Warning for the following rivers in Washington...
Tolt River Above Carnation affecting King County.
Skykomish River Near Gold Bar affecting Snohomish County.
Snoqualmie River Near Snoqualmie Falls affecting King County.
Snoqualmie River Near Carnation affecting King County.
.A strong storm will impact western Washington over the next day and
a half, with the Cascades receiving an additional 6 to 9 inches of
rain. Snow levels will be over 8000 feet so it will all be rain.
This will drive many rivers flowing off the Cascades above flood
stage, with some moderate to major flood category.
For the Central West Region...including Gold Bar, Monroe, Snohomish,
Snohomish, Carnation, Snoqualmie Falls, Carnation, Issaquah,
Landsburg, Renton, Auburn...Major flooding is forecast.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Be especially cautious at night when it is harder to recognize the
dangers of flooding.
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
Motorists should not attempt to drive around barricades or drive
cars through flooded areas.

.SYNOPSIS...An atmospheric river will impact the region through
Tuesday with periods of heavy rain and an increased risk of river
flooding. An upper level trough will cross the region late in the
week for a shift toward more showery precipitation, cooler
temperatures, and lowering snow levels. A brief break in the
active pattern is possible on Friday, before additional systems
move through the region over the weekend.

.SHORT TERM /TONIGHT THROUGH THURSDAY/...A warm front helping push
precipitation associated with an atmospheric river across
Western Washington this afternoon into tonight. In addition, snow
levels have risen well above 8000 feet this afternoon setting the
stage for enhanced runoff over the higher terrain. In addition
winds are expected to become breezy to windy for many areas this
afternoon and evening - particularly along the coast and over the
interior, Whidbey Island northward - including the San Juan
Islands. Winds are expected to ease late this evening.
Snow levels are expected to remain elevated - 8000 to 9000 feet
across nearly all of the area into Tuesday morning - this will
allow precipitation to fall as rain below the snow level helping
drive river runoff. Forecast precipitation through Wednesday
morning is substantial with accumulations of 8 to 10 inches for
the Olympics, 6 to 9 inches in the north/central Cascades, and 4
to 7 inches over the south Cascades outside of Mount Rainier. For
the lowlands, accumulations of 3 or 4 inches along the coast, and
1.5 to 3 inches for the most of the interior lowlands. Lower
amounts are expected over the NE Olympic Peninsula where
shadowing to the lee of the Olympics will limit accumulations.
This is expected to drive sharp rises on area rivers and elevated
potential for river flooding at many river forecast locations
through Wednesday and even into Thursday for some mainstem rivers.

this.
Moderate to heavy rain will continue for much of the region
into Tuesday with the deep moisture and as the moving cold front
gradually sags southeastward across the area. The axis of the
heavier precipitation will shift toward Oregon by early Wednesday
and snow levels will gradually fall back to most pass levels by
Wednesday night as cooler air filters back across the area. The
pattern will transition to more showers Thursday as an upper
trough axis moves onshore. With lower snow levels this may result
in modest snowfall totals at the passes.
.LONG TERM /FRIDAY THROUGH MONDAY/...Ensemble clusters highlight
the idea of a period of short-lived upper level ridging Friday
possibly into early Saturday, giving the region a brief break in
the active pattern. The ensembles are also hinting of a
progressive shift Saturday, with the possibility of another
atmospheric river pattern setting up over the broader Pacific
Northwest - including British Columbia during the weekend. The
potential as well as the timing, location and strength are all
highly variable at this point, and will be monitored accordingly.

.AVIATION...Westerly flow aloft currently as an upper-level ridge
resides over the region. Flow aloft is slated to switch more
southwesterly tonight as the aforementioned ridge progresses and an
upper-level trough looms offshore. A mixed-bag of flight categories
out there currently as widespread rainfall spreads across area
terminals. Ceilings are generally around 1,000 to 2,500 ft but
isolated instances of heights around 400-500 ft have been observed.
Strong southerly winds along the coast (KHQM) around 15 to 25 kt
with gusts up to 35-40 kt will spread inland tonight but of lesser
magnitude. However, airfields especially KBLI could see similar
conditions. Low ceilings and visibility (MVFR to LIFR) will persist
tonight into Tuesday as widespread rainfall remains in the forecast.
KSEA...Ceilings around 2,000 to 3,000 ft have been observed at the
terminal so far today. MVFR criteria continuing tonight into
Tuesday, possibly lowering to IFR at times with visibility impacted
under heavier rainfall. SE winds becoming more southerly 10 to 15
knots with gusts 20 to 25 knots by 00-02z, decreasing by 16-18z
Tuesday.

.MARINE...A frontal system is currently progressing across area
waters at this time with widespread headlines. Gale warnings are
posted over the coastal waters and most inland waters (excluding
Puget Sound where a SCA is in effect) as a cold front gradually
progresses through the region. Winds are expected to ease on Tuesday
but a SCA will remain for post-frontal winds for the Central Strait.
Small craft advisories will also hold for the coastal waters because
of seas well above 10 ft, in the 14 to 17 foot range. Seas peaking
Tuesday night near 20 feet before subsiding into the day on
Wednesday. Seas lowering back down below 10 feet Friday but could
increase again over the weekend.

.HYDROLOGY...Atmospheric river coming onshore in Western
Washington for the next 36 hours. Rain began early this morning and
has spread to most locations this afternoon. Generally rainfall has
been 0.1 to 0.5 inches in the lowlands, 0.5 to 1.5 inches in the
Cascades, and 1 to over 2 inches in the Olympics over the last 12
hours. Temperatures in the mountains continue warming, with 30s in
the high Cascades and near 50 in the Olympics. But snow levels have
risen later than expected. Snow levels by later this evening will be
up to 7500 feet in the Northern Cascades to 8500 feet in the
Southern Cascades. Snow levels remaining high tonight, 8500 to 9500
feet before dropping slightly Tuesday to 7000 to 8500 feet.
Rain will continue into at least Tuesday night. Rainfall amounts
during this time frame remain high, 6 to 9 inches over the Olympics,
5 to 9 inches in the Cascades, 2.5 to 3.5 inches along the coast and
1.5 to 2.5 inches over the interior ( with the exception of the rain
shadow northeast of the Olympics ). This amount of rain combined
with the rising snow levels will produce river flooding and
possibly small stream and urban flooding across the area.
Rivers flowing off the Olympics began rising this morning and a
Flood warning has been issued for the Skokomish River. Rivers off
the Cascades will be on the rise later today and tonight, part of
the delay due to the slower rising snow levels. The remainder of the
rivers predicted to flood will reach flood stage early to mid
morning Tuesday. Rivers will crest Tuesday afternoon into Wednesday
evening then begin to recede. There is still the potential for
moderate to major flooding on some of the bigger rivers like the
Snoqualmie, Snohomish and Skagit Rivers. The Flood Watch continues
for all of western Washington.
There remains a degree of uncertainty in its scope and extent of the
flooding. It will depend largely on how fast the air mass warms over
the mountains and the locations of the heaviest bands of
precipitation. Stay tuned for the latest forecast developments.
In addition to the urban, stream, and river flooding, burn scars in
the Cascades will have to be monitored with the heavy precipitation
forecast. There is a small (10%) chance of exceeding 0.5 inches per
hour over the Bolt Creek and Sourdough burn scars. There will be an
elevated threat of landslides and debris flows beginning this
afternoon and continuing into Wednesday. The landslide threat will
extend into Thursday after the heavy rain is over. A Special Weather
