.UPDATE...Once again, fog is a common occurrence across the
valleys of southern Oregon and far northern California. The
forecast this morning did not portray the coverage and intensity
that the fog actually arrived with, so some changes were made to
bring things in line with current observations. Otherwise,
everything looks on track. Main focus of this shift's efforts will
concentrate on the upcoming system late this weekend into early
next week, with an eye towards the upcoming travel period prior to
Christmas. See the previous discussion below for more details.

.AVIATION...16/12Z TAFs...Easterly flow is keeping our northern
coast VFR (including North Bend). But, LIFR ceilings and
visibilities have built in, or simply remained in most valleys west
of the Cascades. The upper level ridge remains in place today with
some strong inversions over head. The evolution of conditions is
expected to resemble Friday, with improvement to VFR in the Rogue
Valley while most of the other western valleys (including the cities
of Roseburg and Grants Pass) only see partial, afternoon improvement
to a mix of LIFR/IFR.
Otherwise, VFR high clouds in place over the area are expected to
thin this afternoon. The air mass is slowly drying, but LIFR low
clouds and fog are likely to thicken or form again in the
western valleys tonight. -DW

.MARINE...Updated 800 AM Saturday December 16, 2023... With low
pressure far offshore from California, seas will be dominated by a
mix of west and fresh southwest swells. The low will approach Sunday
with seas becoming dominated by southerly swell. Hazards could start
as early as Sunday evening for small craft over the outer waters,
but the most likely timing is early Monday morning for all waters.
Seas are likely to rapidly build on Monday with a 70% chance for
gale force winds and very high and very steep seas possible into
early Tuesday. Improvement to conditions is only expected in the
form of lowering winds mid-week as a west swell around 10 feet at 15
seconds is expected Tuesday into Wednesday night.

DISCUSSION...An upper level ridge to the east and a cutoff low
spinning over thee Pacific will continue to guide conditions across
northern California and southern Oregon in the near term. Going into
Saturday morning, above seasonal temperatures look to continue for
most areas. Valley fog enduring under low level inversions may help
to keep some west side valleys closer to seasonal temperatures,
including the Umpqua and Illinois valleys as well as parts of the
Rogue Valley including Grant's Pass and Merlin. Sunday daytime looks
to be similar, with above average temperatures continuing across the
area.
Sunday night will bring more active weather as the upper ridge moves
farther east and allows the weakening closed low to approach the
area. Southerly flow will bring atmospheric moisture, increasing
precipitation chances across the region. For events like this, the
heaviest rainfall is usually over the Siskiyou Mountains and Oregon
coastal ranges between Brookings and Port Orford. This event looks
no different in current guidance, with western Siskiyou County
getting 1-2 inches of rain and southern coastal areas getting 1.5-
2.5 inches from Sunday evening to Wednesday morning. Other areas are
forecast to get an inch or less. Model guidance does tend to be
optimistic for rainfall in west side valleys, as downsloping will
keep all but the most determined showers off of valley floors. Snow
levels of 6000-7000 feet through the beginning of the week should
keep this mostly a rainy event, although frozen water on sidewalks
and roads may be a concern in some areas.
Elevated winds are also a concern for Monday evening and through the
day Tuesday as the remnants of the closed low move overhead.
Southwesterly flow will bring gusty winds to higher elevation areas
as well as the Shasta Valley and the Rogue Valley between Ashland
and Talent from Monday evening into Tuesday morning. Sustained
wind speeds of 20-25 mph gusting to 30 mph are possible near
Ashland/Talent and gusting to 40 mph in the Shasta Valley and at
higher elevations.
Looking at midweek and towards the weekend, an active but
non-impactful pattern is expected to continue. NBM temperature
guidance is keeping temperatures stable through the week for most
areas, with some cooling possible by next week. Additional showery
activity looks possible on Saturday and more likely on
Monday/Tuesday of next week. GFS and ECMWF deterministic models
agree on these possibilities of additional activity, although the
timing varies between the two models. Long-term ensemble data from
both models suggests activity continuing beyond Tuesday of next
week, but there is hardly complete agreement on any particular
outcome. -TAD
