SITUATION in which heat illnesses are likely. Drink plenty of
fluids, stay in an air-conditioned room, stay out of the sun, and
check up on relatives and neighbors.

Young children and pets should never be left unattended in
vehicles under any circumstances. This is especially true during
warm or hot weather when car interiors can reach lethal
temperatures in a matter of minutes.

Take extra precautions if you work or spend time outside. When
possible reschedule strenuous activities to early morning or

What forecasters said that day

The local office's own words before this heat advisory went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.

NWS Twin Cities, MN wrote its last area forecast discussion before this heat advisory went out at Jul 25, 1:03 PM CDT, 1 hour 20 minutes earlier.

Area forecast discussion, Jul 25, 1:03 PM CDT, 1 hour 20 minutes before
Area Forecast Discussion
National Weather Service Twin Cities/Chanhassen MN
103 PM CDT Tue Jul 25 2023

.DISCUSSION...(Today through Monday)
Issued at 352 AM CDT Tue Jul 25 2023

KEY MESSAGES:

- Scattered severe Thunderstorms moving in from from west to east
evening and overnight. Wind and hail the primary threats.

- Dangerously hot conditions midweek with a chance for storms.
Forecast heat indices around 100 Wednesday and Thursday. Any
thunderstorms that develop could be strong to severe, but also
  limit afternoon heating.

- Temperatures cool back down closer to normal this weekend into
  next week.

Today and tonight...Today will be hot, with afternoon temperatures
and heat indices in the mid 90s. Later this evening scattered
thunderstorms will move in from the Dakotas and track across the
region. A few storms could be severe, with wind and hail as the
primary threats.

Early morning satellite imagery with radar and surface obs showed a
few scattered storms across western Wisconsin, but these should
dissipate later this morning. For the rest of the day, skies will be
mostly clear with some filtered sunshine from smoke and cirrus.
Southerly winds will develop and afternoon highs will reach the mid
90s for many locations. Dewpoints will be in the low to mid 60s,
which will keep heat indices near the actual air temperatures.

Later this afternoon, showers and thunderstorms will develop across
the eastern Dakotas as a shortwave trough moves through. Given the
large amount of instability, these storms should intensify quickly
and move east/southeast during the evening and overnight hours. The
track and coverage of these storms is still uncertain, but have
increased the likelihood of rain to above 50/50. These storms could
produce severe weather as they ride the CAPE gradient, and SPC has a
slight risk across western Minnesota, with a marginal risk extending
eastward toward I-35. The overall set up is rather favorable for a
severe MCS to track through the region, so this will certainly be
something to monitor throughout the day. Hail and wind are the
primary threats

Wednesday through Monday...Heat will be the main story, but the back
story will be the potential for thunderstorms. As temperatures warm
Wednesday and Thursday, dangerous heat will be possible both days
with heat indices near or slightly above 100 degrees possible.
However, as has been the case leading up to this event, any
thunderstorms that develop could limit the amount that temperatures
warm during the day. For that reason, continued with a blended
guidance for both highs and lows. Currently is appears that Tuesday
night's convection will exit the region and allow temperatures to
warm on Wednesday. Another round of storms is possible on Thursday,
but these might hold off until the late afternoon and evening, which
could lead to another dangerously hot day on Thursday as well. There
is a marginal risk of severe weather across the region for late
Thursday into Thursday night.

Looking ahead, the rest of the forecast has higher uncertainty, as it
will be dependent on the storms that form between now and then. In
general, cooler temperatures will settle in across the region as weak
cold front pushes through the region, but how far south that front
makes it, and when it returns north as a warm front is still unknown.
What is known is that this front will be the focus for continued
showers and thunderstorms to end the month of July.

.AVIATION...(For the 18Z TAFS through 18Z Wednesday afternoon)
Issued at 1255 PM CDT Tue Jul 25 2023

Big question this period is what happens with convection overnight.
The wave currently approaching Bismark is what will spark convection
this afternoon over NoDak, that will then follow the instability
gradient southeast into MN. At this time, prefer a HopWRF solution
for how things evolve, with an MCS heading down the upper MN River
Valley from west central MN to north central Iowa this evening. This
means RWF and MKT look to have the greatest risk of seeing storms.
It's a closer call for MSP/AXN/EAU, with activity most likely to stay
south of STC and RNH.

KMSP...Current trends place the greatest TS potential south of MSP
tonight, but the threat is still good enough to support the prob30 we
had going, we just bumped up the timing by a couple of hours.
