.SYNOPSIS...Cool and showery pattern persists through mid week
as a broad upper trough remains anchored over the region.
Showery weather continues to bring overnight and early morning
low elevation snow potential through Wednesday morning, with no
widespread significant snow accumulations expected. An
atmospheric river, currently forecast to make a direct hit on
California, will also send a warmer moist node toward Oregon
Thursday and Friday. Increasing snow levels and heavy rain could
result in quickly rising streams and some west Central Oregon
rivers. Warmer weather gets temperatures almost back to seasonal
normals, but early next week also brings higher snow levels and
some periods of moderate to heavy rain.

.SHORT TERM...Tonight through Friday...It's been an active afternoon
and evening across NW Oregon, and somewhat less so across SW
Washington. The shift started out this afternoon with convection
developing across the southern half of the CWA as a shortwave
disturbance lifted northward, pivoting around a broader and larger
parent low just off the central/southern OR coast. This disturbance
provided the trigger to develop deeper convection as -32 to -35 deg C
temps at 500 mb steepened low to mid level lapse rates. The result
was a few strong storms, mostly across the western half of the
Willamette Valley. Surprisingly, one small supercellular storm that
lifted north from the Carlton/Yamhill area to around Gales Creek
pushed severe limits, producing hail up to 3/4 inch in diameter (the
threshold for a Severe Thunderstorm Warning is 1 inch). Behind that,
a more organized line of showers progressed northward across the
western Willamette Valley, producing gusts 30-40 mph. One cell became
dominant in that line of showers, and started exhibiting some signs
of weak rotation. Just after 6 PM, we received one picture and one
video from two independent social media users that showed what
appeared to be a cold-core funnel cloud near Gaston and Bald Peak.
Based on the imagery, the funnel did not appear to touch the ground
to become a tornado, and we have had no reports of the funnel
touching the ground. The shear environment was very weak today, but
these weak flow environments can provide an opportunity for storms to
create their own shear as outflow boundaries collide with one another
and cells interact at various levels, and that is likely what
happened today.

This afternoon's convective activity also produced accumulating hail
(likely mixed with graupel), which even briefly accumulated on roads
around McMinnville and southern portions of the Portland metro area.
After sunset, the storms lost their surface-based fuel for
convection, but steep lapse rates aloft have maintained some
convective nature to the precipitation, enhancing rain rates
sufficiently for dynamic cooling to bring snow levels down much lower
than what was anticipated for this evening. The environmental snow
level this evening was around 1000-1500 ft, but wet snow fell in
downtown Portland and even produced brief slushy accumulations in
some of the lowest parts of the metro area. That said, the bulk of
the sticking snow has been above 500 ft. Snow totals around the PDX
metro appear to be well under an inch for the most part, though some
areas like Forest Park, Skyline, Cornelius Pass, and the hills of NW
Multnomah and SE Columbia County likely received around 1 inch based
on the rainfall amounts we're seeing in the lower elevations.
Elevations above 1000 ft in this area will likely approach 2 inches
of new snow by the time precip dwindles over the next 2-3 hours. We
handled this with Special Weather Statement, which expires at 11 PM.

Although CAMs suggest there will be a break in the precip tonight as
the current band near the Columbia River dwindles, they also suggest
the parent low pressure system off the south/central Oregon coast
will pivot onshore at some point early Wed morning. Models vary on
when and how this will occur, and the movement of cutoff lows is
notoriously difficult to forecast. To add to the challenge of
tomorrow's forecast, the low moving onshore will quickly be replaced
by another low currently near Haida Gwaii. The interplay between
these two systems raises the potential for another round of banded
precipitation to lift northward across much of our CWA either Wed
morning or Wed midday. If the first low begins to move onshore
earlier than expected (say, before 4 AM Wed), that could be a warning
sign that lowland snow could impact some portions of the Willamette
Valley for tomorrow morning's commute. Timing is likely key here, as
precip around sunrise - the coolest part of the day - would have a
higher likelihood of accumulating snow in the lowlands than would
midday or afternoon precipitation. At this point, most probabilistic
guidance suggests a less than 15% chance of significant snow impacts
on Wed morning's commute in the lowlands, but given the pattern and
what we just saw this evening, I would put this chance at more like
20-30 percent. Otherwise, Wednesday will just be another day with
scattered rain showers for the lowlands and scattered snow showers
above 1000 ft. Heavier showers may locally bring the snow level down
lower, and will also have the potential to produce small hail or
graupel given the low freezing levels.

As mentioned above, the departing low will be quickly replaced by
another upper low dropping out of western Canada to a position near
46N 132W by Wednesday afternoon. Upper level flow on the eastern
periphery of this feature will pivot to more of a southwesterly
orientation over the area Wednesday night into Thursday. This will
induce a gradual warming trend which should finally bring an end to
the diurnally influenced lowland snow potential by Thursday, but will
also yield increasing rainfall and potential for hydro impacts as an
atmospheric river sets up just south of the area. /CB

Our newer, and now mature, closed low will start drifting eastward as
fairly well agreed upon by the models. To the southwest, and moderate
to strong atmospheric river will be initially fed toward the OR/CA
coast then shunted further southward through Friday. The amount of
shunting will be heavily dependent on how far south the new offshore
low center sets up. For now, there is again good agreement the low
will be centered near 45N, 130W ending Thursday afternoon. The low
will start grabbing some of the AR moisture and directing it
northward, potentially clipping the North Oregon coast and coast
range. Snow levels would also rise reaching 3500-4500 feet by
Midnight Thursday night. However, the primary axis of
precipitation does remain about 40-60 miles offshore. But, that
is well within potential position error with the Coast range and
its recently enhanced low elevation snowpack under threat for a
somewhat quick melt off.

The low then continues an easterly drift then picks up the pace
toward the northeast which then does bring the coast range into
play, but for a much shorter period then as if the low arrived
sooner. Snow levels will also rise across the region as a warmer air
mass invades overhead. The Oregon high Cascades 4500-5000 feet and
higher may be in store for 8-12 inches of snowfall, but the lower
elevations and foothills may also get an inch plus of rain.

So we will need to keep an eye on how this all actually evolves. But
for now, it's probably worth taking a look at plans from at least
rapidly rising streams and uncontrolled main stem rivers across west

.LONG TERM...SATURDAY THROUGH TUESDAY...Models nearly all agree
the upper low will quickly lift north and inland Friday night and
Saturday. But in a vastly different solution from 24 hours ago,
models are uniformly keeping upper ridging now building across
western North America and a closed low digging south but now
centered somewhere around 50N, 135W. This position is about 10
degrees longitude further west than was indicated 24 hours ago.

The problem is, this allows for a second AR surge to potentially
reach further north and bring at least a moderate AR episode to
somewhere across western Oregon and Washington. Model details do
begin to vary significantly regarding the position of the low
pressure trough and center of circulation. So at this time, have
broad confidence there will be an issue with heavy rain somewhere
Monday and Tuesday, but can't currently pin it down beyond somewhere
from northern California northward to central British COlumbia. At
least temperatures will warm and reach much closer to normal than we
have seen the past couple weeks. /JBonk

.AVIATION...06Z TAFs: Not much change. Still have upper low pres
offshore, maintaining cool unstable southerly flow aloft. This
will keep showers offshore, and scattered showers inland, with
showers picking up in intensity again after 18Z Wed. As of 9 pm,
still have a band of steady precipitation from Astoria to
Portland to Mount Jefferson, with snow level 200 to 500 feet.
This band will weaken as it moves northward through midnight.
Otherwise, VFR with pockets of MVFR, mainly under the showers.
Like past few nights, will see areas of MVFR cigs between 10Z and
18Z, mainly inland.

KPDX AND APPROACHES...Band of steady rain, perhaps mixed with wet
snow at times as snow level remains low (generally 200 to 500 ft).
But, not expecting any snow accumulation at the airport. This
will end later this evening. Afterwards, back to quiet weather,
with VFR and maybe a passing shower overnight. Still looks like
will see another period of MVFR from 12Z to 17Z, but likely 1500
to 2000 ft. Afterwards, back to VFR with an increasing chance of

.MARINE...A broad area of low pressure continues over the
northeast Pacific, gradually weakening through Wednesday. A
stronger low drops out of Coastal British Columbia Wednesday and
slowly move southward. The low remains offshore but a front is
expected to move to the coastal waters Thursday, which will likely
bring moderate to strong gale gusts. Have adjusted the timing of
the current Gale Watch for all waters.

Seas will build into the low to mid teens through the same time
frame. Will see what next few model runs settle on. Ensemble
models show about 50 percent of members have gale force winds may
return Friday as the low approaches the coastal water again. A
quieter pattern sets up for at least part of the weekend.

Cool and unstable air mass continues through tonight resulting in
a slight chance of thunderstorms across the waters.
