  dangerous rip currents, large breaking waves expected, and 
  strong longshore currents in the surf zone north of Cape 
  Lookout.

* WHEN...For the Coastal Flood Advisory, until 10 AM EDT Sunday. 
  For the High Surf Advisory, until 8 AM EDT Sunday. For the 
  Beach Hazards Statement, from 8 AM EDT this morning through

.SYNOPSIS...
Low pressure is forecast to develop offshore today and will
bring windy and unsettled weather to eastern NC as it tracks
onshore across the Carolinas this weekend and persists across
the area potentially into early next week.

&&

.NEAR TERM /UNTIL 6 AM SATURDAY MORNING/...
As of 8 PM Fri...Precip beginning to slowly move inland from
the coast this evening and currently from a Avon to Richlands
line southward. Made minor adjustment to PoPs through the
overnight to account for latest trends. Otherwise fcst is
tracking well.

Previous discussion...Increasing winds this afternoon with
heavier rain expected to move in this evening and into the
overnight hours from south to north across the forecast area.

With the Rex block in place over the eastern half of the country,
the low pressure system off of the coast continues to try and grind
northward but to little avail as the situation remains roughly the
same as it did this morning with sensible weather yielding periodic
light rain along the Crystal Coast with very little northward
extent. Some of the heavier bands offshore have worked their way to
within 20 miles of Cape Lookout but the remainder of the afternoon
should look similar to this morning with periods of light rain
followed by drier episodes.

As far as the temperatures are concerned, with high pressure set up
to the north, a weak hybrid CAD situation is resulting in
northeasterly flow and increased cloud cover over Eastern NC keeping
temperatures down today likely not realizing 70 degrees in most
locations. Have adjusted the forecast down slightly to account for
this.

The decrease in afternoon mixing may also help to lessen winds this
afternoon. Winds at this time remain in the 20-30 kt gust range
along the coast and are slightly under performing but should
continue to increase this afternoon as the gradient slowly
begins to tighten up and the low pushes northward. Therefore
despite the delay in onset, not planning any product changes as
far as winds go at this time.

As winds do increase, so will impacts along the coast including rip
currents, longshore currents, and high surf. While details are in
TIDES/COASTAL FLOOD section, we did make a change to the rip current
forecast this afternoon going with high risk from Duck to Cape
Lookout, and Moderate Risk from Cape Lookout to Surf City.

After 00z the surface low will begin to interact with a shortwave
over the Mississippi Valley and start to drift westward. This will
begin to increase moisture transport into eastern NC as well as
increase isentropic lift and result in heavier rain starting to move
into southern coastal areas. WPC QPF forecasts have slowed the
timing slightly and therefore overnight rainfall amounts down to a
quarter to a half of an inch along the coast before sunrise with the
heaviest rainfall waiting until Saturday to fall.

.SHORT TERM /6 AM SATURDAY MORNING THROUGH 6 PM SATURDAY/...
As of 230 PM Fri...As the low pressure system offshore begins to
interact with a shortwave developing in the Mississippi Valley,
it will begin to move closer to shore allowing moisture
advection to continue to move onshore over eastern NC. This will
bring the heaviest rainfall to the area moving from south to
north throughout the day. As a result WPC has eastern NC in a
slight risk for excessive rainfall over the southern two thirds
of the forecast area with a moderate risk along the Crystal
Coast southward through coastal Onslow County. Rainfall amounts
of 2-4 inches south of Highway 64 with upwards of 6 inches
possible along the immediate southern coast are possible. North
of US-64 1 to 2 inches of rain can be expected through the end
of the event.

As the pressure gradient tightens and moves over the area gusty
winds of 20-30 kts out of the northeast with occasionally higher
gusts will continue to be expected through the afternoon hours
with the wind advisory in place for the OBX through 18z.

As winds begin to take on a more southeasterly direction on
Saturday evening, conditions for severe weather may increase as
CAPE values and updraft helicity increase. The window for this
may be short and confidence is low at this point but the threat
is non-zero and will need to be monitored.

High temperatures Saturday in the mid 60s to near 70 degrees
with lows Saturday night in the low to mid 60s.

.LONG TERM /SATURDAY NIGHT THROUGH FRIDAY/...
As of 245 AM Fri...The long term period will start out windy
and wet with below normal temperatures. This will be primarily
the result of a cut off upper low and it's associated surface
low developing off the southeast coast then coming ashore
somewhere in the Carolinas over the holiday weekend. With a mid
level "Rex" block developing over the CONUS this weekend into
early next week, the unsettled pattern is likely to linger into
early next week before a return to more typical summer weather
occurs mid next week.

Friday night through Thursday...The low is forecast to move
ashore somewhere over the Carolinas Sat night or Sunday. A warm
front will extend east from the low and move slowly north across
eastern NC Sat into Sunday. As this occurs, widespread
showers/possible thunderstorms will occur across eastern NC.
Significant rainfall is expected with this system with 2-4" with
locally heavier amounts possible by Mon morning. Ongoing strong
winds with gusts of 45-50 mph possible along the immediate
coast will persist into Sat afternoon. It is also work noting
that the low currently appears cold core/non- tropical, but will
nonetheless continue to be monitored closely by NHC and WPC.
Sat looks particularly chilly with temps likely not rising much
above 70 degrees across much of the area.

With mid level blocking, upper troughing looks to persist into
the early part of next week, resulting in unsettled weather
continuing at least through Tuesday. More typical widely
scattered diurnal convective pattern expected mid to late week
with temps returning to near normal values.

.AVIATION /00Z SATURDAY THROUGH WEDNESDAY/...
SHORT TERM /Through Sat/...

As of 8 PM Fri...Currently seeing VFR conditions at all
terminals this evening with cigs aoa 3500ft. Conditions will
deteriorate late tonight and Sat as low pressure inches toward
the SC coast and heavier rain overspreads rtes. Coastal TAF
sites expected to drop to MVFR after midnight with inland sites
toward daybreak. Cigs lower to IFR at coastal TAF sites around
daybreak with inland TAF sites around mid-day Sat. Vsbys
expected to deteriorate to MVFR from S-N through the morning,
then to IFR during the afternoon. Strong NE winds will persist
through the TAF period as well with gusts around 20-30 kt. This
will continue to produce a cross-wind component at EWN runway
14R/32L.

LONG TERM /Saturday Night through Tuesday/...
As of 245 AM Friday...Prevailing sub-VFR conditions are
possible Sat into Sunday as an area of low pressure with
widespread precipitation and strong winds affects the area.
Breezy to windy conditions are expected Sat due to the the tight
gradient between high pressure to the north and the developing
low to the south. The low is forecast to weaken but remain
over/near the region into early next week potentially producing
occasional sub VFR conditions Sunday into Tue mainly in
scattered showers/storms and in areas of early morning fog and
stratus.

.MARINE...
SHORT TERM /Today and Tonight/...
As of 400 PM Fri...Poor marine conditions being observed as seas
continue to rise to 7-10 feet this afternoon. Northeasterly
winds 20-30 kts gusting to 35-45 kts.

Conditions are only expected to deteriorate tonight as the
aforementioned low slowly lifts north and deepens, exacerbating
the pressure gradient. Offshore conditions will remain
dangerous with wave heights reaching up to 12-15 feet for the
outer reaches of Raleigh Bay, and 11-13 feet north of Cape
Hatteras and outer portions of Onslow Bay. Nearshore waters
immediately south of Cape Hatteras and Cape Lookout, as well as
the waters east of Bogue Inlet, will be more sheltered and see
relatively lower seas.

Slight changes this afternoon to the end times of existing
marine hazards. Gale Warnings remain in effect for all area
waters through at least midday Saturday.

LONG TERM /Saturday through Tuesday/...
As of 245 AM Friday...Hazardous marine conditions are expected
through the weekend with strong winds Sat and dangerous seas
continuing into Sunday night. Ongoing Gale Force winds are
expected to continue possibly into Sat evening before
diminishing below 25 kt Sunday morning. Seas around 15 ft Sat
will begin to subside below 10 ft Sunday then below 6 ft Sunday
night. Weak low pressure is forecast to be over/near the waters
Mon into Tue. Due to uncertainty on where the low will track,
there is low confidence in the wind direction early next week,
but more confidence that winds will be light on Memorial Day /
around 10 kt/. Tue the low should move away from the waters
producing NE flow 10-15 kt. Seas will be 2-4 ft with some 5 ft
seas over the outer waters Mon-Tue.

.TIDES/COASTAL FLOODING...
As of 400 PM Fri...A developing low pressure system to our
south continues to produce a prolonged period of NE winds which
will continue through most of this weekend. As a result of
these strong winds, we are already seeing water level rises this
afternoon and minor to moderate coastal flooding is anticipated
adjacent to the southeastern portion of the Pamlico Sound, and
along the lower Neuse and Pamlico Rivers. The greatest flood
threat will exist up the Neuse and Bay Rivers, where 3 to 4 ft
of inundation AGL is expected, and a Coastal Flood Warning
remains in effect here. A Coastal Flood Advisory also stands for
the surrounding areas, including Down East Carteret and areas
adjacent to the Pamlico and Pungo Rivers. Here inundation of 2
to 3 ft AGL is expected.

Additionally, large swells from this system will lead to some ocean
side/beach impacts for east facing shorelines, namely dangerous
shore break, minor beach erosion and isolated areas of overwash.
Onslow County was added to the High Surf Advisory this afternoon
and remains for Ocracoke Island and portions of the Outer Banks
and Core Banks for these hazards. There will also be a threat
of dangerous rip currents for most Eastern NC beaches through
the weekend and possible into early next week.
