PRECAUTIONARY/PREPAREDNESS ACTIONS...

Caution is urged when walking near riverbanks.

Motorists should not attempt to drive around barricades or drive 
cars through flooded areas.

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the 
dangers of flooding.

Please report observed flooding to local emergency services or law 
enforcement and request they pass this information to the National 
Weather Service when you can do so safely.

Even 6 inches of fast-moving flood water can knock you off your feet 
and a depth of 2 feet will float your car. Never try to walk, swim, 
or drive through such swift water. If you come upon flood waters, 
stop, turn around and go another way.

continue into the weekend with yet another atmospheric river
arriving early next week.

.DISCUSSION...as of 08:25 AM PST Friday...Water vapor imagery
shows the southward progression of the moisture plume associated
with this atmospheric river. Due to this, dry air has begun to
move across the North Bay area. Radar indicates a continuation of
rainfall primarily across Santa Cruz, Santa Clara, Monterey and
San Benito counties. Heaviest rainfall will be along the coast of
Monterey County including Big Sur. This looks to remain the case
until this afternoon, when the moisture tap moves further south
limiting the potential for rainfall. Expect showers, more limited
in coverage, this evening into the overnight hours. Mainstem river
flooding will remain a concern as rivers continue to rise and
crest throughout the day. Urban flooding will also continue to
plague the area along with damage associated with winds and the
potential for landslides. Do not drive into flooded roadways.
Turn around, don't drown!

.PREV DISCUSSION...as of 3:00 AM PST Friday...Satellite, radar, and
observations currently show scattered to numerous convective rain
showers from the North Bay down to the Central CA coast. Estimated
rain totals as of 3 AM this morning are:
	- North Bay Mountains: 3 - 4 inches
	- North Bay Valleys: 1 - 2.5 inches
	- Bay Area: 0.75 - 2 inches
	- East Bay: 1 - 3 inches
	- Santa Cruz and Santa Lucia Mountains: 3 - 5 inches
	- Monterey Bay Area: 0.5 - 1.5 inches

Higher amounts in the North Bay, East Bay and Santa Cruz mountains
have led to sharp rises in some of the main rivers and creek (including
San Lorenzo River, Napa River, Alameda Creek, and Russian River).
Wind gusts also have been fairly strong earlier tonight, leading
to numerous power outages in Monterey County and other areas.
Satellite shows a couple of convective banding activity, with one
currently over the Monterey Bay and another over the SF Bay. High
Res models show the band over SF intensifying over the next few
hours bringing moderate to heavy rainfall to the urban area for
this morning's commute. Scattered convective showers will linger
in the North Bay but slowly become more isolated by late this
morning. The band of heaviest rain will move southward towards
Santa Cruz and Monterey mid morning. Once this band of convection
reaches the Big Sur Coast and the Santa Lucia Mountains, chances
for very efficient rainfall become high due to the orientation of
the warm conveyor belt of moisture and orographic enhancement.
There is some disagreement on how fast the band will move south,
however there is still moderate confidence in the band
strengthening by sunrise over the Bay Area; moving south and
reaching Santa Cruz by mid morning, and then reaching the Big Sur
coast by late morning. Additional forecasted rain amounts are
below (totals accumulated through Saturday morning):
	- North Bay Valleys & Mountains: 0.5 - 1.5 inches
	- Bay Area: 0.5 - 2 inches
	- East Bay: 1 - 3 inches
	- Santa Cruz Mountains: 2 - 4 inches
	- Santa Lucia Mountains: 4 - 8 inches
	- Monterey Bay Area: 1 - 2 inches

There is still a Wind Advisory in effect through 4 pm this
afternoon due to gusty south to southwest winds. Once the boundary
passes (times mentioned above), winds turn north to northwest and
diminish to mostly calm. Gusty winds combined with very saturated
(and loose) soils is not a good combination for trees and power
lines, but the good news is that winds should be slightly (~5-15
mph) lighter than Thursday evening/night.

Friday evening/night the upper level system, responsible for the
AR, will progress onshore and allow cooler air to move in behind
and settle in over the region. Temperatures will be cool but not
cold as surface moisture amounts remain elevated.

Saturday and Sunday a few smaller shortwaves will move over
northern and central CA, keeping the moisture tap alive and
bringing more (light) rain to the area. Rain amounts are much
less with lower chances for convection. Winds will be lighter with
slightly cooler than seasonal temperatures.

Another upper level system starts to impact CA starting on Monday.
Deterministic models disagree on the intensity of this next
system, with ensembles following suite in the uncertainty. However
what we know at this time is that the heaviest rain should fall
mostly on Tuesday and reach most of the CWA. There is also higher
confidence in this wave moving over the region fairly quickly.
What we don't know are exact rainfall amounts. At this time winds
do not look very strong, being mostly breezy and gusty at the
highest terrain areas.

There looks to be a slight break mid week (Wed and Thurs), however
more chances for rain near the end of next work week.

.AVIATION...as of 9:28 AM Friday...For the 18Z TAFs. Generally VFR
north of the South Bay with MVFR-IFR conditions associated with a
rain band from SJC south through the Central Coast. Rain lingering
in the Central Coast today with a possibility of the rain plume
extending north into the SF Bay Area, moving away during the evening
with the ceilings remaining quite low with a high confidence (~60-
70% probability) of IFR conditions around Monterey Bay today, and a
lower confidence (~20% probability) of IFR at SJC. Winds in the rain
band remain gusty and generally from the southwest with areas to
the north of SJC seeing mainly light winds in a generally
northwesterly pattern. Expect winds to diminish across the region,
especially in the Central Coast, throughout the day with generally
light winds tonight into Saturday morning. Scattered showers
developing again Saturday morning with the greatest coverage in the
North Bay and, to a lesser extent, Central Coast. Currently around a
30% probability of IFR ceilings for terminals close to the coast and
the North Bay Saturday morning and afternoon.

Vicinity of SFO...VFR at the moment, monitoring observations for
potential development of MVFR ceilings. The strongest gusts have
passed SFO and winds are expected to be light through the rest of
the day into the overnight hours. VFR generally prevails today with
the ceilings decreasing overnight, with MVFR ceilings developing
after midnight. Around a 30% probability of IFR ceilings developing
on Saturday, and southwest winds developing just as the TAF period
ends.

SFO Bridge Approach...Similar to SFO.

Monterey Bay Terminals...MVFR-IFR conditions prevail as rain
continues throughout the day. highly gusty winds are in a southerly
pattern for around the next 6 hours, highly impacted by terrain with
SNS reporting winds from the southeast while MRY sees a more
southwesterly flow. Winds will diminish and turn more to the west as
the rain dissipates this evening, with moderate to high confidence
(40-50% probability) that IFR continues over the terminals. Model
output is indicating lifting ceilings Saturday morning as the
showers develop, but timing is low confidence at this time.

.MARINE...as of 09:29 AM PST Friday...Steep, hazardous seas will
continue today mainly over the  southern third of the coastal
waters. Rain chances will  transition to scattered showers for the
remainder of the weekend. Southwesterly swell will arrive and
build over the waters this  weekend.
