.SYNOPSIS...A storm system will bring light to moderate
precipitation and breezy conditions to the area through this
afternoon. A much stronger storm system will push through the area
on Monday and Tuesday bringing moderate to heavy precipitation
and windy conditions. Drier weather is likely next Wednesday and
Thursday. Another storm will bring more wet weather to the area by
the end of the week.

.DISCUSSION... A low pressure system pushing into Norcal has
spread precipitation southward into our area during the evening
with several stations from Fresno County northward already
picking up between a tenth and a quarter inch of liquid
precipitation with the snow level currently running close to 5000
feet. Another impact from this system has been increased
southerly winds with several stations in the Sierra Nevada
measuring gusts above 45 mph and in the adjacent foothills
measuring gusts exceeding 35 mph. A Wind Advisory remains in
effect for these areas along with most of the San Joaquin Valley
and West Side Hills until 100 pm PST this afternoon when the
current storm moves out of the area. The storm will also provide
for light to moderate precipitation for our area through late
this morning.

A brief respite is expected this afternoon an evening before a
much stronger storm moves into our area late tonight and impacts
our area through Tuesday night. This system contains a deep fetch
of moisture of tropical origin and is progged to provide our area
with a period of moderate to heavy precipitation between Monday
morning and Tuesday evening. This system is also a very warm
system and snow levels will be high (8000 feet or higher) on
Monday and slowly lower to around 6000 feet by late Tuesday
morning to 4500 to 5000 feet by the time the precipitation ends
Tuesday evening or early Wednesday morning. QPF progs are showing
some very impressive precipitation amounts with this system with
most of the Sierra Nevada picking up between 6 and 10 inches of
liquid precipitation between Monday morning and Tuesday evening
with several feet of new snowfall expected above 8000 feet. The
higher Sierra foothills are expected to pick up between 4 and 7
inches of rainfall with 2 to 5 inches in the lower foothills.
Between 1 and 3 inches of rainfall are expected across most of the
San Joaquin Valley and the Tehachapi Mountains and half an inch
to an inch of rainfall across the Kern County Deserts. As the
result of the abundant precipitation, an aerial Flood Watch
remains in effect for much of our CWFA until early Wednesday
morning. Ponding of water on valley roads is likely on Monday and
Tuesday leading to hazardous travel conditions, especially in low
lying and poor drainage areas. In addition, the WRF and NBM are
indicating enough instability and CAPE over much of our CWFA
between Monday evening and Tuesday evening for isolated
thunderstorms. The HRRR has been showing a trend towards increased
downslope winds along the West Side Hills and valley facing
slopes of the Tehachapi Mountains Monday afternoon and evening.
Later shifts will need to monitor this for potential wind
highlights.

Model ensembles are continuing to favor mainly dry conditions
prevailing across our area on Wednesday and Thursday with a couple
of weak systems moving to the north of our area. The main impacts
that these systems will have for our area is that they will
likely provide for enough mixing to inhibit widespread fog from
forming in the San Joaquin Valley although patchy fog will be
possible both days in the San Joaquin Valley with the ground being
very saturated.

The medium range ensemble means continue to show another moisture
trough moving into central California by Friday which will likely
bring another period of precipitation to our area through next
weekend.

.AVIATION...In the San Joaquin Valley, West Side Hills and Sierra
foothills, areas of MVFR conditions in low clouds and rain until
18Z and increasing areas of MVFR conditions in low clouds and
rain after 00Z. In the Sierra Nevada and Tehachapi Mountains,
areas of mountain obscuring IFR conditions in low clouds and
precipitation. Otherwise, VFR conditions will prevail for the
next 24 hours.

.AIR QUALITY ISSUES...On Sunday January 8 2023, Fireplace/Wood
Stove Burning Status is: No Burning Unless Registered in Fresno
and Kern Counties. Burning Discouraged in Kings, Madera, Merced,
and Tulare Counties, and Kern (Greater Frazier Park Area) and
Sequoia National Park and Forest.
