.SYNOPSIS...
Monday and Tuesday will be the last mild days we experience for
awhile under partly cloudy skies. Cooling will begin on Tuesday
as increasing southwest winds build the marine layer inland. The
winds will become quite strong and gusty as the atmosphere adjusts
to a surge of cold, Arctic air plunging south across the West.
Several more surges of cold air into this trough will keep a moist
and unstable flow into Southern California, generating periods of
showers with very low snow levels into next weekend.

COUNTIES...
An area of very light rain spread north over the forecast area
this afternoon and evening. Many sites in San Diego County reported
a trace of rain, but a low-level dry layer made it difficult for any
sites to measure. This layer was evident on our 00Z Miramar sounding
below 7K FT. Above, it was moist with a total PW of 0.80 inch. The E-
SE winds above the dry layer were circulating around the cut-off
low, centered about 260 miles SW of San Diego at 8 PM PST. There is
model consensus now that this low will indeed drop SE through
Tuesday morning, keeping much of the precip and clouds circulating
around it outside of Southern California. With that in mind, POPS
have been lowered over the area through Monday, and most of the
shower activity has been removed from the forecast, except offshore.
There, the slight chance of thunder has been removed as well.
Lightning was occurring again this evening, but it was concentrated
just south of the low pressure center, and is not expected to
redevelop this far north. The Coastal Waters and Zone Forecasts have
been updated to reflect this thinking.
From previous discussion...
A strong storm system, originating from British Columbia, will
drop south over the West, with two waves developing mid to late
this week. The first wave impacting the West late Tuesday through
Wednesday is looking to take more of an inland track over the
Great Basin, which would keep the heavier rain/mountain snow north
of SoCal, with wind being the main impact here. Rainfall amounts
of generally less than one-half inch are expected late Tuesday
into Wednesday, with only a few inches of snow above 2000 feet in
the mountains. This system is looking to be a strong one, with
the surface low pressure dropping to 995 mb, so high winds will be
a concern Tuesday evening through Wednesday afternoon. The
highest winds will be over the desert mountain slopes, with peak
gusts in excess of 70 mph. High Wind Watches have been posted for
all mountains and deserts, valid Tuesday afternoon through
Wednesday afternoon.
In addition to the strong winds over the mountains and deserts,
winds will also be strong at the coast Tuesday night into
Wednesday. There is still a lot of uncertainty with how strong
these winds will be. High resolution model guidance has come in
stronger with winds along the coast, though ensembles are a bit
weaker. The NBM gives coastal areas a 60 to 70 percent chance of
reaching at least 47 mph, but only a 10 to 15 percent chance of
reaching 55 mph. The current forecast is generally a consensus of
the NBM and the available high resolution guidance, with gusts
generally ranging 40-50 mph, with some spots along the immediate
coast higher. This is certainly looking to be an impactful wind
event at least along the immediate coast, and we will be keeping a
close eye on the trends over the course of the next few model
runs and refining the wind forecast further.
After the first wave of this system departs east, very cold air
will be left in it's wake. High temperatures on Thursday and
Friday will be some 15 to 20 degrees below normal, with most lower
elevations only topping out around 50 degrees both days. Some
locations in the Inland Empire and the San Diego Valleys might not
make it out of the 40s those days!
Currently, the second wave of this system is slated for Thursday
through Saturday looks to take more of an outside track over the
Pacific Ocean and West Coast, which is looking to bring us much
more rain and mountain snow than this first wave. Winds with the
Thursday/Friday system aren't looking as strong, as this second
wave appears weaker than the first one. However, models and
ensembles are showing more precipitation Thursday and Friday for
SoCal, given the track over the ocean. Recent model guidance has
come in wetter for our region, so QPF amounts were increased on
this shift. It is looking to be more of a moderate rainfall event
at this time, though the spread in the ensemble members for
precipitation still remains large at this time, so confidence
remains low in exact amounts.
Last but certainly not least, mountain snow could be fairly
significant and impactful Thursday and Friday. Low snow levels of
2000 to 3000 feet could bring snow accumulation to the majority
of the mountains and mountain passes. Exact amounts are still
uncertain, but we will continue to refine the forecast in the
coming days!

Little or no additional shower activity will occur the rest of
tonight over the coastal waters, and the thunderstorm risk has
ended for tonight.
Dangerous boating conditions are expected to develop Tuesday evening
and continue into Wednesday. Strong, west-northwest, gale force
winds are expected with peak winds late Tuesday night into early
Wednesday morning. Confidence is high for gale force winds as
probabilistic models indicate over a 90 percent chance of wind gusts
exceeding 41 kt with local gusts possibly reaching 50 kt briefly.
These strong winds will be accompanied by large combined seas of 10
to 16 feet with a mix of periods of 10 seconds or less. Winds will
weaken Wednesday afternoon through Thursday, but periodic gusts 20
to 25 kt are possible Thursday through Saturday.
