.SYNOPSIS...
Low pressure will move northeastward away from the region tonight.
High pressure will pass south of the area on Tuesday. A strong storm
system from the southwestern US will head northeastward into our
area for Wednesday. That system will depart northeastward Thursday
with high pressure regaining overall control as we head into the
weekend.

&&

.NEAR TERM /THROUGH TODAY/...
Forecast mostly on track, so will only make minor adjustments
based on latest surface obs.

Otherwise, high pressure is centered near Oklahoma, also
building eastward. A cold front is entering the northern Plains
from Canada. Aloft, a closed low is located near the New England
coast, with a trough extending down into the Carolinas, that is
quickly shifting eastward. A ridge is over the Great Lakes
extending down to the south-central Plains. Another shortwave is
over the northern Plains with a deep closed low over southern
Arizona.

Stratocumulus has been more stubborn to break and scatter than
forecast, so we increased the coverage through much of the
overnight, though we should start to see some partial clearing
away from the Appalachians at least by morning. Some clouds will
likely linger thru the night, especially in the Poconos where
the northwesterly upslope flow will continue. The pressure
gradient will remain rather tight as high pressure quickly
builds eastward behind the storm, so while the winds are easing
and becoming less gusty, they may remain in the 6 to 12 mph
range even through the overnight. This will keep temps from
falling much, with most places not getting much below freezing.

For Tuesday, a cold front in the northern Plains presently will
enter New York State later in the day. This front won't ever
really make it here, but clouds ahead of it on the northwesterly
flow will keep Tuesday from being very sunny. The gradient
remains elevated as well, so it will remain breezy and gusty.
Temps will moderate a bit compared to today thanks to drier air
mass overall and no precipitation along with at least some
intervals of sun, so 40s will be common. However, with the wind
it will feel more like the 30s.

.SHORT TERM /TONIGHT THROUGH THURSDAY/...
Fair weather with increasing clouds is expected Tuesday night. It's
not totally out of the question that some minor precip could arrive
across the wrn-most part of the CWA (Berks County) before 12z, but
not confid in this attm. If it did occur, it would be snow
considering the temperatures. Lows Tue night will be in the
mid/upper 20s for most areas with some low 30s across the urban
areas and for much of Delmarva.

The next system will approach Wednesday morning and affect the
Wednesday/Wednesday night periods with a variety of hazards. Low
pressure will move up across IN/wrn OH before slowing and moving
across Lake Erie. Meanwhile, a secondary low will form closer to ern
VA and move up across NJ/Long Island Wed night. These features will
result in mostly around 3/4 to 1 inch QPF across the northern Middle
Atlantic area. Snowfall will be confined to the I-95 and NW areas
(approx.) with 3 to 4 inches for the Lehigh Valley, Berks County
and up into north NJ. For the Southern Poconos and highest
elevations of Sussex County NJ, 5 or 6 inches could occur. Closer to
metro Philadelphia and into North-central NJ an inch or two is
possible. There is still some uncertainty with the totals attm. If
the trend towards warmer solutions, continues, then these totals
will likely be too high.  Winds hazards with low-end Wind Advisory
criteria near the shore and a chance for thunder (Delmarva, srn NJ)
have been kept in from previous fcst too.

After collaborating with or neighboring offices and national
centers, we have decided not to issue and winter weather flags for
the 5th period attm. The trend overall seems to be a bit warmer and
less QPF. The timing is later too, although not by much.

We'll keep Thursday dry with this forecast. The precipitation will
have moved offshore by the morning and the dry will have a west flow
of increasingly dry and cool air across the area. Overall,
temperatures will remain on the above normal side, with 30s for the
Poconos and low 40s for the Lehigh Valley and north NJ. The urban
areas around Philadelphia and srn NJ will see mostly mid/upper
40s.

.LONG TERM /THURSDAY NIGHT THROUGH MONDAY/...
The remaining part of the week and the weekend look dry after the
departing system from the short term. The upper air pattern flattens
somewhat leaving mostly zonal flow across our region. A low and weak
upper trough move across the Great Lakes over the weekend, but its
effects on our area are minimal (at best). The next system arrives
Sun night and persists into Monday, so we will continue to carry
some chance pops for those time periods.

Temperatures will be around normal Friday, but then moderate to
above normal Sat/Sun. Highs on Sunday (the mildest weekend day) will
be in the low 40s N/W and low/mid 50s for Delmarva and adjacent
regions. The mild temperatures will continue into next week, so the
following disturbance will mostly be all rain, some snow is possible
for the overnight periods N/W, but attm nothing significant is
foreseen.

.AVIATION /06Z TUESDAY THROUGH SATURDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.

Tonight...BKN-OVC CIGs 3500-4500 feet for several more hours,
and then skies clear out through 12Z. Winds remaining NW 5-15
kts with occasional gusts above 20 kts. High confidence.

Tuesday...VFR. Winds NW 10-15 kts with gusts to 25 kts. High
confidence.

Outlook...

Tue night... VFR with increasing clouds. Light winds.

Wed/Wed night...MVFR then IFR (or lower) developing from W to E
Wed morning with clouds and lower VSBYS in snow NW and rain/fog
SE. Increasing SE/S winds with LLWS possible.

Thu... VFR expected. Gusty W to NW winds.

Fri./Sat...VFR expected.

.MARINE...
SCA remains in effect for all waters, though winds should
diminish on DE Bay by daybreak. Although there will be a lull in
SCA conditions on DE ocean waters, winds ramp back up. Will go
ahead and extend the SCA on DE ocean waters through 21Z. SCA
remains up for the NJ ocean waters until 21Z as well.

Outlook...
Tuesday Night... Sub-SCA. Fair.

Wednesday/Wednesday night... SCA early then Gales probable Wed
night. Rain. Tstms possible Wed evening near srn NJ/DE waters.

Thursday/Thursday night... Gales Thu diminishing to SCA Thu
night. Fair.

Friday/Sat.... Sub-SCA. Fair.

.HYDROLOGY...
WPC, WFO, and MARFC QPF consensus is 1.00 to 2.50 inches of rain
across the HSA with the highest amounts along the I95 corridor and
coastal plain of New Jersey. Rain moves in Wednesday and intensifies
late in the day and evening. Looks like most precipitation will be
coming to an end by daybreak Thursday.

USGS stream gauges indicate that water levels are running above
normal across the I95/I295 corridor, eastern PA and northern
NJ. The gauges along the DE and NJ coastal plains are running
more normal. This is a good thing since this is where the
heaviest rains are expected to fall. So while we will likely see
some tidal impacts closer to the coast, fresh water impacts
alone will be less likely due to the combination of sandy soils
and normal streamflows. But any freshwater runoff into the bays
could exacerbate the tidal flooding.

We could end up seeing some impacts along the I95/I295 corridor.
While the potential is not high for a large number of our forecast
points to rise above flood stage, it does appear we could see
several gauges rise above action stage and maybe even a couple
approach or exceed flood stage. This likely wouldn't occur until
Thursday. If this system over-performs and comes in with an
additional 0.50 to 1.00" of rain across this area, more forecast
points will likely exceed flood stage.

If we do end up seeing convective contributions and rainfall rates
increase, poor drainage and low lying flooding is a good bet across
more urban areas. This would occur late in the day Wednesday into
Wednesday evening.

Smaller streams that respond quickly across Northern DE, SE PA and
central/southern NJ (again the I95/I295 corridors) should be watched
as well. This area, where streams are already running high and could
be on the higher end of the rainfall range, could end up with the
most impacts.

.TIDES/COASTAL FLOODING...
Tidal levels are diminishing for the moment as northwest flow will
push water back off the coast, thus we are not expecting any
additional flooding through the next few high tide cycles.
However, expect water levels to rise again ahead of the next
system Wednesday and Wednesday night, when additional minor
flooding looks very possible if not likely, particularly with
the Wednesday night high tide.
