extremely important to protect your head and neck whenever you

Strong longshore currents can sweep swimmers and surfers into rip
currents, piers, jetties and other hazardous areas. In many
cases, the longshore current is strong enough to prevent swimmers
from being able to keep their feet on the bottom making it
difficult to return to shore.

Area Forecast Discussion

.SYNOPSIS...
Tropical Storm Ophelia will impact the area through Saturday
night. The system will move away from the area Sunday, with
improving conditions.

&&

.NEAR TERM /TONIGHT/...
As of 7 PM Fri...Tropical Storm Ophelia continues to strengthen
this evening as it advances northward towards NC, and is
forecast to make landfall over Carteret County overnight.
Hurricane Watches have been posted for all counties along the
Crystal Coast, as well as the Neuse/Bay Rivers, southern Craven,
and Pamlico counties with the potential for gusts to 85-90 mph
at times. Tropical Storm force winds are occuring along the
coast, and will continue to spread inland overnight. These
strong winds will bring storm surge on both the sounds and
oceans, with up to 4-6 ft of inundation expected on the lower
Pamlico and Neuse Rivers, with additional storm surge and ocean
overwash impacts possible across most other coastal areas as
well. See the COASTAL FLOODING SECTION BELOW for more info.
Widespread moderate rainfall will increase in intensity through
the night as the center of Ophelia continues to move closer,
with flash flooding possible across the area, and a Flash Flood
Watch remains in effect for the entire area.

Tornado risk is still very much present tonight, with the MHX
WSR-88D VWP indicating 0-3km SRH of 692 m2/s2, 0-1km SRH of 441
m2/s2, and 0-1km shear of 42 kt. Only limitation right now is
negligible CAPE, but this will increase tonight especially after
00z. For more details on the forecast and impacts for Tropical
Storm Ophelia, see the Hurricane Local Statement.

.SHORT TERM /SATURDAY/...
As of 3 PM Fri...Tropical Storm Ophelia will move over the area
through the day Saturday with strong winds, storm surge, and
heavy rainfall impacts continuing, but improving conditions
possible later in the day. It is likely that drier air will
begin to wrap into the storm from the south and east later in
the day, with quickly diminishing rainfall coverage, and
possibly some breaks in the clouds in to the afternoon. The more
wind driven impacts, including storm surge are expected to
continue into Sat night.

.LONG TERM /SATURDAY NIGHT THROUGH FRIDAY/...
As of 3 PM Fri...
Sunday into next week...Low departs the area to the N and NE,
after this, forecast remains especially murky. Aloft, area lies
in the shear axis between departing troughing associated with
the coastal low and a weak shortwave approaching from the W
crossing through the area late Monday with more zonal flow aloft
slated for Tuesday. Potential for developing weak upper level
troughing over NECONUS sending a cold front through the area
which could lead to a cooler couple of days midweek.

.AVIATION /00Z SATURDAY THROUGH WEDNESDAY/...
SHORT TERM /through Saturday/...
As of 7 PM Fri...IFR ceilings are in place at all terminals
except PGV as Tropical Storm Ophelia moves closer to the area.
Expect ceilings to remain below VFR through the TAF period but
some improvements in ceiling heights may occur very close to the
end of the TAF period, particularly at southern terminals.
Additionally, widespread moderate rainfall will continue, with
areas of heavy rainfall possible overnight, leading to
persistent vis restrictions, with IFR vis likely at times.
Finally, strong winds will continue through the TAF period with
crosswind components expected, and LLWS persisting as well.
Overall, very dangerous aviation conditions across eastern NC
over the next 24 hours.

LONG TERM /Saturday night through Wednesday/...
As of 2 PM Fri...Gusty winds continue into Sat night as system
lifts northward and drier air filters in and VFR increases in
coverage. VFR then generally prevails Sunday into early next
week.

.MARINE...
SHORT TERM /through Saturday night/...
As of 3 PM Fri...Very dangerous marine conditions expected
through the period as Tropical Storm Ophelia crosses the area
through tomorrow night. Tropical storm force winds are ongoing,
with hurricane force wind gusts possible mainly south of Cape
Hatteras late tonight into Monday morning. Seas peak at 15-20 ft
late tonight through Saturday morning.

Conditions will improve fairly quickly Saturday night.

LONG TERM /Sunday through Wednesday/...
As of 3 PM Fri...Winds eventually becoming WSWerly early Sunday
as the low departs to the NE. Nerly winds 10-15kt Monday become
NEerly late Mon. SCA conditions possible Tue, as moderate to
gusty NNE winds develop along with building seas.

.HYDROLOGY...
As of 3 PM Fri...Tropical Storm Ophelia will impact eastern NC
today into the weekend. Up to 2 inches of rainfall have already
fallen along the coast, with additional rainfall of 3 to 6
inches possible, with greatest amounts across the inner coastal
plain and south of the Neuse River, with increasing concern
about flash flooding around Jacksonville and Duplin County. A
Flood Watch remains in effect for the entire area. Rainfall
coverage diminishes through the day Saturday as drier air fills
in from the south and east.

.TIDES/COASTAL FLOODING...
As of 3 PM Fri...Powerful swell will bring very dangerous surf
conditions, moderate beach erosion, and the potential for
localized ocean overwash through much of the weekend. Storm
Surge Watches and Warnings remain in effect for most coastal
areas, with potential for life threatening inundation (2-5 ft
agl). Of important note, we will also have to watch for potential
rapid water rises for the soundside Outer Banks Sat. See the
Hurricane Local Statement for the latest on coastal impacts from
Tropical Storm Ophelia. A High Surf Advisory also remains in
effect for beaches from Cape Lookout north this morning into
Saturday evening.
