.SYNOPSIS...
Strengthening area of low pressure will move across our area
later this morning and lift north and east into south-eastern
Canada by this evening. An upper trough with a surface cold
front will pass through the region on Tuesday. High pressure
then builds east through the end of the work week. Another weak
cold front may approach for Saturday.

.NEAR TERM /THROUGH TONIGHT/...
As of 930 AM...The base of the 500mb trough is swinging through
DelmarVa with dry air starting to push in on the back side of
the storm. We've see the radar start to trend light as the bulk
of the precip has tapered off. Obs are showing the cold air
advection is surging in across the region so the rainfall should
continue to rapid wane as the lift weakens and subsidence
begins. Winds behind the front are turning westerly fairly
quickly and should remain westerly and breezy through much of
the afternoon. Previous forecast discussion follows:

The latest surface analysis now places the primary surface low
(985 mb) offshore of Cape Hatteras with the secondary low that
formed along the inverted trough near the Catskills of New York
State. Heavy rainfall and gusty winds have been ongoing this
morning with several reports of flooding across the area. Winds
earlier this morning have gusted up to 40-50+ mph along the
coast of NJ/DE, but these winds have tapered off...for now.
Rainfall totals as of 6 AM have ranged from 2.0-4.0 inches, with
localized 5.0+ inches recorded in southern Delaware.

Radar reflectivity indicates that the heaviest rainfall for the
most part has now lifted out of the Delmarva and is currently
tracking across E PA and New Jersey. The heavy rainfall will
continue for another 1-2 hours, before beginning to become
lighter in nature through the late morning. As the primary low
passes by offshore, any lingering showers will taper off by
early afternoon.

The strongest of winds have now passed as the combination of the
low level jet and enhanced low level flow have now moved off to
our north and east. Thus, the Wind Advisory along the coasts of
NJ and DE has been allowed to expire at 7 AM. There will be a
temporarily lull in wind activity this morning as the elongated
trough remains over the area. However, as the primary low begins
to pass by winds will abruptly pick back up again on the
backside of the low with west-northwest winds up to 35-45 mph
this afternoon. For now, have held off on any wind advisories
across our area for this afternoon.

In terms of storm total rainfall, we are looking at a
widespread swath of 2.5-4.5 inches of rain with locally higher
amounts up to 6.0 inches across portions of Delaware and
Maryland where the axis of rainfall was maximized. The Flood
Watch remains in effect through this afternoon as many of the
smaller rivers and streams will reach their flood stages later
today.

Just as one system passes by, another one will be quickly on its
heels. An upper level trough will swing towards our area late
tonight into early Tuesday. Most of the area will remain dry, but in
the higher elevations of the Poconos, Lehigh Valley and Northern NJ,
there looks to be enough moisture to where some precipitation may
reach the ground. This precip would be in the form of snow as cold
air advection will be well underway with temperatures falling below
freezing. In short, snowfall amounts will be rather light, but will
range from a trace to a half-inch mainly across Carbon and Monroe
counties. Any snowfall should end by Tuesday morning.

.SHORT TERM /TUESDAY THROUGH WEDNESDAY/...
Tuesday should be breezy. The tightest low/mid level height
gradient and tightest surface pressure gradient never quite line
up perfectly, so max wind gusts are likely to be in the 25 to
30 mph range (possibly as high as 35 mph on ridge lines).

Once this trough slides east of our region Tuesday night into
Wednesday, it should kick off a return to dry conditions and
seasonable temperatures.

.LONG TERM /WEDNESDAY NIGHT THROUGH SUNDAY/...
The trend of dry and seasonable is expected to continue
Thursday and Friday as a broad surface high pressure system will
gradually build eastward towards our region.

In the upper levels, a broad ridge becomes entrenched over the
eastern U.S.. Several models depict a short wave trough sliding
eastward to the south of the ridge, which could result in
precipitation by next weekend, but once again, moisture will be
limited. Additionally, depending on how robust the ridge is, the
short wave trough may weaken as it tries to undercut it. All
that being said, stayed with the previous forecast in keeping
slight chance pops on Saturday.

.AVIATION /15Z MONDAY THROUGH FRIDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.

Today...Heavy rainfall will continue north of KPHL for about
another 1-2 hours before becoming light in nature. MVFR to IFR
ceilings/visibilities will gradually lift to VFR by the late
afternoon. E-SE winds in the 10-20 kt range, will become W-NW
winds develop on the backside of the low up between 15-25 kt
with gusts up to 30-35 kt possible. Moderate confidence.

Tonight...VFR expected at all terminals. Winds diminish to SW-W
around 10-15 kt. Isolated chance of a snow shower at KABE, otherwise
remaining dry at all terminals. Moderate confidence.

Outlook...
Tuesday...VFR expected. SW winds 10 to 15 KT becoming
northwesterly 10 to 20 mph with gusts up to 30 mph. Moderate
confidence.

Wednesday through Friday...VFR. NW winds 5 to 15 kt. High
confidence.

.MARINE...
A Gale Warning remains in effect through 6 PM today. SE winds around
30-35 kt sustained with gusts up to 40-45 kt will continue through
this morning. As the low passes by later this morning, winds
will switch around to the W-NW and be sustained around 25-30 kt
with gusts up to 30-40 kt through this afternoon. Seas ranging
from 14-18 feet with localized seas up to 20 feet possible
through today.

For tonight, Small Craft Advisory conditions will continue as winds
diminish and gradually become SW-W around 15-20 kt with gusts up to
25 kt. Seas likewise will gradually lower as well between 10-14
feet.

Outlook...

Tuesday...SCA conditions are expected on all waters both due to
NW winds gusting up to 30 kt, and elevated seas primarily on
the Atlantic coastal waters.

Tuesday night through Friday...Once winds diminish, no
additional SCA conditions are likely on the Delaware Bay. On the
Atlantic coastal waters elevated seas may linger for most, if
not all of this period.

&&

.HYDROLOGY...
Flood Watch remains in effect for our entire area through this
afternoon.

Rainfall totals of 3 to 5 inches have been seen across the
forecast region with a significant number of gages in flood
stage. Several gages are currently either in Moderate or
forecast to increase into moderate and/or major flood stage.
Soil moisture from FLASH Crest data suggests that nearly the
entire Raritan and Passaic basins are completely saturated.
This is leading to all of the rainfall going straight into
runoff. The combination of high soil moisture from last
weekend's storm and the excessive rainfall from this storm has
lead to rivers responding much higher than initially forecast.

Please continue to monitor information from Law Enforcement,
local media, and heed any warnings in effect. Avoid flooded
roadways and when safely possible please pass along flood
reports to the NWS.

.TIDES/COASTAL FLOODING...
The Coastal Flood Warning for the tidal Delaware River has been
allowed to expire. High tide has passed and water levels will
continue to recede. However, excessive runoff from rainfall may
continue to result in flooding of roadways and urbanized areas,
especially near tidal waterways.

The onshore surge will last the longest across the central to
especially northern portions of the New Jersey coast. Widespread
minor tidal flooding is expected with the midday high tide,
although this may subside more by later today as the winds turn
offshore and strengthen. Water will likely be trapped for a
while in Barnegat Bay (Ocean County) as the flow turns offshore
and the water, including runoff, sloshes around. Due to a
combination of freshwater runoff from the heavy rain, the surge
being slower to drain out of Barnegat Bay, and westerly winds
pushing the water toward the bay side of the barrier island,
there could be locally MODERATE flooding for the late morning
and early afternoon high tide.

Farther south for the Atlantic coast of Sussex County, Delaware,
mostly back bay flooding should continue for a while today and
therefore maintained the Coastal Flood Advisory for now.

The Claiborne tidal gauge reached well above minor flood stage,
so a Coastal Flood Advisory was issued for the nearby eastern
shore counties. Tolchester Beach is cresting right at minor
flood stage threshold, so any tidal flooding in Ken (MD) County
should remain isolated.
