* WHAT...Up to one foot of inundation above ground level 
  expected in low-lying areas near shorelines and tidal 
  waterways.

* WHERE...The lower Cape Fear River including downtown 
  Wilmington.

* WHEN...From 8 PM this evening to midnight EDT tonight.

* IMPACTS...The lowest portions of Battleship Road and USS North 
  Carolina Road observe minor coastal flooding of about one foot 
  in depth. In downtown Wilmington, several blocks of Water 
  Street observe shallow flooding from one half to one foot in 
  depth. The low-lying areas along River Road and adjacent 
  residential roads, south of River Road Park, will begin to 
  flood. Route 133 at Little Mallory Creek may begin to flood. 
  Check with local officials for any road closures or impacts.

* ADDITIONAL DETAILS...Affected areas listed are based on 
  average tide conditions. Additional locations may experience 
  flooding during periods of heavy rainfall, high winds, or

.SYNOPSIS...
High pressure will build down behind cold front while the front
lingers into Thursday. A wave of low pressure will develop along
the front and move up along or near the coast Thursday night through
Friday. Another cold front slides through late Saturday into
Sunday with high pressure building in to start the new week.

&&

.UPDATE...
Daytime front has become stationary near the southern edge of
our CWA, edging up along the coast to the Cape Fear region. The
bulk of the convection is south and east of the front, outside
our forecast area, with showers developing along convergence
zone over the Cape Fear region. Rain chances linger along the
coast into overnight hours, with focus shifting southward as the
front is expected to move further away as a second front
approaches from the north.

&&

.NEAR TERM /THROUGH THURSDAY/...
A slow moving cold front continues to be the focus for developing
showers and thunderstorms into this evening. Overnight, high
pressure building into New England will push a secondary front and
cooler and drier air through the region. This push of cooler air
will introduce low clouds and temperatures in the lower 60s in its
wake. Showers come to an end behind the front with some low level
dry air advection. Areas in the southern portion of the CWA may not
see showers decrease due to a resurgence in activity at the
intersection of the surface front and a mid level trough over the
southern Appalachians late tonight.

The intersection of the surface front and mid level low will lead to
the development of a coastal low on Thursday. Showers increase from
south to north during the day, becoming more stratiform rain as they
progress. The wedge of high pressure and isentropic lift should
overcome the low level dry air left in the wake of the front.
Overrunning and a mostly stable near-surface layer should generate
some much needed rainfall totals, especially along the coast. Cloudy
and cool with highs only in the mid 70s.

.SHORT TERM /THURSDAY NIGHT THROUGH FRIDAY NIGHT/...
High pressure will continue to extend down from the NE into the
Carolinas as wave of low pressure moves up along stalled
front/coastal trough just off the Cape Fear coast Thurs eve as
shortwave rides up through the Southeast. Onshore east to
northeast flow will be enhanced along the coast Thurs night into
Fri in a pinched gradient as low moves up along the NC coast.
Convection associated with the lingering front/low will affect
the area Thurs night into Fri morning but should shift northward
toward Hatteras through Fri aftn. Tough to say exactly where
deepest convection will be as models differ on exact
evolution/track of this feature. Overall, expect deep layer
moisture with clouds and areas of pcp inland in more stable and
cool air mass and instability increasing through Fri morning
being more elevated inland and then associated with warmer air
and trough/low near or off the coast.

The high will continue to build down through late Fri into Fri
night as low tracks northward up the coast with clouds and
winds diminishing as gradient weakens and column dries out.
Cooler NE flow over most of the area will keep temps on the cool
side on Fri, in the 70s, while overnight lows will be closer to
normal, near 60.

&&

.LONG TERM /SATURDAY THROUGH WEDNESDAY/...
High pressure will weaken as low pressure continues up the coast
and next front approaches from the west. Winds will back around
to the W-SW and lighten with a dry column. Lingering moisture
should produce CU initially under inversion right around 3 to
5kft on Sat with increasing clouds and chc of shwrs through Sat
aftn into eve as shortwave pushes cold front eastward through
the Carolinas. The westerly component to the flow may help with
warmer temps, but also may help drying initially. Best chc of
deeper convection should come into late Sat into Sun as
shortwave reaches the area and enhances lift along front.
A wave of low pressure may develop along the front offshore and
then track off the northeast as high pressure builds in late Sun
into the first part of next week. Temps will be closer to normal
through the period, but may see some cooling on Sun behind front
and with increased clouds and pcp.

&&

.AVIATION /00Z THURSDAY THROUGH MONDAY/...
Conditions are expected to remain predominantly VFR into the
overnight hours, with a stalled front lingering across southern
counties and up the SE NC coastline and dry air to the north.
This front will move further south overnight as a second front
drops down from the north. Guidance is hinting at a surge of low
level moisture moving onshore near Horry county as early as 4z,
but confidence is low as to whether MVFR ceilings will develop
or just remained scattered. Have included scattered low clouds
in MYR TAFs to highlight the possibility after midnight of
periodic flight restrictions, but confidence too low for a TEMPO.

Higher confidence in MVFR ceilings impacting southern portions
of the CWA after sunrise and throughout the day tomorrow. Best
chance will be at KMYR, with likely restrictions at CRE. Lower
confidence at KFLO, but that might change with the next TAF
issuance. Increase in rain to the south tomorrow, as a low
develops along the stalled front, may bring MVFR visibilities to
MYR for most of Thursday. Northeasterly winds expected to
develop at all terminals by midnight as front drops further
south, with gusts around 20 kts inland and 25 kts at coastal
terminals during the day Thursday.

Extended Outlook...High confidence in flight restrictions area-
wide Thursday night through Friday as low pressure moves up the
coastline. Conditions improve from south to north Friday night
into Saturday. Mainly VFR expected Saturday through Monday, with
brief restrictions possible Sunday with a quick moving cold
front.

.MARINE...
Through Thursday...
A cold front will move through the area tonight, bringing a
surge of NE winds with Small Craft Advisory conditions likely to
develop from N to S. An impressive E swell will also mix into
the generated wind wave, producing rough seas across all of the
nearshore marine zones. As high pressure over New England
continues to build into the area and a mid level low over the
southeastern US intersect near the area, a coastal low may
develop off of the SC coast. This is likely to bring increasing
winds and seas on Thursday with the potential for a brief period
of gales tomorrow afternoon. At this time, a Gale Warning has
not been issued, but a few gusts up to 35 knots are possible.

Thursday night through Monday:
Small Craft Advisory conditions will remain through Fri morning
and may linger into Fri aftn for northern waters north of tip of
Cape Fear. Onshore push Thurs night will increase as coastal
trough/low moves up the coast into Fri and will become NE to N
as low tracks up the coast through Fri. Gradient will relax as
low moves north through Fri. Seas will subside a bit slower
through Fri aftn into Fri night. Seas up to 6 to 8 ft will
diminish to 4 to 6 ft by Fri night and will continue on a
downward trend into Sat as weak high pressure remains over the
region.

Winds and Seas should increase Sat night into Sun as another
cold front approaches and moves through the waters. May see SCA
conditions again by late Sun.
