...COMPLEX PROLONGED WINTER STORM TO BRING MULTIPLE PRECIPITATION
TYPES AND ASSOCIATED IMPACTS ACROSS CENTRAL AND SOUTHERN MINNESOTA
THROUGH WESTERN WISCONSIN THIS AFTERNOON THROUGH FRIDAY NIGHT...

.A complex storm system developing over the Rockies will shift
east into the Central Plains tonight then gradually move into the
Great Lakes Friday night. Precipitation will lift north this
afternoon as mainly rain but will transition to freezing rain for
much of western and central Minnesota into northwest Wisconsin
late this afternoon through tonight. A light icing to a couple
tenths of an inch of ice accretion is likely mainly north of a
line from Redwood Falls to Buffalo MN to Rice Lake WI. The
precipitation will then gradually change over to snow Friday
afternoon and evening, with snow heavy at times Friday night.
Snowfall amounts may range as high as 5 to 8 inches in far western
MN and in western WI, with snowfall totals of 4 to 7 inches in
central and eastern MN. In addition, strong winds will develop 
Friday afternoon which will persist through Friday night, 
potentially producing blizzard conditions over much of western MN 
and possibly into eastern MN.

A Winter Weather Advisory is in place for much of western and
central MN into northwest WI for the freezing rain potential. A
Winter Storm Watch is in effect for the entire coverage area north
of Interstate 90 for the combination of heavy snow and possible

MINNESOTA THROUGH WESTERN WISCONSIN THIS AFTERNOON THROUGH FRIDAY
NIGHT...

.A complex storm system developing over the Rockies will shift
east into the Central Plains tonight then gradually move into the
Great Lakes Friday night. Precipitation will lift north this
afternoon as snow but will transition to wintry mix with freezing
rain for much of western and central Minnesota into northwest 
Wisconsin late this afternoon through tonight. A light icing to a 
tenth of an inch of ice accretion is likely mainly north of a 
line from Redwood Falls to Buffalo MN to Rice Lake WI. Locally
higher amounts, up to two tenths, are possible in east-central MN.
The precipitation will then gradually change over to snow Friday 
afternoon and evening, with snow heavy at times Friday night. 
Snowfall amounts may range as high as 5 to 9 inches in far 
western MN and in western WI, with snowfall totals of 4 to 8 
inches in MN. In addition, strong winds will develop Friday 
afternoon which will persist through Friday night, potentially 
producing blizzard conditions over much of western MN and possibly
into eastern MN.

A Winter Weather Advisory is in place for much of western and
central MN into northwest WI for the freezing rain potential. A
Winter Storm Watch is in effect for the entire coverage area

KEY MESSAGES:

- Highly complex storm system to impact the central CONUS Thu through
  Fri night with multiple p-types from start to finish.

- A few thunderstorms capable of producing hail with localized heavy
  rain possible in southern MN through western WI Thu night into Fri
  morning.

- Accumulating snow likely Fri through Fri night, with still
  considerable spread in the snow totals.

- After this winter weather event, storm warming by Sunday looks to
  produce the first 50 of the year in the Twin Cities and points
  south and east.

- Another potent winter-type system possible early next week.

A lot to unpack in this discussion, whether talking in the short-
term, over the weekend, or even into next week. Thus, will break up
this forecast discussion by element as opposed to time frame, then
sum it up in terms of impacts.

TEMPERATURES...Starting out this morning and continuing through
Saturday, temperatures are and will remain below normal. An arctic-
origin high pressure airmass sitting atop the Dakotas has pushed
cloud cover aside for nearly all of MN and most of western WI,
allowing temperatures to plummet to the single digits above and below
zero in central and western MN, with temps into the teens over
eastern MN into western WI. Even with full sun today with the higher
sun angle, potent cold air advection will wins this battle thus highs
today will hold in the upper teens to upper 20s (maybe a few
30-degree readings in southeast MN into southwest WI). Despite high
clouds incoming tonight, CAA will still be prevalent with high
pressure still exerting its influence despite its departure. Lows
tonight will again drop to the dingle digits and teens. Starting Thu,
a potent low pressure system developing over the Plains will deepen
further in conjunction with the deep H5 trof coming onshore the
western CONUS. Strong moisture advection with this system will aid in
cloud cover becoming highly prevalent across the Upper Midwest, but
this will battle strong southerly WAA advection moving into far
southern portions of the coverage area. Temperatures are expected to
warm Thursday-Friday, but still remain below normal, with highs
ranging from the lower 30s to mid 40s, highest in far southern MN
into southwest WI. Come Saturday, when the potent low pressure system
ejects into the Great Lakes, modest cold air advection is expected
for a day as highs drop back to the 30s area-wide. The big change in
temperatures starts on Sunday as modest ridging moves across the
north-central CONUS in conjunction with surface high pressure with a
southwestern CONUS origin. This will punch high temperatures to
near-to-above normal levels, including the long-advertised potential
of having highs eclipsing 50 degrees for the first time this year for
much of the WFO MPX coverage area, including the Twin Cities and
points south and east. The mild temperatures then look to remain in
place into early next week, but on a cooling trend with another
potentially complex low pressure system during that point.

WINDS...Obviously with high pressure moving atop the region today
through Thursday morning, this will allow winds to settle down from
the NW, dropping out of the "breezy" category by late this morning
with speeds down to 5-10mph. As the circulation of the high moves
over MN/WI tonight into tomorrow, winds will go light/variable before
picking up from the SE tomorrow 5-10mph by sunrise. However, strong
jetting in the low-mid levels in advance of the complex low pressure
system will begin mixing down to the surface shortly after sunrise,
allowing sustained wind speeds to increase to 10-20mph with gusts to
around 25mph during the day Thursday. Going into Thu night, there
will be a split in wind directions as a cold front drops southeast
over the area while the circulation of the incoming low pressure
center rides northeast along this front, making most of the WFO MPX
coverage area experiencing E-NE winds Thu night into Fri morning,
with the only exception being far S and E portions of the coverage
area south of the front, thus keeping S to SE winds going. The
strongest winds at this point will be over southern and eastern
portions of the coverage area. By Friday, winds across the entire
coverage area will be NE while the surface pressure gradient greatly
tightens Friday through Friday night, resulting in the period of
strongest winds across the coverage area. Sustained gradient wind
speeds will increase to 20-30mph with gusts to 40-45mph Fri aftn thru
Fri night, with directions slowly backing from NE to NW as the low
pressure center shifts into the Great Lakes. This may create critical
fire weather wind speeds on the backside of this system for Friday
and Friday night. Winds will quickly diminish overnight Friday
through Saturday morning as another high pressure circulation arrives
but generally breezy conditions are expected through the first half
of next week with the strong warm air advection arriving Sunday,
followed by a tightened pressure gradient once again for Monday-
Tuesday with the anticipated passage of another well-organized storm
system.

PRECIPITATION...The simplest period in this forecast in terms of
precipitation comes today. None expected today and tonight with high
pressure moving across the region. However, looming over the High
Plains is the aforementioned developing low pressure center, just
waiting to be picked up by the potent western CONUS trough, starting
on Thursday. The residual cold air in place while isentropic lift in
advance of the low spreads into western MN starting Thu will aid in a
light wintry mix of precipitation for Thu and Thu night. Obviously
with the overall model spread that continues for this system, there
will be some refinements still necessary to this forecast but at this
point, the precipitation looks to start out as a FZRA/SN mix around
sunrise Thu morning with the precip shield shifting northward during
the day. FZRA potential will be shunted northward with mainly RA
becoming the prevailing p-type during the day. However, with shallow
cold air will resident over western and central MN throughout the day
despite the narrow nose of warm air aloft, this will allow for the
possibility of FZRA to continue over western and northern portions of
the WFO CWFA through the Thursday night while the remainder of the
coverage area remains as liquid rain. Some of the rain near the IA
border could be heavy at times, and there is even some potential for
a few thunderstorms around the I-90 corridor. The low pressure center
will shift E across Nebraska Thursday night through Friday morning,
then move ENE into the Great Lakes by Saturday morning, effectively
cutting off the low level warm air layer which will contribute to any
FZRA production. Temperatures may warm little, if any and possibly
even drop, during the day Friday and this will be a key factor in
determining the timing of the p-type change over to SN and the amount
of accumulating snow expected for Friday into Friday night. Friday to
Friday night liquid QPF's are widely expected to be 0.50-1.00, which
will lead to a wet heavy snow as temperatures fall back through the
30s Friday afternoon-evening, then temperatures fall through the 20s
Friday night, making for nearly ideal snowfall production,
particularly with a deep moisture profile, most of which falls nicely
within the DGZ no matter the model examined. But, the discrepancy in
snow amounts is quite stark among the models, with snowfall totals as
low as a couple inches to as high as 9-12" across the coverage area.
So, as noted before, there is refinement needed to this forecast
despite the advertised best-confidence totals in the 6-9" range for
Thu thru Fri night, so headlines have not been issued at this time
after collab with surrounding offices but there is pretty good
possibility that winter weather headlines will be issued for the
upcoming shift. This system ejects into the Great Lakes by Saturday
morning, allowing all precipitation to end by then as high pressure
takes hold over the weekend. The next system of any consequence comes
next week Monday-Tuesday with again a rain/snow mix, and again the
potential for light accumulating snow. It is way too early to discuss
any amounts of timing with that next one, so best to concentrate our
focus for what's coming in the next 72 hours before jumping ahead.

IMPACTS...Needless to say, the combination of temperatures, winds and
p-types over the next 3 days will create multiple impacts and
concerns across central-southern MN and western WI. We highly
recommend staying up to date with the latest forecasts and statements
through reliable sources as changes will still be made to this
forecast due to its multi-faceted components. First, the residual
cold air combined with the incoming rain/snow from the south will
make for a period of FZRA for much of central/western MN Thu into
Thu night. Even light icing amounts of 0.10" can cause travel
problems for much of MN west and north of the Twin Cities metro.
Then, as the precipitation changes over to SN Fri and Fri night, this
will come at the same time the strong winds develop and persist.
Thus, there is the growing potential for blowing snow, and possibly
blizzard conditions, over open areas of western/central/southern MN
Friday through Friday night. There is also the concentration of
moisture within the snowfall, as in a heavy wet snow, making it
difficult to move for shoveling. The greatest snowfall rates look to
come Friday afternoon through Friday night, making for potentially
hazardous travel conditions going into the weekend.

So, overall, we urge residents and visitors to stay abreast of the
latest forecasts and statements in what looks to be a highly active
weather scenario to round out the month of March.

This Hazardous Weather Outlook is for portions of central and
southern Minnesota, and west central Wisconsin.

.DAY ONE...Today and Tonight.

No hazardous weather is expected at this time.

.DAYS TWO THROUGH SEVEN...Thursday through Tuesday.

A strong storm system will impact the region Thursday through
Friday night. Localized heavy rain and thunderstorms, including a
few storms capable of producing hail, will be possible near the
Iowa border through western Wisconsin Thursday night. Meanwhile,
freezing rain is possible for central and western Minnesota
Thursday into Thursday night. On Friday, precipitation will
transition from rain to snow, with accumulating snow expected
across much of the area through Friday night, including periods of
moderate to heavy wet snow. Strong winds Friday and Friday night
may produce areas of blowing snow across much of western, central
and southern Minnesota.
