pressure system, leading to uncertainty
regarding how much rain could fall and how heavy the showers will
be. Global ensemble clusters continue to show 30.5% variance (amount
of spread in ensemble solutions)around the position of the low
pressure system by Tuesday. Clusters with more ECMWF and Canadian
guidance are wetter than clusters with more GEFS.

The bulk of the rainfall is expected after midnight on Sunday night
through Monday afternoon. Showers will diminish from northwest to
southeast Monday night into Tuesday. Showers will linger the longest
over the San Diego County mountains. Current guidance has 0.20-0.50
inches in Orange County and the Inland Empire. In San Diego County
0.35-0.70 inches are expected, with the lower accumulations along
the coast and the higher accumulations in the eastern valleys. The
Coachella Valley and High Desert have total rainfall around a tenth
of an inch. The San Diego County deserts could see total rainfall
accumulations of 0.25-0.45 inches. It will be a cold system, so low
snow levels (3500-4000) feet will help limit runoff from higher
elevations.

Current high resolution guidance has hourly rainfall rates between
0.25-0.35 inches late Sunday through Monday. A prolonged period of
light rain over ground that will quickly become saturated, could
result in considerable runoff, and ponding of water in poorly
drained and urban areas. Rivers and streams will rise once again and
could inundate, normally dry areas by late Monday. All interests
should continue to monitor later forecasts.
